Kara Foster for Council

Kara Foster for Council Councilwoman Kara Foster, OD, here to listen and turn your ideas into action for safer sidewalks, healthier neighborhoods, and stronger local businesses.

Kara Foster, OD - elected Town Councilwoman for Holly Springs. I bring two decades of patient care, community service, and practical problem solving to local government, and I’m committed to turning good ideas into real results. My priorities are clear, listenable, and measurable: safer, more walkable streets and greenways, healthier neighborhoods through better food access and prevention programs

, attainable housing that keeps teachers and essential workers here, and an environment where local small businesses can thrive. I rely on evidence, town planning tools, and resident input to guide decisions, and I will always explain how and why I vote so our community can follow the process. I believe public service should be accessible, transparent, and focused on everyday improvements that make life easier for families, seniors, and working neighbors. Tell me what matters to you at Karaforcouncil.com, send a message here, or use the Town’s public comment system. I am listening and I will work to make your voice count!

Wow, Oakview Commons is hopping this morning! ☀️

If you don’t live on this side of NC-55, you may not have discovered this gem yet. And I love that about 95% of these businesses are owned by people who live in the neighborhoods right here!!

Kids playing, families gathering, neighbors supporting neighbors, this is how a growing town becomes a connected community.

So many amazing new businesses to check out!!

*Personal invitation, not an official Town of Holly Springs event*

I’ve been tossing around an idea and wanted to see what neighbors think.

Someone I really respect (Mayor Pro Tem Annie Drees!) recently recommended *Abundance* by Ezra Klein and Derek Thompson, and now my brain is doing that thing where one idea turns into twelve.

It has me thinking about how communities grow, plan, build, and protect quality of life. And I really believe communities are strongest when neighbors work together, so I wanted to see if there’s interest in having a casual conversation around it??

While I serve on Town Council, this would be something I’m doing on my own as a resident and neighbor. I would not be speaking on behalf of the Town or Town Council, and this would not be a council meeting or an official town event.

I believe Holly Springs is a special place, and I’d love to have a thoughtful, neighborly conversation about how we continue to grow in a way that protects what we love, improves daily life, and helps people feel connected.

If there is interest, I’ll look into reserving a neighborhood clubhouse. Feel free to comment below, or send me a private message if you prefer.

Book: *Abundance* by Ezra Klein and Derek Thompson. You can find it wherever you prefer to get books, and it's available through Wake County Public Libraries on the Libby app!

No pressure to have all the answers, just read what you can, come with thoughts, and we’ll have a good conversation.

See below for more info about the new ordinance that goes into effect TODAY (and for those who say they can go faster than 20mph on a regular bicycle, I know Iron Man triathletes who get to about 21 mph on race day in aero position, so....) let's keep our kids safe!

One of the best parts of serving on Town Council is the opportunity to listen to our neighbors and be part of decisions that directly affect our day-to-day lives.

This new section of greenway, and yes, the very appreciated water fountain, is a great example of that.

Projects like this do not happen overnight. They are the result of planning, community input, staff work, and decisions made by previous councils before me. And today, we all get to enjoy the benefit.

To me, it is a nice reminder that being neighbors is not just about living near each other, it is an opportunity to work together for the greater good.

A big thank you to our current council, town staff, and those who came before us for helping build a Holly Springs that gives us more places to walk, connect, and enjoy this community we call home.

And to the ones I wasn't able to tag, thank you for your service to our home.

THE CANES ARE GOING TO THE STANLEY CUP FINAL!!! 🏒🎉

And here’s a fun Holly Springs fact:

Hopefully by next hockey season, you’ll be spending a little less time sitting in traffic on the way to watch the Canes.

As part of this year’s budget, we approved funding for an Intelligent Transportation System (ITS), which will allow traffic signals to be monitored and adjusted in real time to help traffic move more efficiently throughout town. Think smarter traffic lights that can respond to actual traffic conditions instead of just running on a fixed schedule.

No, it won’t eliminate traffic completely.

But if it saves you 10 minutes on your drive to a Canes game, that’s 10 more minutes for tailgating, grabbing dinner, or arguing about the power play.

Go Canes!

(Edited to add: Now, before anyone holds me personally responsible for getting them to puck drop on time 😄, this won’t be in place by this fall. The project will likely take a couple of years to fully implement as we continue working with NCDOT to obtain the necessary access and complete the rollout!)

The Town has published its 2025 Water Quality Report, so I wanted to share a few quick takeaways in plain language.

You may notice the report includes more information this year, especially around “emerging contaminants” like PFAS. That does not mean there is a new violation. It means the state is asking municipalities to share more information with residents, which I think is a good thing.

A few key points:

Holly Springs continues to meet all current federal and state drinking water regulations.

The Town completed about 5,700 water quality tests in 2025.

The Town is working with our regional water providers to prepare for stricter PFAS standards that will take effect in the coming years.

Holly Springs was also awarded $7 million in federal infrastructure funding to help support Granular Activated Carbon filters as part of the TriRiver Water Filtration Facility expansion.

Water quality is not always the most exciting topic, until you realize how much planning, testing, infrastructure, and coordination it takes to keep up with a growing town!!

You can read the full report here:

This Memorial Day, we pause to remember and honor the brave men and women who gave their lives in service to our country.

Their sacrifice made possible the freedoms, opportunities, and everyday moments we too often take for granted. As we spend time with family and friends this weekend, may we also take a moment to reflect with gratitude on those who never made it home.

We remember them, we honor them, and we thank the military families who continue to carry their legacy forward.

Wishing everyone in Holly Springs a safe and meaningful Memorial Day. 🇺🇸❤️🤍💙💜

Kara’s Update on Holly Springs 💚💙💚💙💚

Here’s a quick look at what’s happening around town right now:

Budget Discussions
Council is currently working through the FY 2026-27 budget. The goal is to balance current needs while planning responsibly for Holly Springs’ future growth.

Key priorities include:
• Road and traffic improvements
• Public safety funding
• Parks, greenways, and recreation
• Maintaining strong town services
• Long-term infrastructure planning!

Transportation Projects
Work continues on Holly Springs Road improvements, intersection upgrades, and smarter traffic signal technology designed to improve safety and traffic flow.

Parks & Greenways
Eagles Landing Park and additional greenway connections continue moving forward, creating more opportunities for recreation and connectivity across town.

E-Bike Ordinance Update
The updated e-bike ordinance officially goes into effect June 1. Holly Springs Police will also be hosting informational and educational sessions for the community, so stay tuned for more details.

Downtown & Future Planning
Conversations continue around walkability, supporting local businesses, infrastructure planning, and protecting the quality of life that makes Holly Springs special. Planning is also underway for a future festival street concept downtown to help create more community gathering opportunities and support events, small businesses, and downtown vibrancy.

Thank you to everyone who continues attending meetings, reaching out, and sharing feedback. Community involvement truly helps shape the future of our town!!
