🚨 Community Update – MUD 39 🚨

Nothing major to note but here’s a summary of the important updates from our March MUD 39 meeting:

🌊 Storm Water & Community Enhancements

All storm water channels and ponds are operating properly. We are keeing an eye on the erosion around the detention ponds. Nothing to be concerned about.

It’s that time of year again. We will be herbiciding the vegetation at Mustang Bayou. So please be patient with all the heavy equipment in the area.

🪧Signs

We have engaged with Storm Water to access the neighborhood to replace all missing, broken, and adjust any signs within our district. This includes identifying broken flashing lights at our crosswalks.

🚧 Traffic study

Traffic study will be conducted at Pomona Parkway and Orchard Park in the week of March 23. This will allow us to assess and have the County determine if that intersection needs a stop or traffic light.

🚓 Public Safety

Your safety remains our priority. Security matters are attached for your review, including updates from our Constable’s office.

The County has informed us that the School District is responsible for the school signs. That includes fixing and adjusting the signs from when flashing to time slots. We will engage with Pomona Elementary.

When I first moved to Pomona, traffic was light and the area was still growing. Over the years, the county has expanded rapidly and the amount of traffic moving through our community has changed dramatically.

From the beginning, the roundabout at Pomona Parkway and Kirby created safety concerns. The high vegetation in the center turned what should have been a simple traffic feature into something closer to Russian roulette. Drivers entering the roundabout had limited visibility, often hoping another vehicle wasn’t entering at the same time.

Once inside the roundabout, the problem continued. Drivers struggled to see what was ahead, especially when trying to determine if pedestrians were crossing at the crosswalks. That combination made the intersection frustrating and, at times, dangerous.

After several years of residents raising concerns through the HOA, the MUD stepped in to address the issue. Working to be strong partners with the community and keeping resident safety as a priority, the district took on the project to improve visibility and functionality.

I’m very happy with the results and grateful to everyone who helped push this forward. Small infrastructure improvements like this make a big difference in keeping our neighborhoods safe.

Here’s a summary of the important updates from our February MUD 39 meeting:

🌊 Storm Water & Community Enhancements

All storm water channels and ponds are operating properly. We are keeing an eye on the erosion around the detention ponds. Nothing to be concerned about. We will send our a survery via text and also our website.

🚓 Public Safety

Your safety remains our priority. Security matters are attached for your review, including updates from our Constable’s office.

We are aware that the school zone speed limit sign lights are not currently functioning. We are coordinating with the county to address the issue, as maintenance falls under their responsibility. In the meantime, we are also working to install posted signage with designated school zone times so the speed limit remains enforceable even when the lights are not flashing.

🛠️ Engineering & Infrastructure

The board approved the traffic testing. We will post the findings when it’s ready

We are working on our next phase for crosswalk improvements.

Note: Crosswalk improvements are intended to enhance driver awareness and pedestrian safety. Drivers are responsible for yielding and remaining attentive while approaching crosswalks.

🌾 Roundabout Vegetation

The Board has finalized a contract with a contractor to permanently remove vegetation around the roundabout and other areas of Pomona that present safety concerns. In the interim, I coordinated with the HOA to address the most urgent areas as a temporary measure. The HOA completed the trimming today while we await the contractor’s permanent removal work.

🗑️ Texas Pride

Due to the freeze, there may be a delay in trash pick up on Monday. Thank you for your patience ahead of time.

All storm water channels and ponds are operating properly. We are keeing an eye on the erosion around the detention ponds. Nothing to be concerned about.

🛠️ Engineering & Infrastructure

All active projects are progressing as planned.

We have instructed our engineer to coordinate with the County to do a traffic study along Pomona Parkway and Orchard Park. The last time we did one was in 2022 and did not warrant a stop sign or stop light. Now we’re in 2026, I believe it’s time for a new study especially with new homes being built and more thru traffic.

🌾 Roundabout Vegetation

The selection committee has narrowed a company to remove the vegetation in the roundabout and to add grass. We will officially vote on that company next month. In the meantime, I contacted the HOA to the very least cut the grass at the very minimum so that our neighbors are safe in the meantime. We appreciate the patience. We know this has been a long process and the MUD officially took this over a few months ago with experiencing two major holidays. This has been a quick turnaround in government timelines.

I want to thank those who came to our quarterly in district meeting. We were able to answer questions and discuss on-going projects.

🥶 Weather

I wanted to provide some updates as we prepare for the incoming freeze:

1) MUD 39/40 we have our own water and wastewater plant. So any boiling water notice does not affect us if surrounding MUDs or Cities are in a boiling water notice. Our water and wastewater plants have been winterized and have generator backups in case we lose power.

