The U.S. Secretary of Defense has authorized the use of masks in instances where social distancing cannot feasibly be maintained, such as for mission essential personnel at work centers. All individuals (Soldiers, Contractors, and DA Civilians) who are unable to maintain social distancing guidelines wear a face mask that covers the mouth and nose to minimize exposure to themselves and others. All other 1AD service members are authorized to wear masks. When in uniform follow the guidance below:
-Only colors which are specific to the duty uniform, with the addition of coyote brown and black, are authorized unless wearing a medical mask. The medical mask must be neutral or similar to the typical blue masks that medical personnel wear. Unit commanders make the determination on a case-by-case basis. There is not a requirement for an entire unit to have a mask of the same color. No logos or writing are authorized on the masks.
-Service members are authorized to wear their issued gloves and eye protection within the standards prescribed in AR 670-1.
-Effective immediately: Soldiers conducting ASP missions, either issues, turn in, or regular operations, wear a face mask. IAW FBTX guidance, neck gators, scarfs, or medical masks are appropriate. #IIICorpsCOVID19 #COVID19

▪️ HPCON B: Avoid unnecessary contact with others, such as shaking hands and hugging; Avoid unnecessary travel; Prepare for travel restrictions and cancellation of public gatherings; make alternative arrangements for childcare; Observe local guidance on movement restrictions and access requirements for military installations; Seek guidance from employers and unit leaders about changes to work practices (e.g., telework) Comply with medical orders for self-isolation or quarantine.

Continue to monitor and implement preventive measures based on Federal/Army/State/Local guidelines.
Continue to provide daily updates to Fort Bliss community

- No movement of household goods for Soldiers PCSing and TDY

- ITO delegated authority to proceed w/documentation, no need to submit via Secretarial Process (HQDA)

* Memo required to execute PCS shipment & delivery.
- Hardship, Emergency, Mission Essential, requires GO/SES memo to proceed with exception

◼️ Access Control Point “no touch ID” procedures:
- Unless directed otherwise by gate guards, individuals entering Fort Bliss will display the front and back of their ID card (and access pass if applicable) while maintaining positive control of the ID at all times

◼️ Entrance Procedures:
- Approach the gate prepared to present the appropriate ID
- When stopped by the gate guard display the front of the card without obscuring any vital information, such as name or expiration date
- While you are still holding the card flip it over to its back, again being careful to not obscure information
- Proceed through the gate when directed

◼️ Family and Morale, Welfare and Recreation:
- All Child Development Centers are open
- All CYS School Age and Youth Centers are open
- Fitness Centers: Not available for unit PT – OPEN for individual use.
- Fitness Classes are closed.
- Intramural sports are cancelled.
- Adventure Programs are open (small groups only).
- Texas Roadhouse is open (capped at 50%).
- Bingo Hall open (capped at 50).
- Auto Skills is open (capped at 50).
- Golf Golden Tee is open (capped at 50).
- Golf course and pro shop remain OPEN (capped at 50),
- Golf Tournament (capped at 50).
- Military Long Drive (capped at 50).
- Rod and Gun: Skeet and trap ranges are open (capped at 10 per range), club house is open (capped at 50).
- Youth Sport is closed.
- SKIES is closed.
- Fitness classes are closed.
- Pools are closed.
- Centennial is open (capped at 50).
- Pershing Pub is closed.
- Bowling Center is open (capped at 50, 2 hours slots every other lane, no league play).
- Warrior Zone is open (capped at 50).

◼️ Defense Commissary Agency:
- 100% I.D card checks at the entrance of all stores and visitor policy revoked.
- "Early bird" shopping hours are eliminated to allow more time for cleaning and restocking.

◼️ Exchange:
- No change in hours at this time. (9 a.m. – 9 p.m., Monday-Saturday; 9 a.m.–- 8 p.m., Sunday)
- No Estee Lauder/Clinique Beauty Advisors until March 28
- No Apple in store representatives until April 2
- All cosmetic and fragrance testers have been removed
- All display items are wiped down daily with sanitizer

◼️ Other Exchange Businesses:
- Freedom Crossing Optical and Optometry shops are closed until at least April 2
- Reduced all barber shop waiting area chairs by 50% to encourage social distancing
- All food courts dining room tables and chairs have been reduced by 50% to encourage social distancing
- No longer using trays in restaurants, everything is prepared to-go
- We are cleaning and sanitizing the drink station, doors and other customer contact areas every 30 minutes
- All self-serve condiments, lids, straws etc. removed from all food courts.
- Cash transactions are conducted on a tray so there is no contact between customer and food associates
- Timers set in restaurant kitchens for every 30 minutes and every hour hands are washed by the entire team
- New cups handed out for drink refills
- Additional sanitizer dispensers placed throughout Exchange facilities
- All cash registers and front counters being cleaned every 10 to 15 minutes.
- Started the personal shopper program for quarantined Soldiers on West Bliss and Westbrook.

