Big news for Ennis Wastewater Infrastructure Improvements!

A few weeks ago, I received official notice from thel Texas Division of Emergency Management (TDEM) that City of Ennis has been awarded a $1.52 million grant to support critical infrastructure improvements. This week, I executed the award letter, officially moving this important project forward.

The grant will fund the construction and installation of three new backup power generators to enhance the resilience of our wastewater system:
•750 kW generator for the Ennis Wastewater Treatment Plant
•400 kW generator for the Ennis Wastewater Treatment Plant
•400 kW generator for the Liska Lift Station

These generators will ensure that vital wastewater operations continue uninterrupted during power outages and emergency events—protecting public health, the environment, and city services.

We’re grateful to TDEM for their support and proud to take another step toward strengthening Ennis for the future.

City Commission Extends City Manager Offer to Andrea Weckmueller-Behringer

ENNIS, TX - At a special meeting held this morning, the Ennis City Commission voted unanimously to extend an offer for the position of City Manager to Andrea Weckmueller-Behringer.

The decision follows a comprehensive and competitive selection process led by the full Commission and informed by input from senior City staff. Ms. Weckmueller-Behringer was selected for her extensive background in municipal leadership, infrastructure planning, and helping communities grow in a thoughtful and sustainable way.

"This decision was made collectively by the City Commission after a thorough and deliberate process," said Mayor Kameron Raburn. "Andrea has a strong background in city infrastructure planning and growing communities, and we're confident that her leadership will help guide Ennis into its next chapter."

Pursuant to the Home Rule Charter for the City of Ennis, Texas (Article IV Section 4.01), the City Commission as a body holds the authority to hire and remove the City Manager, City Secretary, City Attorney, and Municipal Judge. The Mayor does not have the authority to hire or fire city staff independently. Furthermore, all personnel decisions below the City Manager level fall under the responsibility of the City Manager, not the Mayor or individual members of the Commission.

To finalize the hiring process, the Commission has authorized the Mayor to negotiate and execute the employment agreement with Ms. Weckmueller-Behringer within the parameters established by the governing body.

The City thanks the senior city staff who provided input during this process and looks forward to working collaboratively as this transition moves forward.

Further details will be shared as the transition process progresses.
