Center School Building Project Town project to renovate and build a revitalized Center/Sylvester elementary school that will serve the children of our community for years to come.

Description text to edit for Facebook In 2014, Town Meeting unanimously appropriated $500,000 to fund a Feasibility Study to investigate the building and renovation options for Center / Sylvester School. It has been a very busy two years. The Center / Sylvester Building Committee in conjunction with the Massachusetts State Building Authority (MSBA) appointed P3, Inc. as the Project Management team and Mt. Vernon Group as the Designer / Architect team. We began by evaluating Sylvester School to determine whether it was feasible to retain Sylvester as a school. We determined that option was not in the best interest of our taxpayers or students. The Sylvester building is severely deficient in regards to function, structure, air quality, hazardous materials, handicap accessibility, and mechanical / electrical components. It is completely inaccessible to individuals with mobility disabilities. The building has inadequate ventilation, wiring and electric systems that do not meet code, it is not energy efficient, and the current amperage does not adequately support technology. In addition, the overcrowding and lack of sufficient space for educational programming remains problematic. As we suspected, the cost of retaining Sylvester School was significant - 13 million dollars simply to bring the building to code and that does not include improvements to enhance educational programing. Because the “no build option” is not reimbursable by the MSBA, the $13,000,000 expense would be a direct cost to our taxpayers with no state funded offset. For a slightly higher investment, Hanover can receive a state of the art renovated school with greater educational benefits for our children. In October 2015, the School Committee voted to reconfigure our elementary schools. Effective for the 2018 school year, Cedar will house preschool, kindergarten and first grade. The selected design option builds to a town wide population of 560 students, as allowed by the MSBA. Some highlights of the most recent plan include a new wing of classroom space, new cafeteria and stage, media, art and library rooms, a dedicated STEAM (Science, Technology, Engineering, Art, Media) laboratory, dedicated SPED instruction space, courtyard with outdoor classroom and student garden space, breakout spaces for student collaboration that will facilitate project based learning, completely updated wiring and HVAC, wireless technology and complete systems upgrade. It will be a state of the art learning center for all of our students. The initial design from Mt. Vernon had an estimated cost of $35 million dollars, with approximately half to reimbursed by the MSBA, making the tax impact to the residents approximately 18 million. At the most recent Building Committee meeting, we directed Mt. Vernon to employ additional modes of value engineering to provide us with options that reduce the tax impact to our citizens. We are looking forward to reviewing the revised designs options and sharing those with our community. At this point, Hanover has invested $500,000 and 3 years into developing a fiscally responsible plan for renovating Center and taking Sylvester School offline. We are fortunate that the MSBA has backed our project and we continue to work with the MSBA to minimize the Town’s financial share of this project. In addition to our work with the MSBA and our architect to maximize Hanover’s reimbursement rate, we are working closely with Town officials to establish a capital savings that we can use to offset the impact to the taxpayer. The Building Committee continues to develop this project with a respectful balance of spending. We are aware of the tremendous opportunity before us, the amount of resources invested thus far and mindful that if we do not take advantage of the MSBA’s willingness to fund this project, we will be paying to maintain and upkeep a barely viable, educationally unfit building for the significant future.

We've received some questions regarding the Center School playground status during April vacation. The large playground is open to the public with the exception of one piece of roped off equipment that is being repaired. The small playground is currently closed while we test the soil compaction. We will update you when it re-opens for play. Our team is working hard over break to ensure everything is ready for our students when they return on Monday. In the meantime, we hope everyone is enjoying vacation and this lovely sunshine! :)

A promise to taxpayers realized and a source of pride with this project has been managing our project budget in a fiscally conservative manner ensuring the greatest benefit for every taxpayer dollar Invested. Out of an abundance of caution, we have decided to postpone the building dedication that was scheduled for this evening. Poor travel conditions are predicted and we do not want to encourage anyone to be on the roads.

Goodbye Sylvester....HELLO CENTER!!

