🏙️ Encampment Sweeps:
A Hard Conversation We Need to Have

Homeless encampment sweeps are happening more often across our country and every time they do, our community feels the impact.

This is a complicated issue with real people on every side of it.

There’s no easy answer, but there is room for awareness, compassion, and accountability.

Here’s a look at both sides, and why this matters.

💛 The Human Impact
For our unhoused neighbors, encampment sweeps can be devastating.

Everything they own is often thrown away- IDs, medications, family photos, clothing, job documents, survival gear.

Losing belongings keeps people stuck in homelessness.

Without ID, you can’t apply for housing, jobs, benefits, or medical care.

It creates new trauma on top of existing trauma.

Many are already living in survival mode; sudden displacement increases fear, instability, and distrust.

It disrupts outreach work.

When people are scattered, service providers lose contact with clients who were making progress.

It reinforces the cycle.

People rebuild what little they have… only to lose it again.

For many, sweeps don’t feel like “clean‑ups.”
They feel like erasure.

🚓 The Public Safety Perspective
Cities and law enforcement often explain sweeps through a different lens:
Health and sanitation concerns. Some encampments accumulate trash, human waste, or hazardous materials that pose risks to the public and to the unhoused themselves.

Fire danger.
Open flames, propane tanks, and makeshift wiring can create serious fire hazards.
Public safety complaints. Residents and businesses sometimes report unsafe conditions, blocked sidewalks, or threatening interactions.
Emergency access.
Encampments can obstruct roads, alleys, or areas needed for emergency response.

Efforts to connect people to services.
Some cities say sweeps are paired with outreach, shelter offers, or cleanup crews meant to restore public spaces.

From this perspective, sweeps are seen as a tool, not a solution to manage immediate risks.

⚖️ The Fine Line
This is where the tension lives:
Sweeps may address short‑term safety concerns…
but they often create long‑term harm for people already living in crisis.
Communities want clean, safe public spaces…
but people experiencing homelessness deserve stability, dignity, and the chance to rebuild.

Both realities exist.

Both deserve to be acknowledged.

And both require us to rethink how we respond to homelessness with compassion and practicality.

🕊️ Where We Stand
At Angels Over Cliffs, we believe:
Safety matters.
Clean communities matter.
But people matter most.
Sweeps should never strip someone of their identity, their medication, or their chance to move forward.
We advocate for trauma‑informed approaches that protect public spaces without destroying the fragile progress our unhoused neighbors are making.

Awareness is the first step.

Vanessa's Story

My name is Vanessa Rodriguez, and I’m a mom of five.
For a long time, I didn’t think my life would ever get better.
I was homeless, I was using, and I was hurting so bad inside I didn’t care if I woke up or not.

In 2020, my brother passed away.
He was like a father to me.
We weren’t talking at the time, and that pain tore me apart. I felt dead inside. I didn’t know how to deal with it, so I went straight to drugs.

I was moving from motel to motel, Hemet, Lake Elsinore, Corona, wherever I could find something cheap.
My mom and my mother‑in‑law had my kids because I was too lost to take care of them.
I was hearing voices, talking to myself, just gone.

I hit rock bottom.

In September 2021, everything changed.

My family told me, “If you want to get clean, we’ll help you.” And for the first time, I said okay.
They got me a motel room with my kids, and I found the number for Angels Over Cliffs.

I called, and Angela answered.
She didn’t judge me.
She didn’t make me feel like trash. She helped me.
She brought clothes for my kids so they could start school, food for us, and she talked to me like I mattered.

That was the first time in a long time I felt hope.

I got sober.
I stayed sober.
I kept showing up.
I went to the classes, the Bible studies, and I stayed close to the AOC community because they made me feel safe.

They made me feel like I wasn’t alone.

In December 2021, I got baptized. My kids got baptized too, every one except my youngest, Zoey, and her time is coming.

I gave my life to God, and everything started changing.
I started feeling like myself again. I started feeling like a mom again.

In November 2022, I got approved for housing in a 5 bedroom home!

I cried walking into my place.

I didn’t have to drag my kids from motel to motel anymore.

I didn’t have to worry about where we were sleeping.

I’ve been housed ever since, and I’m doing good.
I’m stable.
I’m clean.
I’m breaking the cycles I grew up in.

And I want to say this:
I never once asked Angels Over Cliffs for rental help after being housed.
Not because I didn’t struggle, but because I wanted to stand on my own feet.
I wanted to show my kids that we can rise.
That we can change our story.

Today, I’m proud of myself.

I’m proud of my kids.

I’m proud of the woman I’m becoming.

Angels Over Cliffs didn’t just help me, they walked with me.

They believed in me when I didn’t believe in myself.

I know one day I’ll see my brother again.
And when I do, I’ll be able to tell him that his sister made it.
That God carried me out of the darkness.

That I’m alive again.

🧡 When is your help 🧡

This past Monday we kicked off a new season of our Monday night Family Bible study.

Bible study is a big part of what we do.
Community is a big part of what we do.
Meeting every Monday night in a family style atmosphere and coming together as one unit struggling with the same thing and leaning into the word of God is truly the best part of what we do in my opinion.

We've created a safe place where our Cliff Climbers are able to be vulnerable. We know that vulnerability creates healing.

We also know that the Word is alive and active and we love coming together to Feast on it.

We need your help. We've got a large group attending our Bible study this season and we need your help covering the books.

We're going to study A Purpose Driven Life by Pastor Rick Warren.
