Today marked 30 years since Officer Shane Chadwick was killed in the line of duty in Great Falls; I had just started my senior year of high school when Shane was killed. Our community gathered downtown to dedicate a commemorative mural, honoring his legacy and sacrifice.

It was so wonderful to see and catch up with the “old guard” and to see all the new Officers now serving our community. I will forever cherish my days wearing the uniform and serving our community; it’s a bond that few will ever understand.

Community updates from our Great Falls Development Alliance partners:

1) The Bureau of Reclamation broke ground in Babb on the $90 million St. Mary's Diversion Dam Replacement Project, part of the Milk River water project; see KFBB.

2) Students, faculty, partners, & community leaders celebrated the opening of the new CORE School, a Public Charter School at Morningside Elementary, with a ribbon-cutting ceremony. This is the first teacher prep charter school in Montana. See: KRTV, The Electric. The school, a partnership between the University of Montana Western and Great Falls Public Schools, offers college students a hands-on teaching experience alongside experienced elementary educators. This approach is set to enhance educational quality, foster local talent retention, and provide valuable hands-on learning for future educators. This school’s unique program promises to elevate our community’s educational standards, strengthen our workforce, and serve as a model for future schools across the state.

3) Pasta Montana added an additional processing line while celebrating their 20th year in Great Falls (read more at the Electric). This week, Tracy and Anna toured this exciting new expansion and learned how the increase in processing capacity will benefit both our local pasta company and the greater region of North Central Montana. 4) I joined several local elected leaders and Ed Brown, President of the Great Falls Area Chamber of Commerce for a dinner with Under Secretary oif the Air Force Melissa Dalton and her Sentinel leadership team to discuss how we can support next steps in the project. See TheElectric.

5) Great Falls College has launched a new Future Build Carpentry Program; see KRTV.

6) The final competitive round of the Montana State Small Business Credit Initiative 2.0 (SSBCI 2.0) low interest rate program opened. 7) Cost of living in the Great Falls metro continues to be competitive versus other metro areas of the country according to 2024Q2 data released by the Council for Community and Economic Research. Our cost of living was 89.8% of the national average compared to Billings at 99.5%, Boise at 103.2%, Cheyenne at 109.4%. However, we need to do everything we can to get more housing into construction to avoid losing our affordability.

8 Malmstrom AFB is holding Town Hall Meetings to update the community on the upcoming Sentinel Project. September 4th, 6:00 PM at the Fergus County Fairground in Lewistown and September 5th, 6:00 PM at CMR High School in Great Falls. 11) Jake was in Boise, Idaho meeting with developers that have expressed interest in the Great Falls, Montana market. Several companies have noted that Great Falls presents opportunities similar to "Boise 20 years ago." Whether or not that is true, Great Falls is now on the map for companies and development teams that have the capacity to execute significant investments in the Great Falls housing market as well as other types of development projects. 13) Our Great Falls Regional APEX and Mr. Conn McKelvey, Infrastructure Flight Chief for Construction and Architecture-Engineering with the 341st Contracting Squadron at Malmstrom Air Force Base, teamed together for a special in-person event where Construction and Architect & Engineering companies that have won federal (DoD and /or Civilian) contracts or have experience submitting bids, learned about their responsibilities AFTER they’ve won a federal contract. Great Falls College's Heritage Hall served as a dynamic platform where businesses across the state were able to present their capability statements to contracting officers from the 341st Contracting Squadron and engage with potential partners. 14) Cascade and Teton Counties have selected NeighborWorks Great Falls to be their Community Reinvestment Organization (CRO). 15) Participated in a tour and discussion with a local non-profit organization that wants to expand their operations but are hindered by the hazardous materials asbestos and lead based paint. GFDA does have funding abilities to either assess your clean up needs or to provide low interest funding to help a project move to the redevelopment stage by cleaning up those hazardous material. 17) Providing over 24,000 jobs and $7.1 billion input into the state economy, co-ops form an unrecognized backbone of the Montana Economy and are often overlooked when people consider starting a new business. **Supporting Our Library and Prioritizing Public Safety**

As your mayor, alongside our city commission, I want to assure you that we fully support our library and value the importance of its services to our community. Recently, there have been discussions about ending the library/city management agreement, but I want to make it clear that this does NOT mean we are considering removing or reducing the mills that voters recently passed.

Public safety in our city is in dire need of financial support, and we are facing some tough budget decisions to address these needs. One of the options on the table is to end the city subsidy of 7 mills, and redirect those funds back to public safety.

To be clear, we are not considering taking away the mills that our community voted for. Our goal is to ensure that we can maintain essential services while also strengthening our public safety efforts.

We appreciate your understanding and continued support as we navigate these important decisions for the well-being of our city.

The City of Great Falls - Local Government has proposed cutting some mills for the Great Falls Public Library over the next two budget years, then eliminating that funding to redirect it to public safety.

The library board has called a special meeting for Sept. 5 to discuss the proposals.

The City Commission is scheduled to review the public safety advisory committee's recommendations during their Sept. 3 work session.

