Onslow County Government The structure of local government in Onslow County was established in the late 19th century and consists of a seven-member Board of Commissioners.

Attracted by the waterways and longleaf pine forests, the first European and English settlers arrived in Onslow County in 1713. Onslow County was formed in 1734 and was named for the Honorable Arthur Onslow, Speaker of the British House of Commons. After a lethal 1752 hurricane, the county courthouse was relocated from Town Point to Wantland’s Ferry; this settlement was eventually incorporated in 1842 and named Jacksonville after President Andrew Jackson. Onslow County dramatically changed in the early 1940s with the establishment of the Army’s Camp Davis near Holly Ridge (now closed), and the creation of Camp Lejeune in 1941. Onslow County’s flat, gently rolling terrain covers 767 square miles and is located in the southeastern coastal plain of North Carolina, approximately 120 miles east of Raleigh, and 50 miles north of Wilmington. The city of Jacksonville is the county seat, and the areas surrounding the city constitute the major population centers and growth areas in the county. The county is home to more than 150,000 people and includes the incorporated towns of Holly Ridge, Richlands, Swansboro, North Topsail Beach, part of Surf City, and unincorporated Sneads Ferry. Approximately 156,000 acres comprise the U.S. Marine Corps Base, Camp Lejeune and more than 43,000 marines and sailors are stationed there. Onslow County Government consists of a five-member Board of Commissioners, elected at large for four-year terms. Commissioners are: Chairman Jack Bright, Vice-Chairman Royce Bennett, Commissioner Paul Buchanan, Commissioner Robin Knapp and Commissioner Mark Price. The Clerk to the Board is appointed by the Commissioners and serves at the pleasure of the Board. Ms. Julie S. Wand was appointed in February, 2011. Onslow County Government employs over 1,200 people in the county.

Mission: Onslow County offers the ultimate in outdoor coastal recreation and sports with over 30 miles of beautiful beaches, rivers and ocean teeming with an abundance of marine life, and forests filled with diverse wildlife. The scenic 40 mile long New River is the only large river in the continental United States with headwaters and mouth in the same county. Onslow County also remains an important agricultural force, its rich farmland still yielding bountiful crops. Today the abundance and beauty found in scenic terrain, shoreline, and seascape continue to define Onslow County, attracting industry, tourism, and families to our distinctive community.

PUBLIC NOTICE:

Onslow County Health Department Continues to Persevere through the COVID-19 Pandemic, Vaccinating Over 500 Phase 1 Individuals

(ONSLOW COUNTY, NC)— December 31, 2020, the Onslow County Health Department (OCHD) has been working diligently this past week despite holidays to administer over 567 vaccines to phase 1a eligible individuals in Onslow County.

Last week OCHD received its first shipment of 1,000 doses of the Moderna COVID-19 vaccine. The agency along with various County Government Departments and staff have successfully transitioned the Multipurpose Complex that houses Senior Services and the Extension Office into a Point of Dispensing (POD) location for the vaccine.

Following the original Vaccine Distribution Prioritization Framework that was shared with local health departments, OCHD began vaccinating healthcare workers, emergency preparedness workers, and those individuals critical to the infrastructure and response to the pandemic. Since then, the Governor has released an updated schedule for vaccine distribution. The agency plans to make changes to its scheduling to incorporate the new and revised priority groups.

“Things continue to be ever-changing in this response,” said Sheri Slater, Assistant County Manager for Onslow County. “Our agency is working diligently and efficiently to vaccinate our community and not be wasteful with the vaccine while administering as many as possible to those phase 1a individuals who are ready and willing to take the vaccine.”

The timeline for how quickly local health departments and providers can move through the phases is still unknown. As information becomes available, OCHD will use a variety of media outlets and sources to promote vaccination throughout each phase with guidance regarding whom the vaccine can be administered as well as when, how, and where the vaccine will be provided.

The Moderna COVID-19 Vaccine has not been approved or licensed by the US Food and Drug Administration (FDA) but has been authorized for emergency use by FDA, under an Emergency Use Authorization (EUA), to Coronavirus Disease 2019 (COVID-19) for individuals 18 years of age and older.

If you purchased a LIVE Christmas tree this year in Onslow County and find any insects or potential egg masses on the tree, please take a clear photo of the insect and send to Whitney Swink with the NCDA at [email protected]

There is concern that the Spotted Lanternfly may have hitched a ride on some trees that came from Pennsylvania and we want to catch this pest as soon as possible if it is in our county.

Holiday gatherings are beginning, however we want to encourage all of our citizens to stay safe!

Here are a few tips to keep in mind if you and your family choose to gather this holiday season:

+wear masks in tightly enclosed areas
+keep gatherings small and with individuals you have contact with regularly
+avoid travel if possible
+if you do travel, make time to get tested prior to leaving
+keep gathering areas well ventilated and windows open
+thoroughly sanitize commonly used areas
+wash your hands and avoid gathering if you have any illness symptoms

Remember, it is still cold and flu season, so many of these practices can help keep you and your loved ones safe and minimize exposure!

