City Representative Dr. Michiel Noe District 5 is one of the fastest growing areas in El Paso. According to figures from the 2010 Census, we grew 66% with 100,000 people calling Dist. 5 home.

City Approves Construction Contract for
Mega Quality of Place Project in Far East El Paso

Construction will soon start on a monumental quality of place project in far East El Paso featuring a public indoor 50-meter competition-ready pool with a diving well – the only one its kind in the region, a community center, gymnasium, computer center, and an outdoor neighborhood water park among other amenities.

City Council today approved awarding a guaranteed maximum price contract valued at approximately $37.7 million to Sundt Construction, Inc. to construct the first phase of a project known as Eastside Regional Park.

“This is going to be El Paso’s largest park and a major regional attraction for residents and visitors alike,” City of El Paso Capital Improvement Department Director Sam Rodriguez said. “Council’s action enables us to begin transforming this 92-acre parcel on the Eastside into to a premier destination for families.”

When construction on this major project starts later this summer it will mark another significant milestone for the City – the development of the first neighborhood water park. The first phase will span across 10.6 acres and includes three major projects that deliver on the City’s commitment to expand recreational, educational and cultural opportunities:

• An indoor natatorium with a 50-meter competition ready pool, a diving well with 1 and 3 meter diving boards, spectator seating, warm-up and cool down pool, office, training room and lockers.
• A multigenerational community center with a gymnasium, spectator seating, multipurpose classrooms, kitchen, dining area, reading room, computer center, indoor running track, and fitness area.
• An outdoor neighborhood water park with a family pool, toddler pool, water slides, climbing walls, artificial wave surfing feature, lazy river, food concessions, and changing rooms.
• Other amenities including parking, entrance plaza, walking path, landscaping and public art.
“Residents have told us time and time again that they want more parks and more things to do so that’s what we are delivering. We are on a journey to create great spaces that offer unique experiences while serving as a catalyst for economic development that in the long run can provide relief for our residential taxpayers,” Mayor Pro-tem Michiel Noe said.

This project is another step toward realizing El Paso’s vision of having safe and beautiful neighborhoods, a vibrant regional economy, and exceptional recreational, cultural, and educational opportunities. Phase one should be completed by 2020. It will be constructed using the construction manager at risk delivery method, which is efficient and cost effective. This method incorporates the use of a “Guaranteed Maximum Price,” which is an agreement declaring that the project will not cost the City above the agreed upon amount, unless changes are made to design or new services are requested and incorporated into the construction of the project.

***Don’t Get Left Behind this Fourth of July
Garbage and recycling on normal pick up schedule***

The Environmental Services Department (ESD) Collections Division will operate on a normal schedule on Wednesday, July 4 and will be picking up garbage and recycling bins for residents who have a regular Wednesday pick up.

In addition, the five Citizen Collection Stations (CCS) and the Greater El Paso Landfill, 2300 Darrington Road will be open as normal.

ESD collection drivers start at 5 a.m. and it is highly recommended for residents to put out their trash and recycling containers on the curb the night before pick up. In case residents forget to put out their bin on their regular pick up day, residents have the option to pay a $10 fee to have a collection truck return to empty their bin, however same day service is not guaranteed.

If a resident does not want to pay the extra pick up fee, they can drop off their trash at any of the Citizen Collection Stations (CCS) free of charge with a recent water bill and matching I.D.

The CCS sites are open from 8 a.m. to 4 p.m., Tuesday through Saturday at the following locations:

• Far East – 3510 Confederate
• Eastside - 1034 Pendale
• Northeast - 4507 Hondo Pass
• Central - 2492 Harrison
• Westside - 121 Atlantic.

Proposed Pet Grooming Ordinance

The City of El Paso and the Office of City Representative Claudia Ordaz Perez, District 6, will host three public meetings to receive input on the creation of a proposed pet grooming ordinance. Attendees will be asked to share their ideas and provide feedback on the proposed ordinance changes that would create new accountability standards for individual groomers and animal related businesses. The potential changes aim at enhancing pet health/safety and customer service.

The community, groomers, and business owners are all encouraged to attend any of the following meetings:

EL PASO, Texas - La Ciudad de El Paso está ampliando su serie de reuniones comunitarias centradas en sus planes para crear dos nuevas Zonas de Reinversión de Incremento de Impuestos (TIRZ) y ampliar los límites de una zona existente.

Una reunión adicional está programada para las 6 p.m. el 20 de junio de 2018 en el Mission Valley Transit Center de Nestor Valencia, en 9065 Alameda. Los servicios de traducción en español estarán disponibles en la reunión.

La Ciudad celebró recientemente cinco reuniones comunitarias, dos a través del Representante de la Oficina Municipal Peter Svarzbein, para informar a la comunidad sobre estos proyectos de desarrollo económico.

Estas zonas fomentan nuevos desarrollos e inversiones en áreas específicas de la comunidad. TIRZ es un programa estatal que permite a los municipios utilizar los impuestos generados a partir de nuevas mejoras para financiar mejoras públicas dentro de los límites de la zona. Los tres proyectos TIRZ planificados por el Departamento de Desarrollo Económico e Internacional de la Ciudad promoverán el desarrollo de uso mixto que consiste en la venta al por menor y el entretenimiento a través de mejoras públicas.

TIRZ 10A está ubicado en el extremo oeste y se expandiría para incluir 3,874 acres de tierra adicionales que se extienden hacia el norte a lo largo del límite este de la Interestatal 10 cerca de Paseo del Norte. El TIRZ # 11 propuesto consistiría en aproximadamente 50 acres en el noreste y estimularía el desarrollo en el sitio de Cohen. TIRZ 12 estaría ubicado cerca de Transmountain Road en el extremo oeste y consistiría en aproximadamente 1,007 acres.
