The Department of Housing and Urban Development announced today it will administer and enforce the Fair Housing Act to prohibit discrimination on the basis of sexual orientation and gender identity. Importantly, the order is also retroactive. These discriminatory practices went unregulated during the Trump years and must be analyzed, recognized, and remedied as soon as possible

“Dehumanizing government actions and rhetoric as well as a failure to address risk factors like domestic and intimate partner violence, underemployment and unemployment and poverty, housing insecurity and health disparities, put this community at risk.

From banning transgender patriots from serving their country, to attempting to limit transgender people’s access to health care in the midst of a pandemic, to literally erasing the word transgender from government websites, President Donald Trump and Vice President Mike Pence have fueled the flames of transphobia in our nation while refusing to acknowledge the epidemic of violence.

Solving this epidemic of violence doesn’t just require a President who actually recognizes it as fact, but one who believes in the humanity and dignity of transgender people.

As President, I will put forward comprehensive solutions to help empower the transgender and gender non-conforming community and prioritize the prosecution of anti-transgender violence. My administration will enact the Equality Act to end legal discrimination against LGBTQ+ people, expand economic opportunities for LGBTQ+ people, reform our treatment of transgender and gender non-conforming individuals in our criminal justice system, ensure access to accurate identification documents, and improve government data collection to better track violence against the transgender community.”

Follow-up questions:
1. You said that you’d like to focus on crime and investigation and have someone else take on the social service calls. Are there any current action items from the city to implement this strategy?

There’s been a lot of conversation between the Dallas Police Department and other city departments (including Code, Parks & Rec, and Animal Services) about specific calls that could be handled by other departments. These decisions and action plans have to take into account a variety of factors. One of those factors being, many other city departments don’t have 24/7 operations like the Police Department, but the business of the city & the needs of residents are 24/7 – how would those other agencies provide services differently. So for your question – we are deep in the conversations of what that would look like for other departments within to city to handle many social service calls. The actual action plan is being hammered out which involves a lot of conversations, planning, meetings, & a review of staff.

2. Compare the stats from last year to this year in D3 Singing Hills. There has been lots of random shootings near UNTD and Paradise Church and a house fire of a home linked to murders. The Singing Hills community wants to know what they can do (they talk to the police, they call 911 and the shootings are still happening and they want it to stop) What is DPD doing to address this issue?

We get random gunfire complaints often & in a variety of neighborhoods. Random gunfire is a difficult call to address as many people don’t have a specific address that they know the gunfire is coming from. If people do have a specific address, we ask that they provide that information to me (they can email me at [email protected]). Random gunfire is a low priority call & unfortunately many times by the time the officer shows up, the shots have stopped or it is difficult to determine exactly where it’s coming from. Other than calling & reporting, we often provide Volunteers in Patrol opportunities & training for community members (this is done by your Neighborhood Patrol Unit). DPD has been discussing investing in some type of technology (there’s something similar called Shot Spotter) that can help curb this problem. Random gunfire is a difficult issue to address – guns are really prevalent within the city & many people can’t pinpoint exactly which house is doing the random gunfire.

3. Due to the climate of race relations and the BLM movement, is there a plan to expand cultural competency training among officers?

The Dallas Police Department already has a robust training process in regards to understanding & learning about people from different cultures. Our department is considered majority minority with a diversity within our ranks that seeks to mirror the community in which we serve. Much of the additional training we’ve begun providing is around implicit bias and anti-bias topics. We also already go above & beyond with teaching our new recruits about various populations here in our city which includes community classes on our Hispanic/Latino, African-American, Asian, LGBTQ+, and Native American/Indigenous communities. We continuously tweak and review our training to remain up-to-date on any topics/issues that may help our personnel and department and that is prior to, during, and even after various movements in our country.

4. What are the current demographics of the DPD? Is it important, in your view, for the dept. to reflect the Dallas community?

Yes it is important to us that our department reflect the Dallas community. That’s not just a focus on racial diversity, but gender, sexual orientation, and ethnicity as well. Numbers as of 05/2020: Hispanic/Latino = 26%, White = 46%, Black 25%, Asian/Pacific Islander = 3%. Male = 81.1% & Female 18.9%.
