Pennsylvania Leadership Conference

Since 1989, the Pennsylvania Leadership Conference has become the largest statewide gathering of publ Henry (currently with the Lincoln Institute).

The idea for the first Pennsylvania Leadership Conference originated with two college students, John Fluharty and John Hanks, who envisioned the conference as an outreach to young people. From that idea, the conference grew into a statewide gathering of public policy conservatives. Under the guidance of Susan Staub, Jim Panyard, Charlie Gerow and Don Eberly, the first conference was held in 1989.

Following the huge success of the first conference, they recognized the need for a year-round organization to serve as a center for the conservative community – the Pennsylvania Leadership Council (PLC). The first President of the Pennsylvania Leadership Council was Lowman S. Succeeding presidents were Sean Duffy (current Deputy Chief of Staff for Communications to Colorado Governor Bill Owens), and Gorden Blain. In recent years, the PLC has served as an umbrella organization bringing together conservative groups on an issue-by-issue basis. Throughout its existence, this non-partisan, not-for-profit organization has been the heart of the conservative coalition, working with allies to fight for better schools, lower taxes, responsible spending, open government and stronger families. The Pennsylvania Leadership Conference remains the signature event of the Pennsylvania Leadership Council. The conference is a two-day issues forum that brings together activists from across the Commonwealth to share ideas, network, and discuss issues with conservative leaders and elected officials. Over the years, the conference has hosted many prominent national speakers including: Newt Gingrich, M. Stanton Evans, Bill Bennett, Robert Novak, Alan Keyes, Lynn Cheney, Armstrong Williams, Walter Williams, and David Horowitz. The most recent Pennsylvania Leadership Conference was held in 2001 until it returned bigger and better than ever in April of 2005 and 2006. We expect to build upon the success of 2007's conference!

2022 Pennsylvania Leadership Conference set for Friday, Saturday
PA Election Integrity Summit to be Held on Thursday

(Harrisburg, PA) – The 2022 Pennsylvania Leadership Conference, the premier gathering of public policy conservative activists in the Keystone state, will be held this Friday and Saturday, April 1-2 at the Penn Harris Hotel in Camp Hill, PA with former congressman Trey Gowdy, host of Sunday Night in America with Trey Gowdy as the featured dinner speaker. A pre-conference event, the Pennsylvania Election Integrity Summit will take place on Thursday, March 31st.

Former Kentucky Governor Matt Bevin will be the kick-off speaker, John Gizzi of Newsmax will be the conference breakfast speaker, State Treasurer Stacy Garrity, Auditor General Tim DeFoor, nationally-syndicated radio host Rev. C.L. Bryant of FreedomWorks, Cliff Maloney from the Citizens Alliance of America, Scott Parkinson from the Club for Growth, Cleta Mitchell from the Conservative Partnership Institute, James Broughel from the Mercatus Center at George Mason University, U.S. Representative Scott Perry, former U.S. Senator Rick Sa****um, along with Dustin Carmack and Kara Frederick of The Heritage Foundation will also address the conference.

The event will include special forums spotlighting candidates for Governor of Pennsylvania and United State Senator from Pennsylvania.

Dustin Carmack is a Research Fellow in the Center for Technology Policy at The Heritage Foundation. He studies and writes about evolving domestic and international technology trends, “Big Tech”, national security, and intelligence issues.

Before joining Heritage, Carmack worked at the Office of the Director of National Intelligence (ODNI) as Chief of Staff for the Director of National Intelligence, where he worked on cybersecurity and the continuing impact of the SolarWinds breach, space-based technology and intelligence threats, election security threats, IC ethics of artificial intelligence principles and framework, response from the IC to COVID-19, and the strategic national security threat of China, among other issues.

Carmack holds a bachelor's degree in political science from Truman State University in Kirksville, Missouri. He also studied as a Rotary Ambassadorial Scholar at Tel Aviv University in Israel where he pursued a Masters in Middle Eastern History, Hebrew, and Arabic.
Kara Frederick is a Research Fellow in the Center for Technology Policy at The Heritage Foundation. Her research focuses on “Big Tech” and emerging technology policy.

Prior to joining Heritage, she was a Fellow for the Technology & National Security Program at the Center for a New American Security (CNAS), where she concentrated on high-tech illiberalism, data privacy, and digital surveillance. Before CNAS, Kara helped create and lead Facebook’s Global Security Counterterrorism Analysis Program. She was also the team lead for Facebook Headquarters’ Regional Intelligence Team in Menlo Park, California.
Kara has testified before the Senate Judiciary Subcommittee on Crime and Terrorism and spent two years as a lecturer on technology and international affairs at the George Washington University’s Elliott School of International Affairs in Washington, D.C. She is currently a Fellow with the National Security Institute at George Mason University’s Antonin Scalia Law School. She received her MA in war studies from King’s College London and her BA in foreign affairs and history from the University of Virginia.

