Congratulations MSG(R) Shay, thank you for 25 years of selfless service. We will miss you.

Today the 32d AAMDC bid farewell to Master Sgt. Dennis R. Shay and his wife Sabina after nearly 26 years of honorable service to our nation. During the ceremony, Master Sgt. Shay was presented with the Meritorious Service Medal, Certificate of Appreciation, and Certificate of Retirement for his exceptionally meritorious service while serving in positions of increasing responsibility for over 25 years. Mrs. Shay was also presented with the Civilian Service Army Army Achievement Medal and Certificate of Appreciation for outstanding achievement in support of unit operations while serving as a Soldier and Family Readiness Group Leader.

Master Sgt. Dennis Shay and Mrs. Sabina Shay, thank you for your extraordinary efforts and contributions to the country, our ARmy, and our Soldiers. You are great Americans! Swift and Sure!

Bamford Dining Facility

The Bamford DFAC will still serve three meals on Thanksgiving Day:

- Breakfast: 6 a.m. Note: This will be continental, because they need the ovens and the time to get lunch ready.

- Lunch: 11 a.m. until 2 p.m.;

- Dinner: 4 to 6:30 p.m.;

The menu includes more than 700 pounds of turkey, as well as three other meats, two kinds of potatoes, green beans, corn on the cob, roasted Brussel sprouts, macaroni and cheese, shrimp cocktail, broccoli and cheese soup, assorted rolls and breads, and six different desserts.

Due to limited seating and social distancing, this year the Bamford DFAC will only serve Soldiers, but the cooks hope to welcome civilians and families back next year.

Effective immediately, Fort Bliss will operate at essential services only: cancellation of the Spooktacular Halloween event; closures of Biggs Park, Underwood Golf Course, Bowling Center, Centennial Club, Soldiers Activity Center/Warrior Zone, and Tennis Courts.

The Child Development Centers will operate at current levels, Fitness Centers and lap swim at the Aquatic Center remain open, however, no instructor-led classes and no change to ACS services.

The main Exchange, Shoppettes, Military Clothing Sales, Commissary, Class VI, and Barbershops will remain open. Restaurants and Freedom Crossing will be limited to 25% capacity. All other retail stores will be closed. RV park remains open.

Active-duty service members and their families can receive the flu vaccine from their provider, or from one of the community drives held throughout the installation. They can also receive one at a participating TRICARE network pharmacy.

Announcement from the 1st Armored Division and Fort Bliss Commanding General, Maj. Gen. Sean Bernabe:

Since early October, El Paso and surrounding communities have seen wide-spread transmission of COVID-19. We continue to watch these trends closely and stay in contact with City Leaders.

Earlier today, in a press release, the El Paso COVID-19 Task Force highlighted three sources of community spread: (1) visiting local stores; (2) eating at restaurants and bars; and (3) traveling to and from Mexico. The Mayor and other officials are taking action within El Paso to address these three areas.

Unfortunately, we continue to see steep increases in active cases on Fort Bliss. To help slow the spread of COVID-19 within the Fort Bliss Community, we must take aggressive action now.

In light of the most recent decisions of El Paso officials and the restrictions they put in place, I have made the decision to adjust our posture on Fort Bliss. These changes will ensure we protect the health of our Fort Bliss Community while also supporting and remaining in synch with our El Paso neighbors.

Today, I signed the Third Amended Fort Bliss Come to Work Safe, Live Safe Order. Here are a few key changes from the updated order:

(1) Curfew for Fort Bliss. Travel deemed non-mission essential will cease from 10 p.m. to 5:00 a.m. This curfew aligns exactly with the City of El Paso.

(2) Visitor Restrictions. The only authorized persons within residence are members of the household and immediate family members or those present for the purpose of conducting authorized essential activities. This restriction is in alignment with the City of El Paso.

(3) Teleworking. Unit commanders and/or supervisors are encouraged to utilize teleworking to reduce the number of personnel physically present in the work place on a daily basis.

(4) Cancellation of Trunk-or-treating events. Unit-sponsored trunk-or-treat events are no longer authorized. This cancellation also aligns with El Paso guidance. The MWR drive-thru event is the only remaining authorized Halloween event on Fort Bliss.

(5) Off-post dining and restaurant services. While within the greater El Paso area, service members are prohibited from sit-down dining or “dining-in” at off-post restaurants. Non-service members are highly encouraged to follow these instructions.

