📌SCA 5 Update: Important Dates Ahead

Dear MVA Families and Staff,
Yesterday, we shared information regarding Senate Constitutional Amendment 5 (SCA 5), a proposed constitutional amendment that could affect how certain future education funds are distributed in California.

We wanted to provide a brief update.

The California State Senate adjourned this week without taking up a vote on SCA 5. As a result, the proposal remains under consideration and could be brought forward when the Senate reconvenes on Monday, June 22.

In order for SCA 5 to appear on the November ballot, it must receive legislative approval by June 25.

Regardless of where individuals stand on the proposal, one thing is clear: legislators are hearing from constituents across California, and public engagement is playing an important role in the discussion.

As we shared previously, SCA 5 has generated significant interest because it would create a new funding mechanism that, under the current proposal, would provide benefits to eligible school districts while excluding charter school students from participation.

There is still time for community members to learn more about the proposal and share their perspectives with elected officials if they choose to do so.

If you have not yet reviewed the information and would like to learn more, resources remain available below:

As always, any decision to contact elected officials or participate in the public process is entirely your own. We simply encourage our community to stay informed and make sure their voices are heard on issues that may affect public education and the students we serve.

Thank you for being engaged members of the MVA community.

Warm regards,

Amy Davis

Proposed Senate Constitutional Amendment 5

Dear MVA Families and Staff,
I want to make you aware of a proposed California constitutional amendment, Senate Constitutional Amendment 5 (SCA 5), that could have significant long-term implications for students who attend public charter schools like Mission Vista Academy.

This is one of the most significant charter school funding proposals currently being considered in California.

SCA 5 would create a new state funding mechanism designed to provide additional funding to school districts. Under the proposal's current structure, charter school students would not be included in the distribution of these funds, even though they are public school students.

More than 8,000 students choose Mission Vista Academy for its personalized public education option that meets their unique needs. Families deserve to have those students considered whenever new public education funding is distributed.

Why Should MVA Families Care?

If future education funding is distributed only through school districts, students attending public charter schools could be left out of funding intended to support California public school students.

At MVA, funding supports the programs and opportunities our families value most, including student planning amounts, educational resources, field trips, enrichment opportunities, technology, curriculum, counseling services, college and career readiness programs, and student support services.

At its core, this issue is about fairness. If new public education funding is created, all public school students deserve to be considered equally, regardless of whether they attend a district school or a charter school.

This proposal raises an important question: Should students be treated differently based solely on which type of public school they attend?

Why Act Now?

The Legislature is considering this proposal right now, and lawmakers are hearing from constituents before key decisions are made.

The next few days are a critical opportunity for families, educators, and community members to share their perspectives.

If families want their voices included in the conversation, now is the time to act.

If you believe all public school students should be treated equally, regardless of the school they attend, please take two minutes to make your voice heard today.

Step 1: Learn More
Review the SCA 5 Fact Sheet:
https://csdcwebapps.org/.../CSDC_SCA5-Cortese_FactSheet.pdf

Step 2: Contact Your Legislators
Send a message directly to your elected representatives:
https://chartercenter.quorum.us/campaign/fixSCA5/thanks/

Step 3: Enter Your Information
Provide your address and contact information so the system can identify your local legislators.

Step 4: Personalize Your Message (Optional)
Add a few sentences about why MVA and educational choice matter to your family.

Step 5: Click Send
Your message will be delivered directly to your elected representatives.

That's it. The entire process takes less than two minutes, but it helps ensure lawmakers hear directly from the families and educators who may be affected.

As a public charter school, we are committed to compliance with all laws requiring political neutrality from public entities and prohibiting the use of public funds for lobbying activities. We are sharing this information solely because we believe families have the right to be informed about policy proposals that could affect public school students and the resources available to support their education.

Any action you choose to take is entirely voluntary and undertaken as an individual citizen.

Thank you for taking the time to stay informed and engaged. Public education funding decisions affect students and families across California, and your voice matters.

Sincerely,
Amy Davis