Rick Sa****um served his country and the people of Pennsylvania in the U.S House for four years and the U.S Senate for 12. He was well-known in Washington for his unwavering commitment to limited government, fiscal responsibility, and the rights of the unborn. He spearheaded a nearly successful bid to propose a balanced budget amendment, exposed congressional banking and post office scandals, and worked to help Americans to get off the welfare rolls.

After leaving Congress, he was a candidate for the Republican nomination for President in 2012, when he won 11 states and nearly 4 million votes.

He and his wife, Karen, are parents to eight children. Senator Sa****um is a senior advisor to Convention of States Action.

Scott Perry, U.S. Representative, brings a unique background of hard work, small business, military leadership and community involvement to the U.S. House of Representatives.

Perry served three terms as a Pennsylvania State Representative, where he established a record for protecting taxpayers’ interests in Harrisburg. While serving there, he was assigned to the Committees on Appropriations, Consumer Affairs, Labor Relations, Veterans Affairs, Emergency Preparedness, and Rules. He earned the
privilege of serving as the Congressman from Pennsylvania’s 4th Congressional District (York, Adams & part Cumberland) in 2013. He earned re-election to the newly-redistricted 10th District (Dauphin, part York, and part Cumberland) in 2018, and
presently serves on the U.S. House Committees on Transportation & Infrastructure, and Foreign Affairs.

Perry knows the importance of hard work and dedication. He’s the grandson of Colombian immigrants, and the son of a single mom who fled two abusive situations and worked several jobs to survive and support her children – with whom she finally landed in Central Pennsylvania in their first home on Berryhill Street in Harrisburg, then moved to Dillsburg. Scott and his family were on public assistance for several years during his youth. He was raised in a spartan home, which initially had no electricity and plumbing, required bathing in a steel tub on the porch, pumped water from a well, and cut firewood with his older brother to keep the family warm in winter.

Perry began working at age 13 picking fruit at Ashcombe’s Farm in Mechanicsburg. Since then, he’s worked as a mechanic, dock worker, draftsman and a licensed insurance agent. He’s a 1980 graduate of Northern High School and the Cumberland-
Perry Vo-Tech School. He put himself through college while working a full-time job, and graduated from the Pennsylvania State University in 1991, where he earned a Bachelor of Science degree in Business Administration Management.

‘Early Bird’ Rates End of This Week – REGISTER NOW !!

(Harrisburg, PA) – James Broughel, a senior research fellow at the Mercatus Center at George Mason University and an adjunct professor of law at the Antonin Scalia Law School will speak on the topic of Cutting Red Tape in Pennsylvania at the 2022 Pennsylvania Leadership Conference to be held April 1-2, 2022 at the Penn Harris Hotel by Wyndham (formerly the Radisson Penn Harris) in Camp Hill (Harrisburg), Pennsylvania.

Former Congressman Trey Gowdy, currently a Fox News contributor and host of Sunday Night in America with Trey Gowdy, will be the featured dinner speaker Friday evening at the conference, former Kentucky Governor Matt Bevin sill be the kick-off speaker, John Gizzi of Newsmax will be the conference breakfast speaker, State Treasurer Stacy Garrity, Auditor General Tim DeFoor, nationally-syndicated radio host Rev. C.L. Bryant of FreedomWorks, Cliff Maloney from the Citizens Alliance of America, Scott Parkinson from the Club for Growth, and Cleta Mitchell from the Conservative Partnership Institute will also address the conference. The event will include special forums spotlighting candidates for Governor of Pennsylvania and United State Senator from Pennsylvania.

The Pennsylvania Leadership Conference is the premiere gathering of public policy conservatives each year in the Keystone State. It is the largest and longest-running of the state-based conservative conferences regularly attracting a long list of conservative elected officials, scholars, journalists, and activists for two days of speeches, panel presentations, workshops, and networking.

A pre-conference Pennsylvania Election Integrity Summit sponsored by the Conservative Partnership Institute and the Election Integrity Network will be held on Thursday, March 31st at the Penn Harris Hotel. A separate registration for the summit is required and available at www.paleadershipconference.org.

James Broughel is a senior research fellow at the Mercatus Center at George Mason University and an adjunct professor of law at the Antonin Scalia Law School. He specializes in regulatory institutions, cost-benefit analysis, and the impact of regulations on economic growth.

Broughel is author of the book Regulation and Economic Growth: Applying Economic Theory to Public Policy. His writing has appeared in popular outlets such as the Wall Street Journal, the Los Angeles Times, and the Washington Post. He is also a columnist at Forbes and a regular contributor for The Hill. He has published in scholarly journals, including Regulation & Governance, Contemporary Economic Policy and the Harvard Journal of Law & Public Policy: Federalist Edition.

Broughel received his PhD in economics from George Mason University and his BA and MA in economics from Hunter College of the City University of New York.