Pay your taxes on or before the deadline January 5, 2021 to avoid being delinquent.

There are multiple ways to do this:

1. By Mail: the easiest way to ensure your taxes are paid is by sending payment via mail service. Please include the payment coupon.

2. Drop Box: Place payment, payment coupon, and parcel number in an envelope into the designated Drop Box outside the Onslow County Government Center. (no cash please)

3. Pay Online: You may also pay online at http://www.onslowcountync.gov/269/Tax-Office however, please note there are card processing fees for using the online portal.

4. Pay Cash, Check, Card at the Tax Office: in-person only

The tax office is highly encouraging citizens to mail in, drop off, or pay tax bills online this year. Due to social distancing requirements and ensuring our employees stay safe, we are also encouraging citizens to call prior to arriving to the government center.

Updated Planning & Development Department Operations will be effective as of 5:00 PM, Monday, November 30, 2020:

● The Onslow County Planning and Development Department is currently closed to walk-in traffic.

● Customers with serious emergencies may be assisted by appointment only when meeting space is available in Room 111 or Room 107 of the Onslow County Government Center. Masks are required.

● Customers requiring signatures may make an appointment and our staff will meet them outdoors.

● Permit applications may be dropped into the “planning bin” in the foyer to be processed by our staff. This bin is checked hourly.

● Any questions you may have about an application may be directed to 910-455-3661.

● Applications may also be submitted via email:

Land Use/Planning applications may be sent to [email protected]

● Residential trade applications may be submitted though our Citizen Self Service Portal (CSS). https://onslowcountync-energovpub.tylerhost.net/Apps/SelfService#/home

● We encourage customers to use the CSS portal to schedule inspections, monitor their application progress, search pending planning requests, code cases, and permits.

● The monthly gathering of the Technical Review Committee will resume virtual meetings immediately until further notice.

● The Board of Adjustment and Planning Board meetings will take place as noticed. Be advised attendance at these meetings requires a face mask and a security check.

● One contractor is permitted to attend with a building inspector or zoning official during an inspection and 6-feet of distance must be maintained. Additional construction personnel are not allowed.

● We continue to suspend sending our field staff into residences to perform minimum housing inspections

COVID-19 Change in County Building Access.

Please note the following exceptions and special information that will be effective as of 5:00 PM, Monday, November 30, 2020:

✨Public access will be permitted for all publicly-noticed governmental meetings, but meeting attendance will be restricted in number in compliance with current Executive Orders.

✨Albert J. Ellis Airport continues to be accessible. To reduce the risk of crowding at the County airport during the holidays, family and friends meeting inbound or sending off outbound passengers are asked to wait in their vehicles in the parking lot.

✨Onslow County Public Libraries will be accessible to the public (masks required) Monday-Friday, 9AM-Noon, and 3-6PM for computers, browsing shelves and WiFi usage; Monday-Friday, 10AM-Noon, and 4-6PM curbside pickup will be available; on Saturdays, the Main Library will be publicly accessible 10AM-2PM; all in-person programming is suspended.

✨Onslow County Tax Office will still be accepting payments prior to the January 5, 2021 deadline, and will spread out to provide services to both the first and second floor of the Government Center to improve safety. Please make payments online or by telephone if possible, or use the secure drop box located in front of the Government Center.

✨Onslow County Health Department services will continue offering in-person services by appointment only.

✨Animal Services will be answering emergency calls in person. Please call ahead to make an appointment for in-person assistance at Animal Services.

✨The Meadowview Road Landfill and all convenience sites will continue on a regular schedule (and are closed only for Thanksgiving Day). Payment boxes will be reinstalled at convenience sites. Please bring exact change if possible.

✨The Register of Deeds office will be closed to the public, and will offer online services. Limited appointments are available for marriages and notary oaths, but please call in advance.

✨The Register of Deeds will accept maps and documents for recording that are brought to their front door.

✨The Onslow County Museum will continue to limit capacity and require masks, (but are open regular hours on Saturday after Thanksgiving).

✨Onslow County Senior Services is suspending all in person programming, but will continue in-home aide, drive-through congregate meal pick-up, and home delivered meal programs.

✨The Courthouse and Justice Center (Sheriff’s Office) are currently exempted from the closure to the public, and continue having publicly accessible facilities. Please go to nccourts.gov to get information about the court system and individual court times. Extra spacing and mask requirements have been put into place at both facilities.

✨Parks and Recreation facilities will remain open but citizens are reminded to wear masks.

✨Social Services has online access for citizens on their County Internet page for changes to their income maintenance services cases as well as access to Food and Nutrition Services and Medicaid online through ePASS as well.
