The following list includes some, but not all, of the criminal arrests, referrals, and traffic violations handled by the Horicon Police Department over the past week. All individuals are presumed innocent until proven guilty in a court of law. These instances involve probable cause established by officers during their investigation of incidents.

05-25-2025 7:23pm., Traffic stop
A 27-year-old Minnesota man was cited for exceeding the posted speed limit on West Lake St by 20mph.

05-25-2026 7:43pm., Traffic stop
A 31-year-old Milwaukee woman was cited for exceeding the posted speed limit on West Lake St by 19mph.

05-25-2026 8:32pm., Traffic stop
A 34-year-old Milwaukee man will have charges referred for operating a vehicle without a court-ordered ignition interlock device. He was cited for operating a vehicle without a license.

05-26-2026 8:48pm., Disorderly conduct
A 36-year-old Horicon female will have charges referred for disorderly conduct. She was also cited for riding illegally on a vehicle. A 50-year-old Horicon man was cited for driving with a person illegally riding on a vehicle.

A 19-year-old Janesville man was cited for exceeding the posted speed limit on Clason St by 28mph.

A 67-year-old Belgium man was cited for exceeding the posted speed limit on Washington St by 19mph.

A 35-year-old Horicon woman was cited for operating a vehicle while suspended (10th offense), no insurance, and expired registration.

A Horicon juvenile was cited for theft.

A Horicon juvenile will have charges referred for theft, possession of alcohol, and possession of to***co.

A Horicon juvenile will have charges referred for possession of ma*****na.

05-31-2026 2:07pm., Domestic disturbance
A 56-year-old Horicon man was arrested for the following: domestic disorderly conduct, battery, battery to public officer, threat to cause bodily harm to court/legal system personnel, and resisting or obstructing an officer.

A 48-year-old Horicon man was cited for disorderly conduct.

The Horicon Police Department has compiled a list of select criminal arrests, referrals, and traffic violations from the past week. It is essential to note that all individuals are presumed innocent until proven guilty in a court of law. The following incidents involved probable cause established by officers during their investigations.

05-14-2026 3:49am., Traffic stop - A 60-year-old Beaver Dam man was apprehended for operating a vehicle with a revoked license related to an operating while impaired offense.

05-14-2026 11:44am., Retail theft - A 59-year-old male was issued a citation for retail theft from a local business.

05-14-2026 8:20pm., Traffic stop - A 65-year-old Horicon man was cited and summoned for operating a vehicle with a revoked license related to an operating while impaired offense.

05-16-2026 7:18pm., Traffic stop - A 19-year-old Slinger man was cited for exceeding the posted speed limit by 19mph on West Lake Street.

05-18-2026 10:09am., Traffic stop - A 34-year-old Milwaukee man was cited for exceeding the posted speed limit by 23mph on East Lake Street.

05-22-2026 7:44am., Retail theft - A 16-year-old Horicon juvenile will face charges for retail theft, trespass to land, and possession of alcohol by a minor.

05-21-2026 6:22pm., Drugs - A 32-year-old Horicon female was cited for possession of ma*****na and will also face charges for possession of schedule I or II narcotics. Additionally, a 43-year-old Horicon man will face charges for misuse of a GPS device to obtain information.

Sergeant Stocks had the honor and privilege of attending the Horicon High School Class of 2026 graduation ceremony. He has had the pleasure of watching these students grow, mature, and develop into the incredible young adults they are today.

From freshman year to graduation day, Sergeant Stocks has witnessed their hard work, resilience, accomplishments, and the friendships they’ve built along the way. Being a small part of their journey has meant so much, and seeing them walk across the stage was truly special.

Congratulations to the Horicon High School Class of 2026! Wishing each and every one of you success, happiness, and endless opportunities in the next chapter of your lives. 🎓

As National Police Week comes to a close, today’s second Officer Spotlight for National Police Week recognizes Chief A. Berken!

Chief Berken joined the Horicon Police Department in September 2024 and has brought a strong passion for both law enforcement and the Horicon community to the department. His leadership, dedication, and commitment to the department continue to help guide and support the mission of serving and protecting the City of Horicon.

Outside of work, Chief Berken enjoys spending time outdoors with great passion for hunting and fishing.

The Horicon Police Department thanks Chief Berken for his leadership, dedication, and continued commitment to the department and community.

Today’s Officer Spotlight for National Police Week recognizes Officer N. Brandl.

Officer Brandl joined the Horicon Police Department in August 2025 and currently serves as a part-time patrol officer.

Noah is a strong believer in community policing and values building positive relationships with the public while serving the Horicon community.

Outside of work, Officer Brandl enjoys fishing, hunting, and spending quality time with friends and family.

Today's second Officer Spotlight post for National Police Week recognizes Officer S. Fichtner.

Officer Fichtner joined the Horicon Police Department in 2022 as a Part-Time Officer after graduating from Fox Valley Technical College and recently reached his 4-year anniversary in law enforcement this past March. In July 2024, he was promoted to a Full-Time position and is currently assigned to night shift patrol.

Officer Fichtner values the strong relationships he has built with the Horicon community, as well as the partnerships formed with neighboring agencies and departments that work together to help keep the community safe. He has also recently attended several professional development trainings, including the 40-hour Crisis Intervention Team (CIT) Training.

Outside of work, Officer Fichtner enjoys road trips, hiking, camping with friends, and attending baseball and football games.

The Horicon Police Department thanks Officer Fichtner for his dedication and continued service to the community.

Today’s Officer Spotlight for National Police Week recognizes Officer D. Spahn!

Officer Spahn has served with the Horicon Police Department since October 2023 and is currently assigned to day shift patrol. He strongly believes in community policing and values building positive relationships and strong engagement within the City of Horicon.

Officer Spahn is also certified in Advanced Roadside Impaired Driving Enforcement (ARIDE), further supporting his commitment to roadway safety and proactive policing.

Outside of work, Officer Spahn enjoys sports, outdoor activities, spending time with loved ones, and going on hikes with his German Shepherd puppy, “Rambo.”

The Horicon Police Department thanks Officer Spahn for his dedication, professionalism, and continued service to the Horicon community!

A 19-year-old Hubertus man was cited for exceeding the posted speed limit on West Lake St by 18mph.

A 26-year-old Mayville woman was arrested for operating a vehicle without a driver’s license, 3rd offense within 3 years.

A 33-year-old Beaver Dam man was cited for operating a vehicle while suspended 8th offense and for operating a vehicle without insurance.

A 46-year-old Horicon man was arrested for domestic disorderly conduct and child abuse: intentionally cause bodily harm.

A 59-year-old Mayville man was cited for exceeding the posted speed limit on Clason St by 18mph.

A 28-year-old Elkhorn female was cited for exceeding the posted speed limit on West Lake St by 17mph.
