The El Paso Municipal Court has started conducting hearings virtually, allowing residents to speak remotely with a judge using video conferencing via Microsoft Teams on a laptop, smartphone or tablet.

Persons scheduled for court must email their Full Name, Date of Birth, Citation Number, and Telephone Number to the e-mail provided on their notice at least two (2) business days prior to the scheduled hearing, in order to receive the court link. Residents scheduled for court at 9600 Dyer must email [email protected].

In-person services are still available and the Court continues to follow all COVID-19 recommendations to include mandatory face coverings, physical distancing, temperature checks and 50 percent occupancy.

Press Release: Third Traffic Fatality of 2021

Driver: 59 –year old Maria Hernandez Wilson of the 500 block of Eastland St.

EL PASO, Texas — Special Traffic Investigators were called to the intersection of Lomaland Dr. and Yermoland Dr. yesterday afternoon to investigate the city’s 3rd traffic fatality of 2021. Investigators learned 26 –year old Alfonso Louis Chacon Jr. was traveling south at the 900 block of Lomaland, approaching Yermoland. 59 –year old Maria Hernandez Wilson was north on Lomaland, making a westbound turn onto Yermoland. According to a witness, Chacon failed to stop at the red light and entered the intersection at a high rate of speed. Chacon’s Harley Davidson collided into the front of the Kia Soul driven by Wilson, as Wilson entered the intersection on a protected green arrow signal light. Chacon, who was not wearing a helmet, suffered fatal injuries and died at the scene. Wilson was transported to a local hospital with non-life-threatening injuries. Investigators believe the red light violation and speed are contributing factors in this collision. This is the 3rd traffic fatality of 2021 compared to 1 this time last year.

Driver: 27 –year old Jorge Jara Quiñonez of the 11800 block of Priscilla Cir.

EL PASO, Texas — Just after midnight this morning, Special Traffic Investigations responded to the 10600 block of Montwood Dr. on the second fatality of 2021. Investigators learned 27 –year old Jorge Jara Quiñonez was westbound on Montwood, traveling at a high rate of speed. Quiñonez lost control of the Chevrolet Malibu he was driving and slid sideways across lanes of traffic. The vehicle jumped a curb, struck a stop sign at Montwood and Pacheco Dr., and crashed into a residential rock wall at the 2100 block of Pacheco. Quiñonez suffered serious injuries and died at the scene. No other individuals sustained injuries in the crash. Investigators believe speed is the contributing factor. This is the second traffic fatality of 2021 compared to zero this time last year.

EL PASO, Texas — Special Traffic Investigations responded yesterday evening to 7700 North Loop Dr. on the first traffic fatality of 2021. Investigators learned an unknown male pedestrian crossed North Loop at the intersection of Emerson St., disregarding a pedestrian traffic control signal, and was struck by an oncoming vehicle. The Chrysler 300, driven by 43 –year old Adrian Francisco Villa, was proceeding westbound on North Loop through a green light. The pedestrian suffered life-threatening injuries and was transported to a local hospital where he was pronounced dead. Identification is pending. This is the 1st traffic fatality of 2021.

VEHICLES LEFT UNATTENDED WHILE RUNNING
“PUFFING”

The El Paso Police Department and the Auto Theft Task Force would like to send a reminder to all vehicle owners to remember to not leave the keys in the vehicle while unattended, “PUFFING”. This not only makes it a lot easier for the would be car thief to take your vehicle, it’s also illegal to leave the keys in your vehicle while left unattended.
(It is a Class C misdemeanor) (The exception to the offense is if the vehicle has a Remote Start Feature.)
It is a stark reminder that nearly half of all vehicles stolen in the State of Texas were left unsecured and/or had the keys in them.

Press Release: STEP Grant to Fund Extra Holiday Enforcement

The El Paso Police Department will be ramping up traffic enforcement this holiday season, thanks to a grant-funded through the Texas Department of Transportation Selective Traffic Enforcement Program (STEP). STEP aims to reduce collisions by focusing enforcement efforts in high-crash areas. Beginning December 20th through the second of January, additional officers will be working traffic enforcement on an overtime basis. Officers will be targeting all traffic violations, with a particular focus on Driving While Intoxicated offenses. During this period last year, over 150 DWI arrests were made by the EPPD and El Paso tragically saw 4 traffic fatalities.

The pedestrian has been identified in the 68th traffic fatality as 23 –year old Noe Toribio De La Cruz of Guanajuato, Mexico.

