I was born and raised in Montgomery, Alabama and come from a close-knit, working-class family whose strong values and open-minded view of the world shaped who I am today. With the help of Pell Grants, I worked my way through school and, in 1995—when I earned a Bachelor's degree in Early Childhood and Elementary Education from Auburn University—I became the first member of my family to graduate from college. I moved to the DC area with my husband, Dave, an Air Force officer, in the fall of 1996. We fell in love with the area and after Dave’s tour of duty was up we decided to make Northern Virginia our home. I was working for Fairfax County Public Schools and Dave soon went to work in the private sector. In 2002, we fell in love with a Victorian farmhouse in downtown Herndon and moved in that spring. From the beginning we enjoyed life in the Town of Herndon: the homecoming parade every fall, fireworks from the backyard on the 4th of July, and walking downtown to enjoy Friday Night Live, Jazz at the Ice House, wings at Jimmy's and slices of fresh bread at Great Harvest. In 2001, I was selected by then Governor Mark Warner to serve on Virginia's Partnerships for Achieving Successful Schools initiative and worked on a year-long partnership with a Richmond elementary school, traveling monthly to coach teachers and provide on-site language arts professional development opportunities for the teachers and staff at the school. In 2002, I graduated from Virginia Tech with a Masters degree in curriculum and instruction with an emphasis in literacy, and I moved from the classroom to become a Title I Reading Specialist. I am still so very proud that my classroom work was featured in the book, Shared Reading for Today's Classroom, and materials and teaching strategies I developed are still being used in literacy professional development courses throughout Fairfax County. When our children were born, I took a leave of absence from teaching to become a stay at home mom. I joined the Herndon Homes Tour Committee, and I became more involved in Town issues. First elected to Herndon Town Council as Vice Mayor in 2010. Elected Mayor in 2012, and re-elected in 2014 and 2016.

I do not make a habit of meddling in or commenting on other jurisdictions’ politics....but I am making an exception today. I just learned that Marty Nohe was defeated in yesterday’s firehouse primary for BOS Chair in PWC. I have known Marty for years and can honestly say that I have never known a more dedicated, genuine, pragmatic and kind person in public service. He’s the kind of elected official that sees you check into a soccer field in his district on facebook and stops by to say Hi. He genuinely cares about people and works with everyone to try and make a positive impact on the world. I have learned so much from him, and the region will feel his absence in a huge way, especially when it comes to transportation planning. Mayor Justin Wilson’s post today mirrors my reaction. Marty, you’re good people and I’m honored to call you a friend. My love to you and your sweet family.

Tuesday night the Council voted to pass our FY2020 budget. For the first time in many years the council raised the meals tax by 1.25%. I understand that many do not favor this decision and I want you to know that I certainly did not make the decision lightly. I think my record on council for the past nine years demonstrates that I am not someone who looks immediately to raising taxes whenever there’s a tough budget before us, so I hope you’ll read along to see my reasoning for my vote supporting this increase.
The additional revenue generated will be funding road projects for the most part. The town suffered a very unexpected $1million shortfall in BPOL (Business Professional Occupancy License taxes) revenue this budget cycle, and several road projects that have been in the CIP (Capital Improvement Plan) for years have had a significant increase in their estimated costs. After a lot of grappling our Town Manager suggested a 1 cent meals tax increase to offset the difference (1 cent meals tax is approximately $900k of revenue.) BPOL is paid mostly by people who do not reside in the town (it is business professional occupancy license fees and is based on gross receipts of the business, the larger the business, the larger the fee. Most of our Herndon businesses are 10 employees or fewer, so you can surmise that a very large company is the reason behind this loss of BPOL revenue) Meals tax is also paid mostly by people who do not live in the town, but use our roads, police, etc. Herndon is an employment center where more than 17,000 people come to work every day, and the biggest portion of our meals tax comes from the M-F lunch crowd.
It was NOT an easy decision for me. The additional .25 that was added was a result of trying to cover some unfunded priorities that were important to the town - some parks and rec events related to the farmers market and family fun days and connecting some sidewalks and completing crosswalks that are currently unsafe and some that are not ADA compliant.
It will also allow us to hire an assistant town attorney which will ultimately save the town money because now we are outsourcing some legal work that the Town Attorney cannot take on, and that is at a MUCH higher hourly rate. With Metro and the growth we are facing in the area the town is dealing with many more complicated legal issues than in decades past when we were a much sleepier little town.
I know raising taxes isn’t popular and it is not a vote that I took lightly. If you go back and look at all the discussions, staff reports and PowerPoints https://www.herndon-va.gov/government/mayor-town-council/agendas-minutes-webcasts) you will see that it was not a flippant decision. Honestly, without the $1million dollar BPOL shortfall I would have likely voted against this increase, because it wouldn’t have been necessary. And I do support the projects these monies will fund. Which is ultimately why I decided to support it.
I understand that not everyone is happy with the meals tax increase; that’s just how these things go. I will still be supporting our local herndon restaurants because this is home, and I love our local restaurant scene. Did you know that restaurants receive a 6% rebate for remitting the meals taxes they collect on our behalf on time? (This is a fairly typical practice in the commonwealth) and the large majority take advantage of this.
Please remember that since 2010 Herndon’s real estate tax RATE has not increased. In fact we decreased it once in 2011. Every single surrounding jurisdiction has raised their RE rate multiple times during that time frame, even as assessments have increased. I am proud of the fact that Herndon has worked to not put our property owners in that situation.

Yesterday the Town of Herndon honored “Autism Acceptance Month” by reading a proclamation written by members of The Tribe. Watch Mayor Lisa Merkel and Town Council member Bill McKenna speak about Autism Acceptance in Herndon as well as the amazing contributions that have been made to our community by Tribe member Ian Nordling.
Additionally, those present at the ceremony received the wonderful news that legislation has been passed in Virginia guaranteeing all individuals with autism, no matter their age, access to adequate health insurance, and GKTC and our own Elizabeth Vosseller received a special commendation from the Virginia General Assembly recognizing "excellent work and commitment to individuals with autism."
