James Cargas - New Energy James first worked in the U.S. Congress as a Capitol Hill intern in 1985. After graduating from college, he returned to the U.S. House of Representatives as a Deputy Press Secretary when Texan Jim Wright was Speaker.

He subsequently attended law school in Washington DC at The American University while clerking at the Federal Energy Regulatory Commission. After working in private practice and in the energy industry, James was appointed at The President's Council on Sustainable Development in the Clinton/Gore White House and later at the U.S. Department of Energy under Sec. Bill Richardson. There is no better way to celebrate the 50th Anniversary of Earth day than to release Houston's Climate Action Plan. I was honored to be part of the Decarbonization Working Group and am looking forward to supporting its immediate implementation.

The next time a Trump-ster laments the loss of bipartisanship on Capitol Hill, share this with them.

The 5 seats on the Federal Energy Regulatory Commission (FERC) are allocated to: 2 Republicans and 2 Democrats, with the Chair being from the party in the White House. The long-standing tradition when there are 2 seats vacant is to nominate one person from each party so that both sides get something. The Trump Administration is intentionally violating this tradition setting up a partisan battle - remember which side started this skirmish.

Climate Action Plan

Mayor Turner and his Sustainability Office have released a draft Climate Action Plan for the Houston area. While prior mayors have taken significant steps to reduce the City’s carbon footprint, reduce local air pollution, and make City operations more energy and water efficient, this is the first time a comprehensive plan has been developed. It’s also the first time a target of net zero carbon emissions by 2050 has been established and embraced.

Comments to the draft plan are due tomorrow, August 31st.

Three years after the 1st Earth Summit in Rio de Janeiro, Molly Ivins lamented Congress' inability to get its science from scientists.

Sadly, this witty piece from 1995 is still relevant today. Not much has changed - at least not in the United States. The rest of the world signed on to the Paris Accords in 2016.

“One theory of government is that it only reacts to a crisis; trouble comes when we cannot even agree on what a crisis is,” Ivins wrote in a 1995 column about Congress’ lukewarm response to the threat of global warming.

Why We’re Challenging the 2020 Democrats to a Climate Summit

A presidential debate on climate change will be a success if time is spent on (1) detailing the economic and social benefits from the new green economy, and (2) hearing each candidate's plan for managing the transition so that nobody, including fossil energy employees, is left out of the new economy.

This article spends too much space on doomsday visions if we do nothing. Democrats need to move beyond arguing the accepted science, and start talking about their plans for action. After articles like this scare voters, someone needs to offer them an inclusive roadmap for America's future. The New Green Deal from New York starts that discussion. Now Houston must refine and perfect the roadmap. This proposed climate change debate will be a positive only if it too focuses on actions we can expect from a Democratic President.

This crisis deserves far more than 15 minutes of airtime.

Exxon Mobil announced that it has made the world’s third-biggest natural gas discovery in two years off the coast of Cyprus in the Eastern Mediterranean at the Glaucus-1 well.

The EU is considering developing a gas hub in the Mediterranean key to diversifying its energy sources and reducing its dependence on Russia, which supplies roughly one-third of the bloc’s gas. Ideas on how to accomplish this goal are three-fold according to Sohbet Karbuz, director of the hydrocarbons division, Mediterranean Energy Observatory: 1) to build a massive EastMed pipeline to ship natural gas from Israel and Cyprus to the EU through Greece and Italy; 2) develop an LNG plant to liquefy the gas and then ship it to Europe, or 3) a combination of both.

Sustainability, renewable energy, resilience, and climate change are no longer fads existing on the fringe. They now represent the heart and key drivers of energy production and conservation.

Vanguard Law magazine recently honored my career by featuring many of my accomplishments during the past decade as the City of Houston’s energy lawyer for three mayors. The author also captured my enthusiasm and passion for finding ways to successfully implement win-win solutions. I hope that bipartisanship and mutual respect will not die with President George H.W. Bush. These are some of the principles Pres. Bush lived by that allowed him to serve the American people and Houston for many decades as a successful public servant.

Indeed, he made a fortune from Texas oil and was later responsible for the Clean Air Act Amendments of 1990 that closed noncompliance gaps, reduced pollution, phased out ozone depleting chemicals, and helped launch my legal career a few years later as an environmental and energy lawyer. CAAA passed with overwhelming bi-partisan support. This legislation was not purely progressive or conservative; it was what our environment required for its protection.

Dorina and I extend our deepest sympathies to Pres. and Laura Bush and the rest of #BushFamily as they honor the memories of GeorgeHWBush so soon after losing Barbara Bush.

Energy trivia: it takes approximately 6.7 kWh to cook a 16 lb. turkey in an electric oven, and approximately 65 MBtu to cook that same turkey in a gas oven. At today’s prices that would total 46.7 cents for the electric oven and 20.4 cents for the gas oven.

Similarly, cooking with gas produces much less CO2 emissions than electric, and certainly less than charcoal and smokers.

Keystone XL pipeline construction to start in 2019

TransCanada has announced that it will begin construction on the Keystone XL pipeline from Canada to the Texas Gulf coast in a few months now that it received the last material approval from the EPA.

This would be a good time to remind TransCanada that it promised 42,000 jobs would be created. Former Speaker Boehner promised over 100,000 jobs would be created. And, President Donald Trump promised this $8 billion project would create 28,000 jobs.

Or, will the truth bear out that only 35 permanent jobs will be created as projected by the US State Department. Now that it’s moving forward, let’s keep the proponents honest by counting the real jobs created.

TransCanada says work on its long-delayed project will commence soon, though opponents vow to keep fighting