Passenger #1: 35 –year old Dalila Rosas of the 5800 block of Onix El Paso TX 79912.
Passenger #2: 15 –year old Gael Rodriguez of the 5800 block of Onix El Paso TX 79912.

Pedestrian: 23 –year old Male (Deceased)

On Saturday night at approximately 7:15 pm, officers from the Central Regional Command Center received a call to investigate a fatal traffic collision involving a pedestrian. Patrolman requested assistance from Special Traffic Investigators. Preliminary investigation revealed Mr. Franco was driving his 2020 Jetta westbound in the center lane of traffic on Loop 375. (Cesar Chavez Highway) A 23-year-old male crossed the roadway and was hit by the Jetta, causing the man to be thrown into the traffic's eastbound lanes. The pedestrian suffered severe injuries and died at the scene. Mr. Franco and his passengers remained at the scene and did not suffer any injuries. The contributing factor in this collision is a pedestrian on the roadway.

This fatality is the 68th traffic fatality this year as compared to 68 this same time last year.

Driver: 27 –year old Stephanie Gomez of the 6400 block of Kenmore El Paso TX 79932.

Special Traffic Investigations unit arrest a man on a non-fatal crash yesterday evening. The preliminary investigation showed that Mr. Orozco had come to a stop at the 5500 Block of North Desert just before the intersection of Redd road. While Mr. Orozco was awaiting a green light, Menchaca was driving an F-150 Northbound on North Desert approaching the intersection of Redd road. Menchaca failed to stop and rear-ended the Mustang, causing the Mustang to rear-end the vehicle (2019 Volkswagen Jetta) in front. Mrs. Gomez, who was driving the Jetta, sustained minor injuries but refused to go to the hospital. All occupants of the Mustang received medical attention at a local hospital. One of the rear passengers sustained life-threatening injuries. Menchaca refused medical attention at the scene. He was charged with Intoxication Assault with a motor vehicle and booked with a $75,000 bond. Factors in this collision are driving while intoxicated on behalf of Menchaca.

Special Traffic Investigations received word yesterday from the Medical Examiner’s Office of the passing of 45 –year old Jose Arturo Pena III. Pena was involved in a three-vehicle collision on US 54 South, near the Pershing Exit, on the night of November 25th. Pena reportedly collided into the rear of the International Co-Transtar driven by 44 –year old Ernesto, pushing the vehicle into the rear of the International Lonestar, being operated by 47 –year old Jorge Alberto Garcia Calderon. Pena was transported to the hospital at the time with what was believed to be non-life-threatening injuries. STI did not respond to the scene, however, was notified yesterday Pena succumbed to injuries sustained in the collision. This is the 67th traffic fatality of 2020 compared to 68 this time last year.

Vehicle: 2005 GMC Savana (properly parked)

Special Traffic Investigations were called early Saturday morning to investigate the city’s latest traffic fatality. Investigators learned 25 –year old Christian Orozco was southbound at the 900 block of N. Yarbrough Dr., traveling at a high rate of speed. Orozco lost control of the Saturn Vue he was driving, veered off the roadway and struck a parked GMC Savana, as well as a steel pole. Orozco suffered mortal injuries and died at the scene. Investigators believe speed to be a contributing factor in this collision. This is the 65th traffic fatality of 2020 compared to 63 this time last year.

i cried when i saw the story about the German shepherd left without food and water { the most basic of needs} it tears at my everything....i have a German Shepherd ...he is 106 lbs of sweetness .. he loves everyone and every ball to play with...i can't imagine this...my brain does not comprehend. If Jennifer De La Cruz is guilty i wish that she die the same way everyday for the rest of eternity !! Please Your Honor give her the maximum punishment that law says you can give her...please !! Then send her to God to explain why she thinks she should go to heaven. We were put here to care for those that can't care for themselves. I am sickened inside that i now have this picture in my head. I know i will see this poor animal rejuvinated at "The Rainbow Bridge" for i am a dog too !!!

Had a rough weekend with rude Staff at Del Sol ER , BUT this morning I came to court to “discuss” a ticket I got awhile back in which I am perfectly able to defend myself, the law and the Constitution if need be😛Anyway, I’m big to comment on FB and anywhere else when someone , person or agency is being rude and I can tell you , MUNICIPAL COURT HAS CLEANED UP IT’S ACT! FRIENDLY, Can you believe it ??? Since Friday when I called, to the judge this morning , Judge Holguin in Court #3 The security guard at the entrance ! Not used to people being friendly in local and state government! GOOD JOB DIRECTOR!👏🏼👏🏼👏🏼 At least for today , I was impressed 👍🏼