2) We worked with the HOA after our 2021 winter storm to have a generator at our social hall. God forbid we lose power, our social hall will be used as a warming center. Keep an eye out for any messages from the HOA.

3) Be safe, be warm, and be dry.

I and many residents are available to provide any assistance as we endure this winter storm together.

Here’s a summary of our Brazoria County MUD 39

This was the last meeting of the year. Nothing major to report attached is the activity summary from our constables.

There won’t be any trash services on Thursday due to Christmas day. Make sure to put out your trash on Monday.

Next week, the roundabout committee will be meeting and finalizing bids for the vegetation in the middle of the roundabout near Pomona elementary school.

The intent is to select one of these companies to remove the high brush in the middle and also at crosswalks for pedestrian safety. As you all know, this has been a long-standing issue starting from the Developer, then HOA. Now, the MUD is involved.

We are working with the County to switch out the cross walks yellow lights to red lights once the button is pressed.

Our signs within the older side of Pomona are getting close to their 10 year life span. We are engaging with our sign company to inspect, replace, or repair our signs in phases.

🌊 Storm Water & Community Enhancements

All storm water channels and ponds are operating properly. To further improve water quality and reduce odor, we’ve installed another fountain system at Big Island. This will help circulate water, eliminate algae buildup, and maintain cleaner, fresher ponds across the community.

Your safety remains our priority. Security matters are attached for your review, including updates from our Constable’s office. These reports highlight proactive patrol efforts and enforcement within our neighborhood. Our constables are now equipped with radar guns to improve their angles when an alleged speeder is coming through the neighborhood.

🛠️ Engineering & Infrastructure

All active projects are progressing as planned. We are opening bids for the removal and installation of improved landscaping and layout at the roundabout to enhance driver visibility and community aesthetics.

Directors Mike and Floyd will serve on the selection committee for this project.

Additionally, we’ve ordered new “Yield to Pedestrians” signs for crosswalks. These will allow law enforcement to enforce pedestrian safety measures more effectively and help ensure safer crossings for everyone.

Here’s a summary of the important updates from our August MUD 39 meeting:

🚓 Public Safety

Your safety is our top priority. Our Constable has purchased new radar guns, and deputies are now fully trained and actively using them to keep our community safe. Combined with the FLOCK camera system, this ensures stronger traffic enforcement and quicker responses to suspicious activity. Also, attached are the activity report and FLOCK Camera report.

💵 Taxes & Financial Responsibility

We are proud to announce that MUD 39 is lowering your tax rate by 5 cents this year. While many government entities are raising their rates, we are reducing ours — demonstrating strong financial responsibility and good stewardship of your tax dollars. When I became your MUD 39 President, we started with a $1.50 tax rate, now we are going to $1.19 next tax year.

We asked about MUD 40’s tax rate, as well.
MUD 40, also, decreasing by a nickel, from $1.35 to $1.30

By law, we must hold a public hearing before adopting the new rate. As your elected representatives, we want to hear from you.

💰 Brazoria County MUD 39 Over 65 and Disabled Exemption

The board was presented with options for Over 65 and Disabled Exemptions. The board selected the option with the most increased to $45,000 from $35,000 last year. This will procurede an average annual savings of $111.

🌾 Landscaping

I met with HOA and the Developer last week. The removal of the high grass at the roundabout next to the school and certain areas of Pomona is most likely moving forward. I will keep you posted.

🪧 Signs

Signs in which the MUD is responsible have been fixed.

The County is responsible for the school signs. We are currently making a deal with the County so that the MUD can fix the sign and get reimbursed by the County so that repairs can be expedited.

💧 Water Operations

We discussed skyrocket water bills. What could have happened is, especially in a new development, mud and dirty covers the water meter. So, Si Environmental will charge the minimum. Once the reader is visible, they will adjust the bill accordingly.

Ever since MUD 39 has been established, the water rates has been the following:

Water: $32
Sewer: $47.70
COH: $.28
For 10 years, the minimum total has been $79.98

Now, the new rates is the following:

Water: $32
Sewer: $52
COH: $.28

Making the total minimum total $84.28

🚑 ESD 3

We are still waiting on ESD 3 to accept our invitation to come in December.

🌾 Landscaping

A few residents have reached out to our HOA so that they can cut the landscaping down or change it all together. After years of pleading and no results, the MUD has communicated with Commissioner Linder about this issue. He agrees the high landscaping is an issue and is a public safety concern. I will update you all when I hear something.
