ALERT WATER MAIN REPAIR:

We have received queries about work ongoing in the Cutler/Driftway neighborhood. Unfortunately, we had an unexpected issue with the water main, which necessitated an emergency repair.

The Water Department acted swiftly to find a vendor with the proper equipment to complete the ongoing work. Apologies for the noise/disruption. This should be resolved shortly.

NOTE: Below is a stock depiction of a water main break.

Until Wednesday this week, I had been out for almost a week. I spent some time down in Kentucky celebrating my pending PhD dissertation defense - I was reminded this afternoon that this week is National Municipal Clerk Appreciation Week!

I would like to publicly recognize and thank Hopedale Town Clerk Lisa Pedroli and Assistant Town Clerk Ellen Murphy.

Town Clerks not only ensure our democracy runs smoothly, honestly, and with integrity-but also keep, store, maintain, and serve as the gatekeepers of our public records, agendas, calendars, and historical archives. They are there for constituents in happy moments (birth certificates, pet licenses, new business licenses etc.), and in some of their worst (death certificates, other sensitive records). They also often act as the first point of contact for constituents with myriad questions or complaints.

Hopedale is blessed to have these two - Ellen Murphy has a long history of municipal leadership, serving as the longtime director of the Milford Housing Authority in addition to many other community leadership roles. Lisa Pedroli has an extensive history of distinguished public service that spans decades, and is truly the type of person who belongs in public service.

Both of these women serve as the heartbeat of municipal government - and as a man with two young daughters who, because of the job, often has to bring his kids into the office - serve as role models to young aspiring leaders in the community.

IMPORTANT ANNOUNCEMENT:

Congratulations to Bancroft Memorial Library’s Youth Services Librarian Laura Brillant-Giangrande, who received the Celebrate Literacy Award from the Nobscot Reading Council for her exceptional dedication in supporting literacy in the lives of Hopedale’s children and families. The award celebration featured a presentation from David A. Kelly, author of the Ballpark and Football Mysteries series.

Since joining the library in 2023, Laura Brillant-Giangrande has expanded youth programming and outreach, helping drive a 42% increase in circulation in the Children’s Room and strengthening the library’s role as an important community resource.

A wise man once said that “there can be no keener revelation of a society’s soul than the way in which it treats its children,” and this rings particularly true, especially in divided times. Reading provides children with a tool to grow their imaginations, foster hope in otherwise difficult situations, and lay a crucial foundation from which their full potential can be realized.

Libraries remain crucial institutions in our communities, and it’s individuals like Laura who change lives for the better. Congratulations, Laura, and thank you for all that you do for our children!

Following consultation with Town Counsel and the Select Board Chair, an agenda item has been added for the April 13th meeting to discuss the Phase I Environmental Site Assessment (ESA) commissioned by the Town to evaluate existing conditions at the former Draper Mill site and associated parcels.

A summary of the report’s key findings is attached for your review. The full report is included in the Select Board packet for Monday’s meeting and is available on the Town’s website. Due to its length and size, it is not reproduced here.

The Town has requested that Tighe & Bond present the report and its findings at the meeting. Following that presentation, the report will be finalized. At present, it remains in near-complete draft form; however, Town Counsel has advised that it is sufficiently complete for public review and discussion.

Given the parcel’s central location and its importance to the Town’s history and future, I encourage all interested residents to review both the summary and the full report in advance of the meeting.

ANNOUNCEMENT: The Parks Commission will be working on pruning and tree work in the Town Park today along Dutcher Street.

BACKGROUND: The Parks Commission and Project Engineer consulted an arborist regarding the health of some of the larger trees around the Park last year. At the time, the recommendations included pruning and additional testing through boring/cut samples.

The Parks Commission completed boring samples on some of the trees of concern; the trees with remaining life and that are healthy will be pruned to ensure they remain healthy and do not pose a risk to public safety.

Unfortunately, some trees were so sick or diseased that they must be removed.

PLEASE NOTE: New tree plantings are part of the new park design, which will incorporate more appropriate species throughout the park to maintain the aesthetic.