Wednesday was quite the milestone for our project. The primary goal of the project was to move Grades 3 and 4 out of Sylvester School. So just before vacation we said goodbye to Sylvester and yesterday - HELLO to Center School. While the last two weeks may have been vacation for some - our team, teachers and staff were working hard to get the school ready for our Sylvester students. A special shout out to our custodial staff and facilities department who worked nonstop to make our school sparkling, to Principal DeGrenier who has devoted unceasing time and energy to all the behind the scene logistics and to the teachers who went the extra mile to make the new classrooms welcoming and fun. While we are sad to say goodbye to Sylvester and all the memories it holds, we are excited to make new memories at Center School. Here is a glimpse into the hard work being done and the rewarding end result - the first day in Center for our 3rd and 4th graders!! Thank you to Steve Ryerson and Betty Polansky for capturing this!

No - your eyes are not deceiving you! These bright sparkling halls and classrooms are renovated part of our school and it looks like new thanks to the hard work of our team! We've been working to make sure the renovated classrooms are just as shiny, new, and inviting as those in the new construction! We think it is a success and we hope you agree. The real test will be when we hear from the students - Sylvester students move in after the winter break and we can't wait!!

Hanover's Center School renovations ahead of schedule

So many things to be THANKFUL for this season - including the dedication of our project team - Brait Builders, P3I, Incorporated, , Mount Vernon Group Architects, Inc. our administrators and Building Committee volunteers whose hard work has resulted in every project milestone being completed ahead of schedule. What does this mean for Hanover students? Sylvester 3rd and 4th graders will benefit from the new learning space sooner than anticipated!! Thank you Hanover! We are so grateful for the community support this project has received - without the support of our residents and taxpayers none of this would be possible! Happy Thanksgiving to all!

On Wednesday, November 7th Hanover Public Schools planted two red maple trees in remembrance of Julie and Michael McCarrick, two former students at the Center Elementary School. Julie McCarrick passed away from cystic fibrosis while attending Center Elementary and her brother Michael passed years later from the same disease when he was 29 years old. Hanover residents may recall the original beautiful pink flowering tree planted in Julie's honor in front of the Center School. As construction on the new school began efforts were made to preserve the tree, however, it was diseased and could not be saved. After consultation with the McCarrick family, two red maple trees were chosen to replace the original tree: one for Julie and one for her brother Michael.

The trees were generously donated by Brait Builders. Mr. and Mrs. McCarrick joined former teachers and members of the Hanover School administration for the tree planting. Representatives from the Hanover School Committee, Center School Building Committee and Brait Builders were also present.

Two years ago today, Hanover citizens voted overwhelmingly to support the Center School building project (over 82% voting yes following a unanimous vote at Town meeting). Here is a sneak peek of one of the most exciting aspects of our school - the PLAYGROUND! We believe that play is an essential part of the school day, and as such over the past 3 months we completely re-designed the play area taking it from basic to extraordinary. Because it was important to have a space for all of our children to play, we collaborated with Nancy White, a playground consultant with experience in evaluating and designing playgrounds for ADA compliance and inclusive playground features. We included links to some of the inclusive playground features in the comments below. There are 2 separate playground spaces - one with a large climbing structure and one area with independent structures - both areas have swings. Because the areas are adjacent to each other students will be able to utilize both spaces during recess. We wanted our playground area to challenge our children, but also have space for quiet discussion and reflection (tables / seating area, as well as seating / play space underneath the large structure). In addition to what is portrayed on the renderings, the playground includes wall ball, 4 square, basketball hoops and court. There is also a defined walking path for our students (shown in green). This has been an evolving process with a constant effort to get the best for our students within our budget and space limitations. In the "playground structure" rendering, a Roller Slide will replace the small slide shown.

We wish to acknowledge Brait Builders and P3, Project Planning Professionals - both were very supportive of our desire to have an inclusive playground and patient during the re-design process. We appreciate that this space is funded by taxpayer dollars and are grateful for the community support. We hope you love the playground as much as we do. It is our hope that this space brings joy to the children of Hanover for years to come.
