The Homeowner Disaster Recovery Program (HDRP) reached a significant milestone in July 2011 with the completion of the first reconstructed home. It has been a long road to recovery for program participants who recently watched as new homes replaced those destroyed by 2008’s Hurricane Ike. They are finding relief as they return with their families to familiar addresses. Across Harris County, homes
that were significantly damaged or rendered uninhabitable by Ike are entering various phases of construction through the HDRP program. Many are receiving much needed rehabilitation and others are being demolished to make way for new residences. As repair and rebuilding efforts continue, additional program participants can look forward to returning home later this year. Construction efforts are expected to quickly increase into the fall and winter as additional HDRP participants continue to progress through the program. In fact, reconstruction has started for over 38 participants and rehabilitation projects are either underway or have been completed for another 106. With the first home complete and many more well under construction, HDRP participants are receiving the assistance promised through the program.

Meal distribution sites are open throughout the HISD service area. Families are encouraged to bring their own bags, totes, or other storage when visiting meal distribution locations. Distribution will take place outside in the parking lot at the following locations:

Tune in to Fox 26 on Thursday, December 12th, 2019 at 6:30 a.m. as Harris County Community Services Department teams up with Fox 26 to spread holiday cheer to one area family as part of Fox 26’s 12 days of Christmas giveaways.
The DRC located at Harris County Social Services will remain open in Harris County to help residents affected by Tropical Storm Imelda. The DRC will operate on a limited schedule of 8am-12pm on Monday, November 11 in observance of Veterans Day. Residents can continue to apply for assistance through December 3rd.

Recovery specialists from the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), local and state agencies will be at the center to answer questions about disaster assistance and low-interest disaster loans.
Low Interest disaster loans from SBA are also available to businesses, private nonprofit organizations, homeowners and renters to cover residential and business losses because of Imelda. Applicants can visit the DRC for one-on-one assistance, or contact SBA:

The Community Services Department offers a Home Repair Program for those 62 or older or who have someone with a documented disability in the home. Repairs cover both Minor and Major renovations; including roof repair/replacement, handicap accessibility improvements, mechanical, electrical, and weatherization and plumbing. Septic or Water Well may also be available. All programs are grant funded.

Disaster Recovery Center Changes Hours Starting Sunday, November 3, 2019
Two Disaster Recovery Centers (DRC) remain open in Harris County to help residents affected by Tropical Storm Imelda. Starting on Sunday 11/3/19, both locations will be open from
8am-6pm, Monday-Saturday. All DRC Locations will operate on a limited schedule of 8am-12pm on Monday, November 11 in observance of Veterans Day.

Harris County Community Services Department (HCCSD) is developing the 2019-2023 Consolidated Plan, which will outline the community development and housing needs of Harris County for the next five years.
As part of the public participation and planning process, we are soliciting input from individuals and service providers though a General Public Survey over the next few weeks. The input you provide is essential in helping shape the goals and objectives of the Consolidated Plan and helps us determine the activities that will be funded in the areas of Housing, Infrastructure, Neighborhood Services and Facilities, and Community and Homeless Services. Hurricane season starts June 1, 2013
To prepare for a hurricane, you should take the following measures:
•To begin preparing, build an emergency kit and consider a family communications plan.
•Learn the elevation level of your property and whether the land is flood-prone. This will help you know how your property will be affected when storm surge or tidal flooding are forecasted.
•Identify levees and dams in your area and determine whether they pose a hazard to you.
•Learn community hurricane evacuation routes and how to find higher ground. Determine where you would go and how you would get there if you needed to evacuate.
•Make plans to secure your property:
•Cover all of your home’s windows. Permanent storm shutters offer the best protection for windows. A second option is to board up windows with 5/8” marine plywood, cut to fit and ready to install. Tape does not prevent windows from breaking.
•Install straps or additional clips to securely fasten your roof to the frame structure. This will reduce roof damage.
•Be sure trees and shrubs around your home are well trimmed so they are more wind resistant.
•Clear loose and clogged rain gutters and downspouts.
•Reinforce your garage doors; if wind enters a garage it can cause dangerous and expensive structural damage.
•Plan to bring in all outdoor furniture, decorations, garbage cans and anything else that is not tied down.
•Install a generator for emergencies.
