🇺🇸🗳️ KNOW BEFORE YOU VOTE: ALABAMA AMENDMENT 4
The Star-Spangled Banner in Alabama Public Schools

We’ve reached the final amendment in our four-part Know Before You Vote series.

Amendment 4 concerns the National Anthem and Alabama’s public K–12 schools.

WHAT HAPPENS NOW?

The Alabama Constitution currently does not require local boards of education to establish policies requiring public K–12 schools to broadcast or allow a performance of the first stanza of The Star-Spangled Banner during school hours.

WHAT WOULD AMENDMENT 4 DO?

If approved, every local board of education in Alabama would be required to adopt a policy requiring each public K–12 school to have the first stanza of The Star-Spangled Banner broadcast at least once each week during school hours.

There is also another option.

Instead of broadcasting a recording, a local school board could allow the first stanza to be performed during school hours by a school-approved:

🎶 Band
🎶 Choir
🎶 Vocal group
🎶 Vocalist

The performance would use the version of the National Anthem archived by the Library of Congress.

✅ WHAT DOES A YES VOTE MEAN?

A YES vote means you support changing the Alabama Constitution to require local school boards to establish a policy providing for the first stanza of The Star-Spangled Banner to be broadcast or performed at least once each week during the school day.

❌ WHAT DOES A NO VOTE MEAN?

A NO vote means the Alabama Constitution would remain unchanged and local boards would not receive this new constitutional requirement.

💰 According to the official Fair Ballot Commission statement, there are no costs or taxes associated with Amendment 4.

🇺🇸 THAT COMPLETES ALL FOUR!

When you vote on November 3, remember that these questions appear in addition to the candidates on your ballot.

Don’t simply stop voting after the candidate races. Take the time to read each amendment and decide how you want Alabama’s Constitution to read.

🇺🇸🗳️ KNOW BEFORE YOU VOTE: ALABAMA AMENDMENT 3
The Pledge of Allegiance & Student-Led Prayer in Public Schools

Amendment 3 will likely be one of the more talked-about amendments on Alabama’s November ballot, so it is important to understand exactly what it says — including what it does not require.

WHAT IS THE LAW NOW?

The Alabama Constitution currently does not require local boards of education to adopt policies requiring every public K–12 school to conduct the Pledge of Allegiance each school day or policies specifically allowing student-initiated and student-led prayer.

WHAT WOULD AMENDMENT 3 DO?

If voters approve Amendment 3, every local board of education would be required to adopt a policy requiring public K–12 schools to conduct the Pledge of Allegiance to the United States flag at the beginning of each school day.

Students would be given the opportunity to participate — but participation would remain voluntary.

The amendment would also require local school boards to adopt a policy allowing student-initiated and student-led prayer in public K–12 schools.

An important part of the amendment is the word student-led.

It would not require students to pray.

The official ballot statement specifically says that no student could be required to participate in prayer, and students could opt out of both the Pledge and prayer based on their own beliefs.

Reported violations of the policy would be reviewed by the local superintendent of education.

✅ WHAT DOES A YES VOTE MEAN?

A YES vote means you support adding these requirements to the Alabama Constitution and requiring local school boards to establish policies for the daily Pledge and student-initiated, student-led prayer.

❌ WHAT DOES A NO VOTE MEAN?

A NO vote means the Alabama Constitution would not be changed to impose these statewide policy requirements on local boards of education.

💰 According to the Fair Ballot Commission, there are no costs or taxes associated with Amendment 3.

📌 ONE THING TO REMEMBER:
The amendment requires schools to provide the opportunity, but it does not require an individual student to participate in either the Pledge or prayer.

🏫 DAY 2 — AMENDMENT 2

🇺🇸🗳️ KNOW BEFORE YOU VOTE: ALABAMA AMENDMENT 2
Consolidation of County School Systems

Today we’re taking a closer look at Statewide Amendment 2 — and this one deals with how neighboring county school systems could potentially merge.

WHAT HAPPENS UNDER CURRENT LAW?

Currently, each Alabama county has a county board of education that operates independently, and the Alabama Constitution does not currently contain a process allowing two or more county boards of education to merge their systems into one multi-county system.

WHAT WOULD AMENDMENT 2 DO?

If approved, two or more neighboring county boards of education could formally agree to merge their county school systems into one multi-county school system.

But the school boards could not simply vote to merge and immediately do so.

First, the Alabama State Board of Education would be required to conduct an impact study examining the potential effects of the proposed consolidation.

That study would look at areas including:

• Students and families
• Educational programs
• Transportation
• Finances
• Taxes
• School operations

The study would also have to be made public before the consolidation could be finalized.

