Pennsylvania's state budget was enacted 12 days after the July 1 deadline this year, marking the 16th late state budget.

Looking back even further, 16 of the 23 state budgets enacted between 2004 and 2026 were passed after the July 1 deadline—meaning that for much of the past generation, late budgets have been the norm rather than the exception.

Budget delays create uncertainty for counties as they plan for the essential services Pennsylvanians rely on every day. Timely budgets matter.

✨ Member Monday! ✨


​Meet Brian Hoffman, Sullivan County Commissioner, CCAP Board Member and Co-Chair of the Emergency Management and Veterans Affairs Committee. Hoffman was recently honored with the Governor’s Award for Local Government Excellence, a recognition that reflects his leadership and commitment to collaboration in county governance. He has played a key role in advocating for an increase in Pennsylvania’s 911 surcharge to strengthen emergency management systems. Through his work with the Sullivan County Conservative District, Hoffman partners with farmers and local officials to support environmental stewardship across the county. Hoffman also serves as Chair of the Bradford, Sullivan, and Tioga (BeST) Transportation Authority working jointly with partner counties to maintain and improve regional access to public transportation.

The time to act is now.

Pennsylvania's 911 system is facing increasing operational and technology costs, but the monthly surcharge has remained at $1.95. Counties are urging the General Assembly to increase the surcharge to $2.20 to help ensure 911 systems remain reliable, resilient, and equipped to serve communities across the Commonwealth.