- Blaze Pizza- Open from 10:30 a.m.- 9 p.m., operating at half capacity with social distancing.
- Buffalo Wild Wings- Open from 11a.m.- 9 p.m..
- Chipotle- Open from 10:45 a.m.- 10 p.m. for to-go orders only with social distancing.
- Denny’s- Open from 7: a.m. to 10 p.m. every day.
- GameStop- Open regular hours, operating at 10 people capacity with social distancing.
- Great Clips- Open regular hours, operating at 10 people capacity with social distancing.
- Jumbo Park- Open from 10: a.m.- 8 p.m..
- Pho Hoa- Open regular hours, operating at half capacity with social distancing.

- All Armed Forces Bank locations reduced lobby service to Monday-Friday, 10 a.m.-3 p.m.

- No changes to DPW services at this time

◼️ VIOS / DA Photos:
- All DA Photos are suspended for 60 days.

◼️ Human Resources:
- Setting conditions now in Army Continuing Education Services (ACES) to migrate to a 100% appointment-based process, which includes the ESD guidance counselor calling the Soldier and providing real-time virtual counseling support for GoArmy Ed, Tuition Assistance, etc, with follow-up emails to provide personal customer service.
- Setting conditions now in Soldier for Life – Transition Center to migrate to 100% virtual delivery of all VOW-required courses through the JKO website. SFL-TAP and Retirement Services Counselors will provide personal customer services through phone and email with Soldiers.
- DEERS/RAPIDS/CAC is now operating in a 100% appointments-only status. No walk-ins are being accepted. Appointments are made by logging on to: https://rapids-appointments.dmdc.osd.mil/
- Effective immediately – the State of Texas has closed the on-post (Building 505) Driver’s License office. Soldiers and family members can still receive services at the state’s numerous off-post facilities around El Paso.
-Effective March 23, the Desert Mountain CPAC Office will be closed to the public until further notice. Customers will be seen by appointment only.

USFK is aware of the Department of the Army's order to stop movement for all Army Soldiers and family members moving to or from South Korea or Soldiers scheduled to attend professional military education in the United States due to COVID-19 concerns. We are analyzing the impacts this decision will have on those affected Soldiers on permanent change of station orders or scheduled to attending PME. The Army's order is in effect immediately through May 6, 2020 or until further notice.

If this applies to you, immediately contact your chain of command for further instructions.

USFK and 8th Army will identify and work with all Soldiers and families affected, especially those who have already had their furniture and vehicles packed and shipped, to minimize and lessen the impacts on their well-being. The health and welfare of our service members and their families continues to be our top priority.

Delete if not allowed, but I thought everyone must read this...... If any of you have ever been to a military funeral in which taps was played; this brings out a new meaning of it. Here is something Every American should know. Until I read this, I didn't know, but I checked it out and it's true: We in the United States have all heard the haunting song, 'Taps...' It's the song that gives us the lump in our throats and usually tears in our eyes. But, do you know the story behind the song? If not, I think you will be interested to find out about its humble beginnings. Reportedly, it all began in 1862 during the Civil War, when Union Army Captain Robert Elli was with his men near Harrison's Landing in Virginia. The Confederate Army was on the other side of the narrow strip of land. During the night, Captain Elli heard the moans of a soldier who lay severely wounded on the field. Not knowing if it was a Union or Confederate soldier, the Captain decided to risk his life and bring the stricken man back for medical attention. Crawling on his stomach through the gunfire, the Captain reached the stricken soldier and began pulling him toward his encampment.. When the Captain finally reached his own lines, he discovered it was actually a Confederate soldier, but the soldier was dead. The Captain lit a lantern and suddenly caught his breath and went numb with shock. In the dim light, he saw the face of the soldier. It was his own son. The boy had been studying music in the South when the war broke out.. Without telling his father, the boy enlisted in the Confederate Army. The following morning, heartbroken, the father asked permission of his superiors to give his son a full military burial, despite his enemy status. His request was only partially granted. The Captain had asked if he could have a group of Army band members play a funeral dirge for his son at the funeral. The request was turned down since the soldier was a Confederate. But, out of respect for the father, they did say they could give him only one musician. The Captain chose a bugler. He asked the bugler to play a series of musical notes he had found on a piece of paper in the pocket of the dead youth's uniform. This wish was granted. The haunting melody, we now know as 'Taps' used at military funerals was born. The words are: Day is done. Gone the sun. From the lakes From the hills. From the sky. All is well. Safely rest. God is nigh. Fading light. Dims the sight. And a star. Gems the sky. Gleaming bright. From afar. Drawing nigh. Falls the night. Thanks and praise. For our days. Neath the sun Neath the stars. Neath the sky As we go. This we know. God is nigh I too have felt the chills while listening to 'Taps' but I have never seen all the words to the song until now. I didn't even know there was more than one verse . I also never knew the story behind the song and I didn't know if you had either so I thought I'd pass it along. I now have an even deeper respect for the song than I did before. Remember Those Lost and Harmed While Serving Their Country. Also Remember Those Who Have Served And Returned; and for those presently serving in the Armed Forces. Please send this on for our soldiers ... please don't break it. I didn't!
