Based on our current situation, we are implementing the following:
-In addition to its current schedule, the base gym for military members will also be open from 1100-1300.
-Lap Swim will be available 0600-0800 and 1700-1900. Additionally, Wednesdays will offer 0600-1200.
-Starting 14 August, Right Start briefings will return to in-person on a bi-weekly occurrence.


While we continue to combat the COVID-19 pandemic, leadership is constantly evaluating base policy and ensure alignment with Washington State policy. Our goal is to establish a new normal and return as much capability and capacity as we can. As we continue to open things up, we need your diligence to preserve combat capability.

Please continue to wear masks whenever you are unable to avoid close contact with other personnel. This is includes your work centers and when in meetings or a classroom environment and six foot spacing cannot be maintained.

Also, we are asking for your feedback. We want to know what we are doing wrong or what can do to improve in today’s environment. To provide anonymous feedback, check your military emails for further guidance!

After reviewing recommendations across the Department, I immediately acted on issues we can address now.

Remove photographs from consideration by promotion boards and selection processes. Develop additional guidance that emphasizes retaining qualified and diverse talent.

Update the Defense Department's military equal opportunity and diversity inclusion policies.

Obtain and analyze additional data. We must root out prejudice and bias that may exist but isn’t always transparent.

Add bias awareness and bystander intervention to the violence prevention framework. Addressing racial prejudice and bias within the force requires ongoing skill development, leadership, and accountability.

Develop educational requirements for implementation across the military lifecycle to educate the force on unconscious bias.

Develop a program of instruction containing techniques and procedures which enable commanders to have relevant, candid, and effective discussions.

Review hairstyle and grooming policies for racial bias. Directed the Services to review all appearance standards and policies and make appropriate policy modifications NLT September 15, 2020.

Review the effectiveness of Military Service equal opportunity offices.

Support Military Department initiatives. I direct the Secretaries to provide me a status report on the implementation of the immediate actions they identified within their components NLT Aug 15, & to provide me updates monthly thereafter through Dec 2020.

Our military and civilian employees, and their families, can log in now for a free account using the app or a computer with invitation code 479b0f59.

The Wellbeats app has hundreds of classes to stream from home – everything from Barre, Pilates and yoga to kickboxing, circuit training and nutrition. There’s even family fitness fun challenges!

Internal locus of control, a person believes their success is based on their abilities and efforts. They depend on their abilities to tackle situations that comes their way and take responsibilities for their actions.

AF COOL Director’s Update 29 June 2020

AFI 36-2469, Voluntary Education has been officially replaced with AFI 36-2670, Total Force Development effective 25 June 2020. Below are the key changes that are of particular interest to those utilizing AF COOL. For the full AFI to include the other sections that have changed and now fall under the super AFI, please visit e-pubs and review.

Chapter 6.9 Air Force Credentialing Program (AF COOL)

· 6.9.1.4.3.- Funding request cannot be submitted earlier than 60 days and no later than 30 days prior to anticipated start date

· 6.9.1.4.5. - Members must provide results of completion to the CPO within 30 days of notification from the credentialing agency. Failing to do so within 120 days of completion will result in reimbursement actions of exam and preparatory material funds.

· 6.9.1.4.7. – The member is responsible for reviewing the vendor’s refund policy prior to submitting funding request.

· 6.9.1.4.8. – The member must update their personal email, contact number, address, as well as, their supervisors email and phone number prior to submitting an educational goal or funding request.

· 6.9.2.1.1. – Funding for preparatory courses and study materials will be limited to a maximum of $2,750 per educational goal. Funding will be provided as long as the member has funds remaining in their cap of $4,500.

· 6.9.2.5. – members can now pursue one credential related to a completed degree, bachelors or higher.

· 6.9.2.6. – members can now pursue one credential unrelated to their AFSC, however if failed or non-completion occurs, the member is responsible for reimbursement of all funds associated with the credential.

· 6.9.2.7. - If the cost of your credential or study material exceeds what AF COOL will pay, the member must pay upfront the difference and then create their AF COOL funding request.

· 6.9.2.7.1. – Members within 180 of separation/retirement are responsible for pay for their exam out of pocket and then submitting an itemized invoice, proof of passing, and an active PayPal account to be reimbursed. Reimbursement request must be submitted NLT 60 days after the members DOS. (No Exceptions). Reimbursement cost will not exceed previously mentioned price standards.

· 6.9.2.9.1. – Airmen is responsible for ensuring they meet all certification/licensing agency qualifications prior to requesting funding.

· 6.9.3.5. – AF COOL does not pay for travel, hotel expenses, per diem, airfare, hardware items, etc.

· 6.9.4.4.2. – Activated Guard and Reserve Airmen on Title 10 or Title 32(502)f are only eligible to utilize the AF COOL program while on Active Orders, and the certification must be completed while on those orders. . Results, pass or fail, must be submitted within 60 days of termination of order from active duty. Failure to do so will initiate reimbursement actions.

· 6.9.4.4.3. – Activated Guard and Reserve members must take a copy of their orders to their local education office so their orders can be uploaded to their Digital File Folder and the Activated End Date updated to reflect the length of their orders.

· 6.9.4.4.3. – Failing to meet the standards identified in paragraph 6.9.1.4.3. will make the member ineligible to participate in additional programs such as SkillBridge prior to separation or retirement.

Please review these changes as they are effective immediately and for further reference, please review AFI 36-2670, Total Force Development, available to you via e-pubs.

Senate Hearing on 2/26 @8am: House Bill 2730 - MilSpouse Employment Plans & Employment Contracts SHB 2703 creates a statewide military spouse employment plan and allows military spouses to terminate an employment contract without penalty when they relocate due to a PCS. The bill has passed out of the Washington State House of Representatives, and will have a hearing in the Senate State Government, Tribal Relations, and Elections Committee. SHB 2200: MilSpouse Liaison at WDVA SHB 2200 (which passed out of its policy committee) will have a hearing in the House Appropriations Committee on Thursday at 3:30. SHB 2200 is the original house bill creating a military spouse liaison within WDVA. Since this is the Appropriations Committee, the chair will keep the testimony short. Attendees may also register at the hearing in support, opposition, or neutral on the bill without speaking. Regardless of testimony, Committee members do like to see attendance to show whether there is interest in the bill. Senate Hearing on 2/5 @8am: Senate Bill 6626 - MilSpouse Liaison Senate Bill 6626 would create a military spouse liaison within the Washington State Department of Veterans Affairs. Similar to House Bill 2200, the liaison would provide assistance to and advocate on behalf of military spouses, and provide assistance and information to military spouses seeking professional licenses and credentials. Senate Bill 6626 would also charge the liaison with examining barriers to and providing recommendations on childcare. The hearing and public comment session on the bill will be at the Washington State Capitol, in the J.A. HB 2534: Military Spouse Provisional Licenses House Bill 2534 would allow active duty service members and spouses of active duty service members to apply for an expedited provisional license. The provisional license would allow an individual licensed in another state to work immediately in Washington State for a specified time duration.
