It is with great sadness to announce the passing of the Honorable Judge Ruben Guerrero. Judge Guerrero was a lifetime member of LULAC Council 60. He joins a long list of judges as LULAC 60 members, including but not limited to Judge Felix Salazar, Judge A.D. Azios, Judge James DeAnda and Judge Alfred Hernandez. Judge Guerrero served two years as Council 60 President and as legal advisor to the council. In the late 1990s, he was considered for a federal judgeship but was bypassed and was offered and accepted a position as a SBA Director for the Dallas/Ft. Worth region. Judge Guerrero was beloved by the members and was always willing to talk with the young members and offer advise. On behalf of the Council, we offer our most sincere condolences to the Guerrero Family. Rest in Peace Judge Guerrero.

It is with deep sadness to announce the passing of one of our own, Judge Ruben Guerrero. Judge Guerrero was a longtime member of Council 60 and serve two years as its president. On behalf of LULAC District VIII, I like to extend our deepest and heartfelt condolences to the Guerrero family. I was fortunate to have known the Judge for over 30 years. He was always there for LULAC. We will miss him dearly. Rest in Peace our LULAC Brother.

On Monday, July 27, the House of Representatives will advance the National Museum of the American Latino Act (H.R. 2420), which would establish a museum in the Smithsonian Institution dedicated to the preservation and celebration of over 500 years of American Latino history. With 295 bipartisan Members of Congress already in support, the Friends of the American Latino Museum (FRIENDS), the only national advocacy campaign striving for the creation of a Smithsonian National American Latino Museum.

Today I met with the Secretary of the Army and secretary of Defense , today regarding justice for the families of Vanessa Gullien, and Gregory Morales at the Pentagon in Washington DC. The secretary agreed to appoint a independent committee to review Vanessa's case and sexual harassment in the Army. He asked Lulac to recommend members to the independent committee. Was joined by our CEO Sindy Benavides, and Congresswoman Sylvia Garcia

REMINDER: COVID-19 testing at Barnett Stadium will be moving to HCC Southeast, 6815 Rustic. FREE testing at HCC Southeast will begin tomorrow (May 7) at 9 am. No testing will be available at Barnett after 4pm today. As before, testing at the new location at HCC Southeast is FREE and open to any resident – whether or not they are experiencing symptoms from COVID-19 – on a first-come, first-served basis. There is no need to call ahead or to pre-register. No walk-ups are allowed. Testing will be conducted by United Memorial Medical Center (UMMC) in partnership with the City of Houston and the Houston Health Department. Due to limited supplies, only 250 tests will be performed per day.

COVID-19 Test Registration

The City of Houston, in partnership with The Texas Division of Emergency Management, is bringing free drive-thru COVID-19 testing to the Hobby Airport area. A free mobile test site will open at 𝗗𝗮𝗻𝗶𝗲𝗹 𝗢𝗿𝘁𝗶𝘇 𝗠𝗶𝗱𝗱𝗹𝗲 𝗦𝗰𝗵𝗼𝗼𝗹, 6767 Telephone Road, through 𝗠𝗮𝘆 𝟵.

The tests are only for those showing symptoms and you are REQUIRED to make an appointment, which can be obtained by visiting TXCOVIDTEST.ORG or calling 512-883-2400.

Houston City Council approves $15M rental-assistance program

HOUSTON — The Houston City Council approved a $15 million rental-assistance program aimed to help Houstonians who have fallen behind on rent payments in April and May during the COVID-19 pandemic.
The program passed after a vote Wednesday morning and is expected to assist between 7,000 to 13,000 Houstonians, according to Mayor Sylvester Turner.
“The need is great in our city and we want to do our part to assist as many families as we can,” Turner said.
Funding for the program will come from the 2020 CARES Act passed by Congress earlier this year.
The program will be run by local non-profit BakerRipley, which will provide up to $1,056 to low- to moderate-income families who have fallen behind on April and May rent.
Turner said landlords can begin applying for relief as early as Thursday with renters able to apply beginning May 13. Money will be made available on a first-come, first-serve basis, the mayor said.
Landlords wishing to apply must agree to certain guidelines, such as agreeing to waive late rent, allow tenants to enter into a payment plan for rent and rescind any eviction notices issued the past two months.
The Texas Supreme Court has put a temporary hold on all evictions until May 18.
City housing director Tom McCasland said more programs will be needed to help Houstonians over the next six months.
City council will also consider a vote on moving $8 million in federal housing dollars to provide additional rental assistance.

He led the Mexican army at the Battle of Puebla to defeat Napoleon III and the French invading army. It is said that although the Mexican army was smaller they were able to defeat and crush the French, who were supposed to go on afterwards as reinforcments to the Confederate army in a battle going on in Gettysburg (the Civil War.)
