I am a dedicated public safety practitioner with over three decades in public service. As the Executive Director of Southeast Emergency Communications (SEECOM), I oversee a regional consolidated emergency communications center (ECC) that serves 13 agencies and a population of over 201,000 primarily in McHenry County, Illinois with 32 amazing first responders. I have over 32 years of experience in

public safety, emergency management, and technology projects, and I hold the Certified Public-Safety Executive (CPE) and Registered Public Safety Leader (RPL) credentials from APCO International as well as the Emergency Number Professional (ENP) from NENA. My mission is to provide high-quality, reliable, and efficient 9-1-1 dispatch services for police, fire, and EMS, and to ensure the safety and security of our staff, customers, and community. I am proud to lead a full-time team of 32 professionals who handle an average of 200,000 phone calls per year, and who have achieved national certifications and accreditations from NCMEC, APCO, and IAED. I am also actively involved in the McHenry County Emergency Telephone System Board, where I contribute to the planning, implementation, and maintenance of the county-wide E-911 system. Additionally, I had the distinct honor to serve as the President of APCO International (2021-2022), the largest association of public safety communications professionals (40,000+) in the world, where I advocate for the interests and needs of our members and industry.

LakeComm’s New 911 Emergency Communications Center Goes Live

Libertyville, IL – November 7, 2025 – Lake Consolidated Emergency Communications (LakeComm) is now officially operational at the Regional Operations and Communications (ROC) Facility in Libertyville, IL, following the successful completion of a two-week consolidation of 911 and public safety communications services for 30 police and fire agencies across Lake County.

“The completion of the LakeComm transition represents an extraordinary accomplishment and the culmination of more than a decade of work. We are incredibly grateful for the leadership of Lake County, the consolidating PSAPs, and all our member agencies whose collaboration made this possible,” said LakeComm’s Chairman Kevin Timony. “Together, we’ve built a system designed to deliver exceptional 911 service for years to come. This effort stands as a true testament to what government can accomplish when we work together toward a common goal.”

Earlier this summer, Lake County celebrated the completion of the ROC with a ribbon cutting event to showcase a state-of-the-art facility that houses Lake County Emergency Management and their Emergency Operations Center and LakeComm with its 911 Emergency Communications Center (ECC).

Over the course of 10 days, beginning on October 28 and concluding on November 6, LakeComm staff executed a plan that consolidated seven ECCs and 30 police and fire agencies in Lake County. This plan also reduced six Emergency Telephone System Boards into a single Joint Emergency Telephone System Board.

This historic consolidation, the largest of its kind in Illinois, has a strong emphasis on staff, by promoting wellness, providing enhanced technology, increased training opportunities, and mentoring for future leadership positions.

This achievement is the result of over a decade of dedication and hard work. From planning and design to funding and implementation, local public safety leaders, the Lake County Board, and local, state, and federal officials have worked tirelessly to turn this vision into reality.

With this final step, LakeComm is setting a new standard for emergency communications in the region. The consolidation of 30 agencies into one unified system will reduce call transfers, improve response times, enhance coordination and interoperability, and provide a model for future advancements in public safety.

This morning at 6:00 AM we successfully integrated the operations of 3 additional ECCs (Countryside, Mundelein, and Vernon Hills). With this came 6 additional agencies to LakeComm. Welcome to Countryside Fire, Mundelein Police & Fire, North Chicago Police & Fire and Vernon Hills.

Two additional consolidation days remain next week so stay tuned. When this process concludes, LakeComm will have consolidated 7 ECCs, 6 ETSBs, 17 Law Enforcement Agencies and 13 Fire Agencies.