1) Congratulations to the artists, property owners, and sponsors of another amazing ArtsFest Montana Great Walls week in Downtown Great Falls! We'll start sharing photos of the murals next week. 2) Despite having a similar climate and city size to Great Falls, Lethbridge, Alberta and neighboring communities enjoy a larger thriving agri-food manufacturing sector. Anna and Christian Leinhauser joined Canadian business owners, elected officials, and other agriculture focused representatives on a day long tour of several regional manufacturing centers to learn more about our economic development partner’s success with the Canadian Premier Food Corridor. School has started or is starting so its time to look at what we have planned for the fall, and it is a lot! We have the MAFB Contracting Squadron event this week. We also plan to release an RFP for a market assessment of demand for new recreation and entertainment offerings in the Great Falls area and begin to close on three AgriTech Park lot sales to enable three local companies to expand. The week of September 3rd we will release our new Freight Logistics economic development strategy, host a visit of our Lethbridge economic development partners and host Touro students and faculty at the Great Falls Voyagers. The next week we will travel to DC with Defense Alliance partners to hold meetings in support of MAFB and MANG. The week after that we are taking a GFDA and partner team to Denver to participate in the International Economic Development Council's annual conference, with stops in Billings, Cheyenne and Greeley. The last week of September I will be in Havre for the Montana Economic Developers Association fall conference and we plan to release the Downtown Great Falls market assessment and economic development strategy. Throughout the month we have a number of loan deals, prospect visits, and exciting client work and announcements. We'll continue work on the regional energy market assessment with our consultants, the Rocky Mountain Institute. We have two new team members scheduled to start work and will continue to interview candidates for new positions, release our FY2024 audited financial statement, and continue work on securing more loan capital.

Many of us have been deeply troubled by the recent news involving a local teacher charged with serious s*x crimes in another county. While this situation is concerning, it’s important to remember that this individual does not represent the many dedicated and talented GFPS educators in our community.

Our teachers are committed professionals who work tirelessly to educate and inspire our children. They are pillars of our community, helping to shape the future with their passion and care.

While everyone is presumed innocent until proven guilty, we must be careful not to paint all educators with the same brush. Let’s continue to support our teachers who uphold the highest standards of integrity and excellence.

Thank you for standing with our educators and for fostering an environment of trust and respect in our community.

Community updates from our Great Falls Development Alliance partners:

1) Congratulations to Nick Crawford on opening Omie’s Pizza in Browning! Nick was one of our SBDC success stories. After successfully starting Omie’s Pizza in Heart Butte, Nick was recently able to purchase a location and start operations in Browning.

2) The Great Falls City Commission unanimously approved the sale of land to Pasta Montana, marking another milestone in the 28-year success of the unique partnership that helped create Montana's premier pasta manufacturer; see TheElectric. In 1996, GFDA partnered with the City to create a gap and bridge loan fund to help finance the start-up of Pasta Montana. Since then we have been able to make over $68 million in gap and bridge loans that have made possible over $375 million of private investment throughout the region.

3) Jake and Brett hit the road to Missoula to meet with new clients and some longstanding clients. Communication and relationships are extremely important to the development process and ensuring that we can provide as much service as possible to move projects forward. One thing that stood out in conversation with both clients was the favorable and expedient development environment in Great Falls compared to several other communities. 4) Great Falls has 189 MW of renewable resources already connected and available from the Montana Alberta Tie Line (MATL), with an additional 435 MW of renewable capacity in its queue. That’s what we led with in a comprehensive business attraction proposal we submitted to a major manufacturing company. This is a project we worked on for two years before they paused for 18 months. We’re excited for the opportunity to work with them again. Thank you to the partners who are helping us with this project!

6) Vintage Sellers is opening a new location in West Bank Landing. Tom Dean and Patti Jo Lane-Dean are creating a new event and wedding center at The Ranch at Milo Creek. Benefis Health System is constructing an urgent care clinic at the corner of 10th Avenue South and 29th Street in Great Falls. 7) The Great Falls City Commission approved moving forward with renovations of the Mansfield Center for the Performing Arts in the historic Civic Center in Downtown Great Falls. The renovations will include new seating throughout the theater. See TheElectric.

8 Brett, Jake and Nicki met with the Montana Department of Transportation to work on improving the pedestrian experience through the underpass on 1st Ave North for future residents of the The Station Lofts and downtown patrons who we're sure will want to check out the new dining and entertaining venues in the development. 10) Did you know that the SBA 504 rates have been dropping the last few months? Jill had a meeting with a banker and his client this last week who needed a solution for being short on the bank required down payment to start and construct their new business. We discussed the SBA 504 option that partners with the bank to allow the client to bring in as little as 10% equity and has the extra benefit of low interest rates that are fixed for up to 25 years. The client and banker are excited about this opportunity and the SBA 504 loan will also help the client preserve additional cash for working capital. I had the privilege to fly all over Montana today with our military partners. While we flew around Glacier National Park, I was able to sit in the cockpit of the C130 airplane with my good friend, Mike McIntosh; the views were stunning.

As Mayor of Great Falls, I’ve had the privilege of serving our community and working alongside many dedicated individuals who genuinely care about the future of our city. However, I want to take a moment to address something that’s been weighing on me.

Every week, I receive around 100 emails from residents—some offering suggestions, others voicing concerns, and, unfortunately, quite a few that involve misunderstandings about how city government functions. I deeply value open communication and believe in the importance of hearing from our citizens. But it’s disheartening when misinformation spreads, or when assumptions are made about what we can or cannot do as a City Commission.

Let me be clear: I do not serve as Mayor for the money—my compensation (net) is $56 a month. I do this because I care about Great Falls and want to see it thrive. However, the constant challenges of correcting false information and addressing baseless criticisms can be incredibly taxing.

I share this not to complain, but to highlight how crucial it is for all of us to work together with accurate information and mutual respect. Public service is a labor of love, but when the discourse becomes clouded with negativity or misinformation, it can deter good people from stepping up to serve.

As we move forward, I encourage everyone to reach out with questions, seek clarity, and engage in constructive dialogue. Let’s work together to make Great Falls the best it can be, with a shared understanding and a collective effort.
