Ohio Domestic Violence Network The Ohio Domestic Violence Network is a statewide coalition of domestic violence programs, agencies and individuals working to end domestic violence.

Guiding Principles

a) We promote safety, well-being, and justice for all battered persons while respecting the adult survivor’s right to self-direction and control over their own lives. b) We are accountable to those who are or were battered and are committed to listening to their voices and using their expertise to guide our work. c) We declare that batterers, not victims are accountable for

their abusive behavior. d) We are committed to facilitating changes necessary to end oppression and violence within ourselves, and within economic, social and political systems. e) We are committed to advancing the community’s responsibility for stopping the violence.

Guns in the hands of convicted domestic violence offenders are a huge risk. In ODVN’s most recent fatality report, 84% of Ohio’s 157 domestic violence deaths involved a firearm and over half of the offenders had been involved in the criminal justice system prior to the homicide.

This week in State v. Heffley, the Ohio Supreme Court ruled 6-1 that individuals convicted of felony domestic violence can petition to have their gun rights restored.

That’s why safety planning with survivors includes asking about fi****ms. Are there guns in the home? Who has access? Where are they stored? These questions can be the difference between safety and lethality.

Today at , we brought Ohio’s voice to Capitol Hill. Here’s what we’re asking Congress to fund in Fiscal Year 2027 to protect survivors of domestic violence and sexual assault.

Every one of these funding streams keeps shelters open, keeps advocates answering the phone, and keeps survivors and their children safe in Ohio and throughout the country.

The bipartisan Crime Victims Fund Stabilization Act (H.R.909/S.1892) offers a commonsense solution to stabilize the Crime Victims Fund without using taxpayer dollars. It already passed the House with strong bipartisan support – including 11 Ohio cosponsors from both sides of the aisle.

Now it’s in the Senate. Swift passage is critical to prevent further disruption to victim services and ensure survivors continue to receive lifesaving support.

We’re excited to be in Washington, DC, this week, joining the The National Network to End Domestic Violence and the National Alliance to End Sexual Violence for to amplify the voices of sexual assault and domestic violence survivors on Capitol Hill.

Federal funding is critical to ensuring survivors can access lifesaving services – and right now, that funding is failing Ohio. Congress appropriated FY26 funds, but some grants are more than seven months late in being disbursed. Some programs that were promised this money are applying for loans to keep their doors open while they wait for the funds Congress already approved. Others are laying off staff. When programs are forced to cut staff and reduce services, survivors and their children are left with fewer places to turn. That gap in support can be the difference between safety and lethality.

We’re here in DC advocating for FY27 funding, but we’re also demanding that FY26 funds that have already been appropriated by Congress be released immediately. Lives depend on it.

In ODVN’s Seeking Safety, Equity, and Justice report, LGBTQ+ survivors reported being less likely to reach out for help due to fear of not being believed or being seen as the abuser.

🚨Domestic violence shelters, r**e crisis centers, and other programs have been experiencing federal funding delays. Additional delays will force programs to lay off staff, reduce services, and close their doors, leaving survivors with nowhere to go.

Congress has already appropriated these funds for this year. The DOJ and HHS need to release them now.

Next week, ODVN will be on Capitol Hill alongside our local and national partners to deliver that message directly. But we need your voice too! Please take action and contact your member of Congress to urge the DOJ and HHS to immediately publish the delayed funding for 2026. Survivors can’t wait.

ODVN was excited to present at the 34th Two Days in May Conference on Victim Assistance last week, hosted by the Ohio Attorney General's office. We presented breakout sessions on legal and legislative updates, ethics in victim advocacy, Ohio's protection order system, and centering survivor experiences in brain injury from violence.

On Day 2, we took the main stage for a plenary session on ORC 2903.216, Ohio's new law making it illegal to track someone without their consent. Kar'mell, a survivor whose advocacy helped bring this law to life, shared her story alongside a law enforcement officer and ODVN. We have had the privilege of working alongside Kar'mell for years and seeing her on that main stage was something special.

We also distributed over 16,000 copies of our rack card on ORC 2903.216 so advocates, law enforcement, courts, and others can take it back to their agencies and use it with victims of tech-facilitated stalking.
