To the wonderful citizens of the 1st District!!

From the bottom of my heart, I want to say thank you.

Serving as your constable has been one of the greatest honors of my life. The trust, support, conversations, handshakes, encouragement, and prayers you have given me over the years have meant more than words can ever fully express. This position has never just been about a title to me it has been about people. It has been about serving a community I love, standing beside neighbors I care deeply about, and doing my very best to be available when you needed me.

I want each of you to know that I love this community, and I love the people of the 1st District. You have allowed me the privilege of serving you, and for that, I will always be grateful. Every vote, every kind word, and every moment of support has truly touched my heart. Please know that your vote and your confidence in me have never been taken lightly. They have meant so much to me and my family.

I also want to take this opportunity to congratulate Mr. Jeff Ashby on being elected as your next 1st District Constable. I sincerely wish him the very best as he prepares to step into this role on January 1st. I hope and pray that his start is smooth, successful, and filled with the same love and support this community has shown me.

As of right now, I am still your constable, and I will continue to serve you with the same dedication, respect, and care until my term is complete. When the time comes, I will do everything I can to provide Mr. Ashby with the support, information, and smooth transition he needs to begin his newly elected position the right way. The people of the 1st District deserve nothing less.

Although this chapter is changing, my love for this community will not. My appreciation for you will not. And my respect for the citizens of the 1st District will always remain strong.

Thank you for allowing me to serve. Thank you for believing in me. Thank you for every vote, every conversation, and every act of kindness along the way. I wish each of you the very best in this next term, and I pray that our district continues to move forward with unity, respect, and care for one another.

As Election Day approaches, we believe it is important for the citizens of the 1st District to be informed about the office of constable and the requirements that come with this elected position.

In 2022, Kentucky House Bill 239 brought changes to the law regarding constables and deputy constables who are elected for the first time after January 1, 2023. Under this law, newly elected constables must complete mandatory KLEC-approved basic training through the Department of Criminal Justice Training before exercising general police powers, such as making arrests or conducting traffic stops. Constables who were already serving prior to January 1, 2023, were grandfathered in and retained their powers.

This information is not shared to discourage anyone from running for public office. Public service is honorable, and anyone who feels called to serve their community should be respected for stepping forward. However, it is imperative that citizens understand the duties, responsibilities, and legal requirements of the position before casting their vote.

Do your homework on everyone running for this position. Look beyond slogans, signs, and campaign talk. Research the law, understand the role, and know what each candidate is legally able and prepared to do if elected.

Election Day is only two days away!

We urge the wonderful citizens of the 1st District to get out and vote to reelect Joe Renfrow “Mr. Joe” as your 1st District Constable.

I have been honored to serve this community and remains committed to being available, dependable, and dedicated to the people he loves. This election is about continued service, experience, and a genuine heart for the citizens of the 1st District.

I’m not a politician, I’m a real person who has been entrusted with a position to serve the people of the 1st District.

My priority has always been simple: to make every citizen feel appreciated, respected, and cared for. That is the reason I wanted to become Constable in the first place. This position was never about politics to me, it has always been about people.

I don’t believe in being elected to an office and becoming unavailable to the community. I believe in being present, involved, and willing to help however I can, whether that means assisting fellow law enforcement agencies, lending a helping hand to someone in need, or simply taking the time to listen.

I also believe it is important for the public to understand how the role of Constable has changed in Kentucky in recent years.

In 2022, Kentucky passed House Bill 239, which changed the law regarding newly elected constables beginning January 1st, 2023. Under this legislation, newly elected constables no longer automatically possess general law enforcement powers unless they become certified through the Kentucky Department of Criminal Justice Training (DOCJT).

Because I have continuously served as your Constable since before those changes took effect, I still lawfully retain general law enforcement authority under Kentucky law. I believe it is important for voters to understand these distinctions so they can make informed decisions about who they choose to represent and serve their community.

This message is not about attacking anyone. It is about transparency, education, and ensuring the public has accurate information.

When you see me out in the community, I want you to know that you matter. I want you to feel valued, because you are.

We need less political jargon and more genuine public service. I will continue to conduct myself with honesty, integrity, humility, and respect for others , whether I hold the title of Constable or not.

I strongly encourage everyone in our community to truly know the people they elect into office. Ask questions. Do your research. Hold every elected official accountable including me.

At the end of the day, the power belongs to the people, and the choice of who serves this community belongs to you.

Friends, neighbors, and the wonderful citizens of the First District!!!

Serving you as your Constable for the past 8 years has truly been one of the greatest honors of my life. This community isn’t just where I work, it’s home! I care deeply about each and every one of you, and I’m grateful every day for the trust you’ve placed in me.

On May 19th, I humbly ask for your continued support. Let’s keep moving forward together, building on the community we’ve started, and ensuring our district remains a safe, strong, and proud place to live.

I love this community, and I would be honored to continue serving you as your Constable.

Recent statements made during this election have brought forward a lot of noise, but I want to be clear about one thing I have proudly served as Constable of the 1st District since 2018, and throughout that time I have never run a dirty campaign or engaged in disparaging remarks against any opponent.

I believe in transparency, accountability, and most importantly, the integrity of this election process. The people of this district deserve honesty and respect not rumors or distractions.

I encourage everyone to do their own research, look past the rumor mill, and focus on which candidate would better suit 1st district and possesses the commitment to serve this community. My dedication to the citizens I’ve served since 2018 remains as strong as ever.

At the end of the day, this decision belongs to you the people. And I trust you will choose the candidate who has consistently shown up, worked hard, and put this community first.