There are no additional changes to current facility hours and operations as the previous amended Come to Work Safe, Live Safe order specifies.

Thank you in advance for your cooperation and compliance with these new measures. Again, it is imperative that we take aggressive action now to help flatten the curve within the Fort Bliss Community and in the greater El Paso area.

Due to the adverse winter weather forecast for the El Paso region on Tuesday, 27 October 2020, the Senior Commander has directed a weather closure for Fort Bliss on 27 October 2020, with the exception of those personnel the Chain of Command has designated as Mission Critical. Those not designated Mission Critical will remain at home and leverage telework when available. Those that are directed to remain at home are strongly encouraged to stay off the local area road network to avoid potential accidents and significant traffic delays. Unless directed otherwise, the installation will reopen on Wednesday, 28 October 2020 at a time to be designated.

Directorate of Emergency Services will not close or have any degraded services.

Fort Bliss Training Ranges will degrade operations 27 Oct 2020. Pretty much limited to only live fires on ranges.

Announcement from the Commanding General of 1st Armored Division and Fort Bliss, Maj. Gen. Sean C. Bernabe:

Over the last seven days, the El Paso area has reported record increases in COVID-19 cases. Yesterday marked the highest number of active cases and hospitalizations thus far. On Fort Bliss, we have also seen an increase in the number of cases over the last seven days—although our rate of increase has not been as steep as the rate in our neighboring communities.

Fort Bliss Garrison leaders, the 1st Armored Division Staff, and I have watched these trends closely. We have also conferred with the El Paso Mayor and local health officials. Yesterday, Mayor Dee Margo announced new health protection measures for El Paso. Given the current COVID trends on Fort Bliss, we will remain in-step with El Paso and adjust our posture on Fort Bliss, as well. The changes will ensure we protect the health of our Fort Bliss community while also supporting and remaining in synch with our El Paso neighbors.

Here are a few key changes from the updated order:
(1) Private social gatherings, on-post or off-post, are permitted with a maximum of ten (10) people --provided social distancing measures are maintained. (Previously, we allowed gatherings up to 30 people).

(2) Door-to-door trick-or-treating (on-or-off post) is not authorized. However, units on Fort Bliss may conduct trunk-or-treat events within their respective areas—provided participants wear proper PPE and maintain social distancing. Units must maintain a by-name roster of participants to facilitate contact tracing.

Additionally, the Garrison Staff and I reviewed the current protective measures at facilities and services across Fort Bliss. In general, those facilities that are currently open will remain open at the current level of service. Managers and leaders will increase their inspections of these facilities to ensure compliance with directed protective measures. Gatherings at outdoor parks will be limited to ten (10) people. We will post new signs at these locations to inform community members of this change.

As a new member of the Fort Bliss Community, I have been impressed with the level of discipline, cooperation, and compliance by everyone. Thank you! If we all do our part, we will help flatten the curve—both on Fort Bliss and in the El Paso area.

The fight against COVID-19 is not over. This morning, we reported 717 new positive cases. This unprecedented number of new cases has left us no other option than to implement restrictions to slow the spread of the virus.

The following will take effect at 12:01 AM:
-Limit occupancies back to 50%
-After 9:00 PM restaurants are limited to take out and drive-thru only
-Gatherings in parks are limited to groups of 10 or less
-Pause all indoor sports and limit outdoor sports to no spectators
-No home gatherings
-No visitors to facilities that care for the elderly
-ALL requests for exemption submitted to my office for any gathering from this point forward are suspended until further notice

I am in contact with hospital leadership on a daily basis in order to make appropriate requests for resources from the Governor Abbott. As requested, 100 hospital personnel arrived this week.

Region 19 asked me to contact the Governor’s office to express support for delaying in person instruction at schools. They are still going through the process with TEA, and we hope to receive an answer today.

Early voting is underway, and our new directive will not impact polling locations, or your ability to cast your vote. Safety protocols have been issued and are being followed by the County Elections Department.

We are not statistics, we are people- and we need to protect our people, and the only way we are going to protect each other and our community is by wearing face coverings, social distance, limit outings to essential needs only, and wash our hands.

El Paso is resilient, and we will get through this. I will continue to communicate with the Governor to ensure we have what we need to persevere. El Paso, I implore you, we must take care of ourselves to take care of each other. #ElPasoTX #COVID19