CAN LOCAL VOTERS FORCE A VOTE ON THE MERGER?

Yes.

If at least 25% of qualified voters in any affected county school system submit a written protest, the merger could not move forward unless voters approve it at the next general election.

And there is an important additional requirement: it would need a majority vote in each affected county AND an overall majority of all votes cast across the affected counties.

✅ WHAT DOES A YES VOTE MEAN?

A YES vote means you support adding this consolidation process to the Alabama Constitution.

It does not automatically merge any school systems. It establishes a procedure that neighboring county systems could use in the future.

❌ WHAT DOES A NO VOTE MEAN?

A NO vote means the Constitution would remain unchanged and this new multi-county consolidation process would not be created.

💰 According to the official ballot statement, there are no costs or taxes associated with Amendment 2 itself.

📌 IMPORTANT DISTINCTION:
Voting YES on Amendment 2 is not a vote to merge Houston County with another school system. It is a statewide vote on whether Alabama should create a constitutional process allowing eligible county systems to pursue a merger in the future.

🇺🇸🗳️ KNOW BEFORE YOU VOTE: ALABAMA AMENDMENT 1
Lieutenant Governor Vacancy, Compensation & Legislative Travel

When Alabama voters head to the polls on Tuesday, November 3, 2026, Statewide Amendment 1 will be one of four constitutional amendments on the ballot.

So, what exactly would Amendment 1 change?

WHAT HAPPENS UNDER CURRENT LAW?

If the office of Lieutenant Governor becomes vacant during a term, Alabama law generally allows that office to remain vacant until the next regular election for Lieutenant Governor.

The Alabama Constitution also currently addresses the compensation of the Lieutenant Governor and certain legislative officers.

WHAT WOULD AMENDMENT 1 CHANGE?

If approved, the amendment would create a process to fill a vacancy in the Lieutenant Governor’s office.

If the office becomes vacant more than 60 days before the next general election in which state officers are elected, an election would be required to fill the position for the remainder of the unexpired term.

It would also allow the Alabama Legislature to set the compensation of the Lieutenant Governor and officers of the Legislature through a joint resolution.

There is a third part of the amendment involving legislative travel. Expenditures of legislative funds for travel by members of the Legislature would have to be approved by an officer elected by the members of that legislative chamber.

✅ WHAT DOES A YES VOTE MEAN?

A YES vote means you support changing the Alabama Constitution to establish this process for filling a Lieutenant Governor vacancy, allow the Legislature to set certain compensation by joint resolution, and require approval of legislative travel expenditures.

❌ WHAT DOES A NO VOTE MEAN?

A NO vote means you want the Alabama Constitution to remain as it is now. The proposed changes would not take effect.

💰 DOES IT CREATE A NEW TAX?

According to the official Fair Ballot Commission statement, there are no costs or taxes associated with Amendment 1.

📌 KNOW BEFORE YOU VOTE

Constitutional amendments can sometimes contain several different provisions within one question, and Amendment 1 is a good example. Take time to read the entire amendment before deciding how you will vote.

🇺🇸 KNOW BEFORE YOU VOTE: 4 AMENDMENTS ON YOUR NOVEMBER BALLOT 🇺🇸

When Alabama voters head to the polls for the General Election on Tuesday, November 3, 2026, there will be more to consider than the candidates.

Four statewide constitutional amendments will also be on the ballot. Here’s a quick look at what they would do:

🇺🇸 AMENDMENT 1 — Lieutenant Governor Vacancy & Legislative Matters
Would establish a process for electing a new Lieutenant Governor when the office becomes vacant with sufficient time remaining before the next general election. It would also allow the Legislature to set compensation for the Lieutenant Governor and certain legislative officers and require approval for legislative travel expenditures.

🏫 AMENDMENT 2 — Consolidation of County School Systems
Would create a process allowing two or more neighboring county school systems to merge. A state impact study would be required, and voters could require the proposed consolidation to go before them if at least 25% of qualified voters in an affected school system submit a written protest.

🙏🇺🇸 AMENDMENT 3 — Pledge of Allegiance & Student-Led Prayer
Would require local school boards to adopt policies providing for the Pledge of Allegiance at the beginning of each school day and policies allowing student-initiated and student-led prayer in public K–12 schools. Student participation in either would remain voluntary.

🎶🇺🇸 AMENDMENT 4 — The Star-Spangled Banner in Schools
Would require local school boards to adopt policies providing for the first stanza of The Star-Spangled Banner to be broadcast or performed at least once each week during the school day in Alabama public K–12 schools.

According to the official ballot statements, none of the four amendments would create a new tax or direct cost.
