Texas811 is the "call before you dig" non-profit corporation providing utility damage prevention services on behalf of our 1600+ utility members in Texas. One of these services includes operating a contact center to process requests for utility locates prior to digging. Formally known as TESS or Texas Excavation Safety System.

Mission: To facilitate damage prevention, promote public safety and protect the environment through stakeholder education and communication.

Q: Who marks private utilities, and is there a cost?

A: There are fees for private locates. The underground utilities are owned by you, and it’s the owner’s responsibility to cover the cost to protect private underground utilities. Most plumbing companies locate private utilities upon request as well. You can also Google search private locating companies near you.

Dear Texas811: I'm trying to get a ticket closed for a yard line relocate that was completed in September in Austin TX. My neighbor's yard is still being flagged months after the job was completed.

Spectrum sent a sub contractor out to bury a cable, and they cut a buried fiber cable that was marked with flags. What process is there to report this. The webpage has nothing for reporting cut underground cables
