Questions regarding the reduction of the Fixed Wing flying hours should be directed to the OSA-A S3, 703-806-7202.

This impact is Army-wide and is not just affecting the National Guard.

OSA-A is working with the Fixed Wing Advisory Council, the SAAO Executive Committee and the ARNG-AV to develop priority guidance for flying hour ex*****on and mission support to enable the National Guard to continue to generate ready aircrews in support of deployment requirements.

On behalf of the DARNG and Chief ARNG-HCM, COL Rynders; I am pleased to announce the selection of SGM Manuel Almanza for OSA-A Command Sergeant Major.

CSM Almanza, has served with the OSA-A Team early in his career as a 15P. He brings a tremendous reputation of excellence and a wealth of knowledge at the National-level as a valued member of the ARNG and NGB Staff. He has also previously served as a Command Sergeant Major. Please joining me in welcoming CSM Almanza and the Almanza Family to the OSA-A Team.

CSM Almanza will report to OSA-A, on or about 1 July 2019. Will keep you updated on plans for an Assumption of Responsibility in the coming weeks. -V/r D Rasor

US Army Military District of Washington

The OSA-A received a new Battalion Commander over the summer. The battalion welcomes LTC William Darrell Rasor (Alaska Guard) as he takes over from now-COL James Bibb (New Mexico Guard).

The OSA-A wished COL Bibb farewell and good luck in his new assignment as the ARNG Liaison Officer at Fort Jackson, SC.

LTC Rasor returns to a familiar environment as he has held multiple past assignments within the former OSAA and OSACOM ranging from HHC Commander, Adjutant, Operations Officer-Washington Regional Flight Center (WARFC), Commander-WARFC and Deputy BN S-3. He returns to OSA-A from his most recent assignment at the Pentagon working at HQDA Force Management.

The National Guard

The OSA-A is monitoring Hurricane Florence. Operations is coordinating support requirements with our fixed wing assets across the country for pre- and post-hurricane events.

The OSA-A hopes everyone stays safe during and after the impact of the storm.

Emergency preparations are underway in Virginia and other southeastern states in advance of an anticipated strike this week by Hurricane Florence.
