The Honorable Former Mayor Jones served as Mayor for 6 years (2007-2013). Additionally he served as Assistant City Manager after more than 30 years of service.

The City reached an agreement with a consulting firm for the Gatewood Drainage Study. The contract is currently with the City’s Purchasing Department for ex*****on and we are anticipating a notice to proceed very soon. The study includes the drainage capacity evaluation of the open channel immediately downstream of Gatewood Rd., the existing drainage infrastructure under Broadway Blvd. and Oates Road and the channel behind Miami Dr. We are also evaluating the drainage infrastructure capacity in Redwood Dr. and the Gatewood No. 3 Subdivision. The study will determine what, if any, additional downstream drainage improvements would possibly be required at the time Gatewood Rd. is improved and the roadway drainage system designed for the 100-year storm event.

City of Garland offices and facilities will reopen at 10 a.m. Friday, Feb. 3.

The Sanitation Department has been monitoring expected future weather and road conditions due to the winter storm. Trash collection is anticipated to begin on Friday, Feb. 3. However, if conditions change, collections may be delayed or postponed. Below is a list of services expected to begin Friday morning:

Friday - Wednesday’s trash/recycling/brush and bulky routes
Saturday - Thursday’s trash/recycling/brush and bulky routes
Monday - Friday’s trash/recycling/brush and bulky routes
Tuesday’s trash/recycling/brush and bulky routes will be picked up next week on the regular scheduled day.
Recycling routes originally scheduled for Tuesday, Jan. 31 will be picked up Saturday, Feb. 11.
All services are expected to be back on regular schedule next Tuesday, Feb. 7. Residents with extra trash due to pickup delays may leave it out for brush and bulky pickup on their assigned days. The City’s Recycling Center, 1426 Commerce St., will be available for drop-off of excess recycling.

City utility bill due dates will be extended during this period and late fees will be waived or refunded.

The City of Garland Tax Office will extend the property tax delinquency date to Monday, Feb. 6.

All Municipal Court dockets will be rescheduled. There is no need for individuals to contact the court regarding a missed court date. Anyone scheduled for court during the closure will be contacted and rescheduled. Visit the Municipal Court webpage at for additional information.

The public input meeting for the new Garland Senior Center Project is being rescheduled for 9 to 11 a.m. Wednesday, Feb. 8, at Granger Recreation Center, 1310 W. Avenue F. A Zoom link is available on the Senior Center Project webpage.

“Complacency is a blight that saps energy, dulls attitudes, and causes a drain on the brain. The first symptom is satisfaction with things as they are. The second is rejection of things as they might be. "Good enough" becomes today's watchword and tomorrow's standard. Complacency makes people fear the unknown, mistrust the untried, and abhor the new. Like water, complacent people follow the easiest course -- downhill. They draw false strength from looking back." -- (anonymous.)

There is hope, however. What’s the opposite of complacency? Newness, freshness, aliveness. Amos is sent to the people of Israel not to condemn, but to point the way forward. Amos preaches to teach the people to learn to live, to provide a jolt of reality to their complacency. The people in Israel are living in a time when there is incredible prosperity. Complacency means there is an unawareness of danger around the corner. Their ivory tower is really a house of cards that can come crashing down at any moment. The leaders of Israel are still religious, but their religion is a formality (Amos 4:4-5).Sadly, there is much evidence in the prophetic words of Amos that and the life of ease enjoyed by the rich comes at the expense of the poor. The rich get richer and the poor get poorer.
The scripture in 6 is even more pointed (Amos 6:1-6). The people quit caring about others and don’t even notice their neighbors.
Complacency can take two forms: those that are at ease. They’ve made it and so they sit back “sipping lemonade by the pool in the shade, while the world goes on around us” (the leaders of Israel) and those that are so overwhelmed, so tired, so uncertain, giving up hope that anything is ever going to change, so depressed, that they give up (the poor in Israel).
Everyone experiences complacency from time to time. It’s when complacency becomes a way of life it’s a problem. Here’s how another person describes complacency: “It invades areas once occupied by our passion, interest, desire, and focus. When complacent, the valued things that had captivated our thoughts, hearts, and energies tend to fade from priority and can even become mundane or the boring routine of everyday life. Burnout in our work life, loss of fire in relationships, and the lack of zeal for things we once held important are common experiences.

The shame is not in complacency, but in the failure to recognize it and take corrective measures to regain our footing.

Read and gleam as you deem appropriate.

Hello District 4 Constituent’s:

Nearly two years ago when the Greenbelt Parkway Development project was first being considered, I hosted a two-day District 4 charrett to obtain your (the community’s) input for crafting concept plans development for this area. I also renewed my commitment to keep you updated on progress. Accordingly, the purpose of this message is to let you know about an upcoming public hearing scheduled for a development project located at 6302 Greenbelt Parkway.

The City Council public hearing on this project will be held at 7:00 pm on Tuesday, December 13, 2022 at Garland City Hall (200 North 5th Street).

This development proposal is the first detail plan to be considered in this area. Earlier this year, after an extensive public engagement process, City Council approved a Special Area Study and Planned Development zoning for nearly 30 acres that includes the undeveloped land west of Wal-Mart and the Lake Ray Hubbard Transit Center operated by DART. The overall approved plan provides for a mixed-use development to include retail, restaurants, hotel, multi-family, townhomes, and other similar uses.

(Reference Zoning File #: Z 22-51) Winklemann & Associates, Inc. – Detail Plan.
The applicant requests approval of a Detail Plan for Multi-Family Development. This property is located at 6302 Greenbelt Parkway.

Specifically, the proposed detail plan includes:

1. 340 multi-family units ranging from 656 to 1,342 square feet in size (948 square feet average size)
2. 224 one-bedroom and 116 two-bedroom units
3. 511 parking spaces provided (357 uncovered, 91 carport spaces, 63 garage spaces)
4. Two swimming pools, a clubhouse, a two-level fitness center, a dog park, a pet spa, and two leisure areas with tables, grills, and lounge recliners
5. Six-foot sidewalks and a 10-foot trail in the open space adjacent to the DART property

After City staff and the applicant present information about the development, the public hearing will be opened. If you wish to speak during the public hearing, please attend and register at the kiosk in the Garland City Hall lobby prior to the beginning of the meeting.
