Seven deaths, 154 new COVID-19 cases, and 27 delayed testing results by the State are being reported this morning for a cumulative total of 23,388 cases and 515 deaths.

The deaths include 1 female in her 60s, 1 male and 2 females in their 70s, 1 male and 1 female in their 80s, and 1 male in his 90s. All 7 patients had underlying health conditions.

Press Release: 3 Children Die in Hit & Run Crash
Date: September 20, 2020
Time: 9:46 pm
Location: Intersection of 4600 Titanic & 8200 Howard
Vehicle #1: 2001 Red Ford Expedition
Driver: 28 –year old Juan Angel Loera of the 7600 block of Clio St El Paso, TX 79904
Front Passenger: 29 –year old Raquel Angeles of the 7600 block of Clio St El Paso, TX 79904
Right Rear Captain Seat: 13 –year old Female
Right Rear Captain Seat: 1 –year old Female (Deceased) carried by 13-year-old female
Left Rear Captain Seat: 2 –year old Male
Passenger 1 between captain seat on the floor 5 –year old Male (Deceased)
Passenger 2 between captain seat on the floor 6 –year old Male (Deceased)

Driver: Unknown Male

Special Traffic Investigators (STI) continue their investigation into the city’s latest Traffic Fatalities. The initial investigation revealed that Mr. Loera, while traveling westbound on Titanic in a Ford Expedition, stopped at the intersection of Titanic and Howard before making a left turn at the intersection. An unknown driver (vehicle#2) traveling eastbound on Titanic at a high-speed rate struck the SUV as it was making a left turn. The impact pushed vehicle #1 into a rock wall. The Lincoln came to a stop after colliding with an electrical service pole. Two occupants, possibly three from the Lincoln, immediately fled the scene on foot. Three occupants ejected from the Ford died at the scene. Two more passengers in vehicle #1 were transported to a local hospital with serious life-threatening injuries. The driver and front passenger of the Expedition sustained minor injuries.

Contributing factors in this collision are alcohol, failure to yield the right of way, no seatbelts on behalf of Loera, and speed on behalf on the unknown driver. These are 53rd, 54th and 55th fatalities of 2020 compared to 40 at this time in 2019.

Special Traffic Investigations is still investigating the crash and is asking the public if anyone with information about the driver or passengers of the Lincoln to call the non-emergency number of 915-832-4400 or to remain anonymous; call Crime Stoppers at 915-566-TIPS(8477)

The City of El Paso Department of Public Health along with many partnering agencies are offering free flu vaccines to those 4 years of age and older during this flu season. The “Be PowerFlu” prevention campaign is meant to reduce the number of flu cases and prevent serious related illness during the current COVID-19 pandemic.

Press Release: 52nd Traffic Fatality

Date: September 15, 2020
Time: 7:13 pm
Location: 7000 Dyer St
Vehicle: 1991 Chevrolet Caprice
Driver: 26 –year old Jesse Angel Lopez of the 10000 block of Imperial St (Deceased)
Passenger: 25 –year old Herman Queindell Roberts
Passenger: 24 –year old Eric Lamar Thompson

Special Traffic Investigators continue their investigation into the city’s 52nd Traffic Fatality. Yesterday, shortly after 7 pm, 26 –year old Jesse Angel Lopez was traveling northbound at the 7000 block of Dyer St. Lopez entered a curve at a high rate of speed and lost control of the 1991 Chevrolet Caprice he was driving. The vehicle spun out of control and rolled over into a storm water drain off the roadway. Lopez was partially ejected and became trapped underneath the vehicle. He died at the scene. Roberts and Thompson suffered serious injuries and were transported to a local hospital. It is believed none of the vehicle occupants were wearing seatbelts.
This is the 52nd fatality of 2020, compared to 40 at this time last year.

The State testing sites within the City and County of El Paso have extended their operations through September 30, 2020. No appointments are needed and testing is free and available to members of the community with or without COVID-19 symptoms.

Two sites will be open seven days a week from 9 a.m. to 4 p.m. at the following locations:

• Nations Tobin Recreation Center; 8831 Railroad Dr.
• El Paso Community College Valle Verde Campus, 919 Hunter Dr.

The testing site located at Socorro Independent School District’s Student Activities Complex, 1300 Joe Battle Blvd., is open Sunday through Friday from 9 a.m. to 4 p.m. and closed on Saturday.

Additionally, the Texas Military Department Mobile Testing Team (TMD-MTT) is conducting additional testing in the El Paso County’s rural communities. Testing is available from 9 a.m. to 4 p.m. on the following dates and locations:

El Paso Police Department’s Special Traffic Investigations Unit is conducting an investigation into the city’s 50th traffic fatality. Late yesterday morning, 87 –year old Eusebio Salazar was traveling southbound on N Zaragoza in a 2000 Buick Park Avenue, when he failed to yield the right of way and made a left turn in front of a northbound 2010 Ford Edge. The Ford, driven by 18 –year old Eian Nevarez, collided into the Buick. Both drivers were transported to a local hospital with what was believed to be non-life threatening injuries. STI received notification today Salazar passed away as a result of his injuries. Failure to yield right of way is believed to be a contributing factor in this collision.

Press Release: Police Implement Cite & Release Program

Beginning today, the El Paso Police Department is implementing the Cite and Release Program. This discretionary program was approved by a May 12th, 2020 City Council Resolution and is offered to offenders who would otherwise be arrested for Class A or B Misdemeanor Possession of Marijuana. The program provides an offender, who meets the criteria, a notice to appear in court at a later date. The offender is issued a citation for the offense and released.

Officers may arrest offenders under the following circumstances:

• Offender refuses to participate in the program or refuses to sign the citation
• Non-residents of El Paso County
• Intoxicated individuals
• Offender has outstanding warrants or other non-related charges
• When some level of force is necessary
• The individual is uncooperative
• Habitual offenders

Eligible individuals include offenders who are 17 years of age or older, possess sufficient identifying information at the time of detention, are residents of EP County and who the officer has reasonable belief will appear in court.

i cried when i saw the story about the German shepherd left without food and water { the most basic of needs} it tears at my everything....i have a German Shepherd ...he is 106 lbs of sweetness .. he loves everyone and every ball to play with...i can't imagine this...my brain does not comprehend. If Jennifer De La Cruz is guilty i wish that she die the same way everyday for the rest of eternity !! Please Your Honor give her the maximum punishment that law says you can give her...please !! Then send her to God to explain why she thinks she should go to heaven. We were put here to care for those that can't care for themselves. I am sickened inside that i now have this picture in my head. I know i will see this poor animal rejuvinated at "The Rainbow Bridge" for i am a dog too !!!

Had a rough weekend with rude Staff at Del Sol ER , BUT this morning I came to court to “discuss” a ticket I got awhile back in which I am perfectly able to defend myself, the law and the Constitution if need be😛Anyway, I’m big to comment on FB and anywhere else when someone , person or agency is being rude and I can tell you , MUNICIPAL COURT HAS CLEANED UP IT’S ACT! FRIENDLY, Can you believe it ??? Since Friday when I called, to the judge this morning , Judge Holguin in Court #3 The security guard at the entrance ! Not used to people being friendly in local and state government! GOOD JOB DIRECTOR!👏🏼👏🏼👏🏼 At least for today , I was impressed 👍🏼
