The City of El Paso Department of Public Health (DPH) announces the next priority groups to be vaccinated against the COVID-19 virus are people 65 years of age and older and those 16 years of age and older with at least one chronic medical condition that puts them at an increased risk for severe illness from COVID-19.

The Texas Department of State Health Services has determined the next COVID-19 priority group will begin receiving the vaccine within the next few weeks.

Under Phase 1B the Texas Expert Vaccine Allocation Panel (EVAP), has identified the next high-risk groups to receive the vaccine. Groups identified include essential workers with the specified underlying medical conditions.

Those critical populations referenced by EVAP are:

• Communities disproportionately affected by COVID-19 and other chronic diseases;
• Teachers and school staff, to ensure that Texas children can learn in a safe environment;
• Social services workers, to ensure that those in need receive care and support;
• Workers who maintain critical infrastructure, to support the Texas economy; and
• Other frontline workers who are unable to work remotely and are, therefore, more likely to be exposed to COVID-19.

DPH will work with local vaccine providers and partners to ensure that individuals who are 65 years and older, those with the medical conditions listed below, and frontline workers in critical industries have access to the vaccine so they will be protected from COVID-19, while on the job.

The community will be advised once the COVID-19 vaccination is available for the new priority groups in Phase 1B. Information on how to schedule an appointment to get the COVID-19 vaccine will also be provided. Individuals under 65 years of age with underlying medical conditions will be required to provide an eligibility statement from their medical provider, in order to receive the vaccine.

Texas Phase 1B Vaccine Priorities:

• People 65 years of age and older
• People 16 years of age and older with at least one chronic medical condition that puts them at an increased risk for severe illness from the virus that causes COVID-19, such as but not limited to:

• Cancer
• Chronic kidney disease
• Chronic Obstructive Pulmonary Disease (COPD)
• Heart conditions, such as heart failure, coronary artery disease or cardiomyopathies
• Solid organ transplantation
• Obesity and severe obesity (Body Mass Index of 30kg/m2 or higher)
• Pregnancy
• Sickle Cell Disease
• Type 2 Diabetes

Several COVID-19 testing sites will be closed on Thursday, Nov. 26, in observation of the Thanksgiving holiday, but will resume their regular schedule on Friday, November 27, 2020.

The following two City testing sites will remain open from 8 a.m. to 3 p.m. Thursday, Nov. 26:

• Memorial Park, 1701 N. Copia St.
• Eastwood Park (Album Park), 3110 Parkwood St.

The City will close the Eastside testing site, 301 George Perry Blvd., and the Westside testing site, 7400 High Ridge Dr., on Thursday, Nov. 26.

The two sites will resume their regular hours of operation on Friday, November 27. Appointments are required for the City testing sites and can be made by scheduling online.

All State testing sites will be closed on Thursday, Nov. 26, and will resume regular hours on Friday, November 27. The state sites, regularly open from 9 a.m. to 4 p.m. Monday through Sunday, are listed below:

• Ascarate Park, 6800 Delta
• EPCC Valle Verde Campus, 919 Hunter Dr.
• Nation Tobin Recreation Center, 8831 Railroad Dr.
• SISD Student Activities Complex, 1300 Joe Battle Blvd.
• UTEP Schuster 1 Parking Lot
• Eastside Sports Complex, 14380 Montwood
• Region 19 Kenworthy Complex, 9776 Kenworthy

All State Rural testing sites will also be closed on Thursday, Nov. 26, and will resume regular hours on Friday, Nov. 27. The State Rural sites, regularly open from 9 a.m. to 4 p.m. Monday through Friday, are listed below:

• West Valley Fire St., 510 Vinton Rd.
• ESD #2 HQ, 16001 Socorro Rd.

Health officials strongly advise the public to stay home this Thanksgiving and not gather with loved ones who don’t live in the same household.
Infected persons with little to no symptoms can still spread the virus to others and the people they spread it to may become seriously ill or even die, especially if the person is one of our most vulnerable residents such as our seniors, people with underlying health conditions and those who are immunocompromised.

The City of El Paso Public Health Department is offering free COVID-19 antibody testing to the community.

The free COVID-19 antibody testing, also known as the serology test, is a blood test that checks for specific proteins called Immunoglobulin that the body produces to protect us from infectious diseases. Individuals who have been exposed to the virus that causes COVID-19 will typically produce IgG antibodies within 2 or 3 weeks after exposure or disease as part of the immune response to the virus.

This type of COVID-19 test DOES NOT detect current infection and it is best used by Public Health to assess the community for individuals who may have had COVID-19 but did not get tested because they declined or did not have symptoms.

The antibody testing service is available by appointment only; those seeking to get tested can do so by registering at EPStrong.org under the testing tab to fill out the COVID-19 Antibody Testing Form.

Residents who have tested COVID-19 positive and have recovered from the virus are urged to consider donating plasma to help our community. The objective is to provide patients who have severe cases of the disease with a transfusion of the plasma that contains COVID-19 antibodies which may help them overcome their illness.

Donations can be made via Vitalant, the nonprofit community blood service provider, which is working with hospitals to collect, process and distribute the plasma for treatment in patients with active, serious COVID-19 infections.

Donors must have a prior laboratory diagnosis of COVID-19, either by a positive swab test OR a positive test for SARS-CoV-2 antibodies. They must also have no symptoms for at least 28 days and meet all other donor eligibility for an automated plasma donation.

El Paso, Texas – Effective immediately on-site visitation for inmates housed at the Downtown Detention Facility or the Jail Annex Facility has been suspended until further notice.

In accordance with section 418.016 of the Texas Government Code, the Office of the Governor granted the request of the Texas Commission on Jail Standards to suspend 37 Texas Administration Code 291.4 ( Visitation).

The suspension is in effect until terminated by the Office of the Governor or until the disaster declaration is lifted or expires.
