A message from the Office of the Chief of Public Affairs:

"The Office of General Counsel (OGC) Standards of Conduct Office has ruled that Army employees, including Soldiers, may not take the ALS awareness "Ice Bucket Challenge" in uniform - including military uniforms and other civilian uniforms clearly showing an Army relationship - i.e. Department of Army civilian police uniform, and post it on the internet. ALS Association is a national non-profit organization. As such, participating in this event is subject to concerns about implied endorsement. The OGC is the federal agency that has final say on appropriate ethical behavior for Army personnel."

Attention Families!

As you are aware, annual funding for the federal government expired midnight last night. We have entered a period with an Absence of Appropriations. Financial obligations are allowed only to conduct an orderly shutdown of operations, or to continue those activities that are determined to be "excepted" in order to maintain national security and provide protection of life and property.

Last night, President Obama signed into law a bill that protects all service members from government shutdown. The majority of Fort Bliss’ DA and DoD civilians will be furloughed without pay until the lapse of appropriations ends. Some civilians are excepted from furlough.

Exceptions to furlough have been granted for some civilians who work in areas dealing with life, health, safety, or in the Sexual Assault Prevention and Response Program have been excepted. Additionally, civilian employees supporting deployed units or units on Prepare to Deploy Orders have been excepted. Finally, some employees supporting readiness build for units projected to deploy in FY14 have been excepted.

In order to facilitate a graduated transition to furlough, all civilian personnel, both excepted and non-excepted, reported to duty today to receive formal notification of their furlough status.

The installations pools, gyms, and MWR facilities will remain open. WBAMC and all Fort Bliss clinics will remain open. At this point, there are no changes to ongoing medical operations, however, if the lapse in appropriations continues beyond the short-term—as defined by the next 72 hours--we can reasonably anticipate longer wait times at all pharmacies and longer wait times for appointments.

The Fort Bliss Commissary is open today until 9PM, however, it will close tomorrow until an agreement on appropriations is reached by the Senate, Congress, and the President.
