Judge William Waggoner Judge Waggoner was elected by the citizens of Conroe and sworn in on June 22, 2022.

The City of Conroe has one of the few Municipal Court judges that are elected in the state of Texas since the majority are appointed or hired.

Serving this community from the bench for the last four years has been the highest honor of my professional life. As this chapter closes, my first priority is to say thank you.

To the voters: Whether you cast your ballot for me or another, your participation is what keeps our system of local government accountable. To those who shared their stories: Hearing how a fair hearing or a moment of respect impacted your lives reminded me daily why this work matters. Your trust was my greatest reward.

The Justice of the Peace and Municipal Court represent the "People’s Court." In these seats, judicial temperament outweighs political policy. A judge’s primary duty is to ensure that every individual who walks through those doors is treated with dignity, heard with patience, and judged with impartiality.

Campaigning allows you to see the best and worst of your community, and over these last few weeks, I have met some truly exceptional individuals who care deeply about our future. Our community is at its strongest when we choose leaders who prioritize people over politics and morals over greed. I am confident the best person for these courts will emerge to serve you with the same integrity this community deserves.

My commitment to the integrity of our court has always come before any politics. I encourage each of you to reach out, meet the candidates, and look for the leader who understands that this office is about people, not politics. When you find that heart for service, embrace it.

While my time in this specific role is concluding, my dedication to this community is not. I look forward to the future and plan to remain deeply involved in the community we all call home. It has been a privilege to serve you.

During my service as your Municipal Judge, and as we monitor current global tensions, I have been asked: "How will the Court remain operational if you are called to serve?" As a veteran of 17 years, I don't believe in "what-ifs" I believe in a plan. The Plan for Uninterrupted Justice A leader’s true test is the strength of the team they build. I am not just running to be your Judge; I am running to lead a court that is mission-ready 24/7.

• Succession Planning: Under Texas Law, I have already identified the protocol for a "Temporary Acting Judge", a pre-vetted, high-standard veteran of the bench, to step in immediately if needed.

• Operational Continuity: My focus is on retaining and training court staff so elite and disciplined that the administration of justice will remain seamless, efficient, and "on time," regardless of my physical location. You aren't just getting a Judge; you’re getting a system built on Marine Corps discipline.

My foundation was built in the Marine Corps Infantry during two combat deployments to Afghanistan. That experience taught me how to lead through chaos. I transitioned to the Army medical field for one reason: to save the lives of our soldiers so they return home to their families. If our nation calls, I will answer as a medic, but I leave you with this guarantee: The doors of the Court will stay open, the docket will remain current, and your rights will be protected. I have prepared for this mission, just as I have prepared for every mission for the last 17 years.

Update on Voter Guide Transparency – February 26, 2026

At the request of recent commenters and my own professional interest in ensuring total transparency for our community, I have conducted a deeper dive into the most recent campaign finance reports.

Since my last post, an additional report was filed for the Montgomery County First PAC. Most notably, this new filing reveals a $60,000 donation from the Metcalf campaign.

I have also updated the chart to include donations from statewide and federal campaigns to provide a more comprehensive view of the financial influences at play. The total donations for the last year are shown and how I got the %. My next step, as time permits, will be to trace the origin of donations to these statewide and federal candidates to see who is truly funding the platforms you see on these guides.

The Bottom Line:
While these charts provide a snapshot of the PAC funding, they ultimately reinforce one truth: You should not rely on a single guide to cast your vote. The best solution for our county is for every citizen to look at each candidate individually vetting their records, their values, and their donors before heading to the polls.

Today, we pause to honor the men and women who have worn our nation’s uniform, those who have stood watch so others may sleep in peace. Service is more than a commitment; it is a calling. It means early mornings, long deployments, missed birthdays, and families who sacrifice quietly so their loved ones can defend the freedoms we all cherish.

As I enter my seventeenth year of military service, I remain ready to answer the call and stand in defense of this country whenever needed. Serving in the U.S. Army Reserve allows me to continue that mission, protecting our nation while serving my community here at home. The values of duty, honor, and selfless service are not just learned; they are lived. They define who we are as veterans and remind us that true leadership begins with service to others.

To all who have served, and to those still serving today, thank you. Your courage, sacrifice, and devotion to our country will always be remembered and honored.
