As we get ready for the 2020-2021 school year, I wanted to update you on our Back-to-School efforts. To the maximum extent possible, DoDEA schools will operate brick-and-mortar schools on a regular full-time schedule when installations are in Health Protection Conditions (HPCON) Alpha or Bravo.

The Department of Defense Education Activity (DoDEA) is releasing its operational guidelines and protocols for schools and is providing additional student learning options for the upcoming school year 2020-2021.

At the DoDEA Return to School website (https://www.dodea.edu/returntoschool.cfm), DoDEA published its DoDEA COVID-19 Operational Guidelines and Protocols for Schools, which provides DoDEA district and school leaders with general guidelines and protocols for establishing and maintaining safe school environments that reduce the risk of COVID-19 virus spread. To the maximum extent possible, DoDEA schools will operate brick and mortar schools on a regular full-time schedule when installations are in Health Protection Condition (HPCON) Alpha or Bravo conditions. There will not be alternating days, half-days, or staggered schedules.

For students and families with health vulnerabilities related to COVID-19 or for those who are concerned about their students returning to brick and mortar schools, DoDEA is offering a virtual option for students in kindergarten to 12th grade for the first semester. Student registration for the virtual option is open from now until July 28 with a school start date of Aug. 24.

“We understand that some families may have circumstances where they do not wish to or are unable to send their child(ren) to the brick-and-mortar setting," said Dr. Judith Minor, the DoDEA Americas Director of Student Excellence. "While we have confidence in our communities to enact mitigating measures in conjunction with local health and CDC guidance, we will also provide a virtual platform for higher-risk students to continue to learn virtually.”

Message from DoDEA Americas Director of Student Excellence

Dear DoDEA Americas Parents, Guardians, Students and Staff:

As we prepare for the start of the 2020-2021 school year, I wanted to update you on our progress. The Department of Defense Education Activity (DoDEA) recently released the “Ensuring a Safe & Healthy Return to School" guide to assist schools in developing mitigation strategies to be implemented during the various Health Protection Conditions (HPCON) levels of the COVID-19 pandemic.

The purpose of this guide is to provide school leaders with a range of considerations to review for the start and over the course of SY 2020-2021 to safely and effectively implement teaching and learning.
Different circumstances at each school will require flexibility in plan development as each building’s staff reviews health and safety protocols for each location.
School and district leaders are expected to collaborate and partner with installation commanders as they develop their school plans within their local communities.
With the ever-changing impact of COVID-19, it is important to note that details and plans may be subject to change pending the state of local community health as we approach the first day of school. This also holds true as we monitor each community’s health status over the course of the school year.

Know that DoDEA is working nonstop in conjunction with the local military commands to consider every safety measure, teaching model, and scenario that will impact our students, families, and staff members for this upcoming school year. We have been conducting research, analyzing stakeholder insights, conducting bi-weekly COVID-19 meetings, standing up a COVID-19 working group, and connecting with our Association partners to establish operational protocols as we continue to closely follow and adhere to guidelines from the Centers for Disease Control and Prevention (CDC), the Department of Defense (DoD), and installation health officials.

I am incredibly thankful for the amazing people in our school communities – teachers, essential workers, parents, administrators, support staff, installation partners and community members – who have gone above and beyond to ensure we will continue to meet the needs of our students during the unprecedented COVID-19 pandemic. We ask for your patience as our team continues to work through the many issues that must be addressed. Rest assured that we will update you and communicate with you often as information becomes available.

Dodea Mid-Atlantic District

Department of Defense Education Activity (DoDEA) recognizes Juneteenth (a blending of the words June and nineteenth), which is the oldest known celebration of the end of slavery in the United States.

It is also known as Freedom Day, Jubilee Day and Cel-Liberation Day.

It commemorates June 19, 1865, the day that Union Maj. Gen. Gordon Granger rode into Galveston, Texas, and told slaves of their emancipation from slavery. Texas was the last state in rebellion, following the end of the Civil War, to allow enslavement. Although the rumors of freedom were widespread prior to this, actual emancipation was not announced in the last state practicing enslavement until General Gordon Granger came to Galveston, Texas and issued General Order #3, on the "19th of June", almost two and a half years after President Abraham Lincoln signed the Emancipation Proclamation.
