Elect Bob Williams NC Senate District 6 Bob Williams has over thirty years experience working with Municipal, State, and Federal Government. He was a Criminal Investigator for the Air Force Office of Special Investigations and a Fraud Investigator working with domestic and foreign airlines.

In 2009, Bob retired from the Los Angeles Unified School District (LAUSD), the second largest school district in the United States. Bob was a Deputy Inspector General with the Office of the Inspector General with oversight to prevent Fraud, Waste, and Abuse. Bob Williams is a recognized business management professional by National leaders in Government, Industry, and Trade Associations. Bob was selected by Cook County and Chicago Bar Associations as one of three finalists for the Cook County Independent Inspector General from three hundred twenty-five candidates. Bob possess extensive knowledge and skills to manage complex and technical projects in high visibility organizations. Bob blends information technology and traditional management skills to resolve modern day business problems. Bob Williams grew up in a small rural farm community, before enlisting in the Air Force. While serving in the Air Force, Bob married Alice 43 years ago and they were blessed with a daughter and a son. They are also proud grandparents of a granddaughter and three grandsons. Bob was assigned to Los Angeles AFB and they ended up living in Los Angeles for twenty three years. In 2009, Bob and Alice retired from their respective careers and moved to Jacksonville. Bob is an Air Force Vietnam Veteran and served our Country in the military for twenty years. Bob Williams is a photographer and turned a hobby into a small business. Bob has been an avid photographer all his life and loves the outdoors. He combines his passion for photography with his outdoor activities in order to create spectacular pictures. Bob has been active in the community since moving to Jacksonville.

I want to thank everyone who worked on and supported my campaign for NC Senate District 6! It has been a long nine months, but the campaign is over and the voters have spoken. With 23 out of 24 precincts counted in Onslow and 7 out of 7 in Jones, it is clear that I did not win the Primary Election. Best of luck to Mike Lazzara in the November General Election.

There appears to be some confusion about when a candidate has to report expenditures. I have been filing candidate finance disclosures since 2013 with the Onslow County Board of Elections or the NC State Board of Elections. I have taken the required candidate financial training a few times and keep a copy of the financial manual handy for reference.

I spent over thirty years conducting financial and fraud investigations and believe I have a pretty good understanding of transparency and disclosures. I have always filed my candidate donations and expenditures in the report period they were incurred. If I made a purchase on credit, I reported the purchases when they were made, regardless when the credit card was paid. I also reported when I paid the credit card. I also don't recall doing business with any merchant for campaign materials that didn't want to be paid before they were delivered.

Here are a few excerpts from the NC State Board of Elections Campaign Finance Manual regarding expenditures and reports.

Expenditure

Any purchase, conveyance, deposit, distribution, transfer of funds, loan, payment, gift, pledge or subscription of money or anything of value whatsoever, any contract, agreement or other obligation to make an expenditure to support or oppose the nomination or election of a candidate for office or the passage of a ballot measure. An expenditure forgiven by a person or entity to whom it is owed shall be reported as a contribution from that person or entity.(p16)

Treasurer

An individual appointed by a candidate, political committee, or referendum committee to comply with conditions and requirements as provided in N.C.G.S. § 163A-1412 or N.C.G.S. § 163A-1496. All treasurers are required by law to receive training provided by the staff of the State Board of Elections. Note that certain persons, including candidate spouses, are restricted from serving as treasurers.* For more information, please see “Appointment of Treasurer” on page 24. (p22)

An individual appointed as treasurer has multiple responsibilities. He or she must maintain all financial records of the committee. These records should describe every transaction of the committee, and should include documentation supporting all contributions and expenditures. The treasurer is responsible for the timely and accurate filing of all required reports. Committees whose treasurers fail to file reports in a timely manner may incur a financial penalty. (p27)

Disclosure reports are considered to be filed timely if they are received by the due date of the report or postmarked by the due date of the report. (p59)

We are in the midst of a Republican Primary Election and i am a candidate for NC Senate District 6. Elections work best when the majority of registered voters come out to vote. Voter turn out for primary elections is historically low and many factors may contribute to low turn out. Apathy, lack of qualified candidates, or lack of information about candidates may be reasons for voters to ignore their duty to vote.

I cannot do much about voter apathy, but my goal has always been to be a qualified candidate and provide as much information about me to voters as possible to let them make an informed decision. Part of the process of running for the NC Senate District 6 has been taking the time to answer questions from a variety of interest groups. Many of these groups make endorsements or provide voters with the responses to questions posed to candidates and also rate the candidates.

A Google search for Bob Williams NC Senate 6 will yield the results for some of the questions I have answered. I will also be posting some of the website addresses to make it easier to learn my views on issues.

Jones County will have only one location to vote early; however, Onslow County will have four locations. A total of fifteen days will be available to vote early, including three Saturdays.
