I have seen questions and concerns about the new plan for benchmark lump sum payments for teachers approved by the Katy ISD board on July 16.

As you may know, we are currently in a very tight budget year. We went into deficit to fund the 3% salary increase for ALL staff approved in May. Only about $775,000 was in the budget for this new program, so the board said we should stay within a range of $775,000 to $1,000,000 max. The plan that was approved will cost $855,000 next year. If we used this same amount to give every teacher a lump sum payment this year, each teacher would only receive $170.

The July 16th meeting was the third opportunity for public open forum input. The Board’s Teacher Retention committee and all board members have had the opportunity, and have received input from teachers. All board members had the opportunity to propose alternatives.

It’s understandable that some may be initially frustrated at what was approved, but we have limited funds and could only afford to structure the lump sum payment for 5 year benchmarks instead of for every year elapsed. If we had tried to pay every teacher for each year, instead of at 5 year benchmark years it would cost around $3.2 million to $6.4 million depending on the exact payment amounts. This is not feasible. The decision was either to do nothing (as some Trustees suggested), or try to spread the available dollars around in order to put something in place now. This is a new initiative by the board to try to do something extra to show appreciation for service, longevity and loyalty. Hopefully, we can enhance this plan in the future depending upon financial considerations. We have to start somewhere. Detailed information on the plan is available on the Katy ISD website.

What a difference a year makes! So grateful that in spite of this “guidance” that TASB gave, the majority of our Katy ISD board approved our “Student Welfare: Parental Authority and Gender Fluidity Matters” policy. The governor recently instructed the TEA to ignore the Title IX rewrite as an illegal dictate and pursued litigation. A federal court has agreed and ruled in favor of the State of Texas. Thank you Texas, and thank you Katy ISD for standing strong!

Tonight our district closed out two weeks of intensive cheer camps for our junior high cheer teams. We loved attending tonight’s showcase to see our granddaughter and the Tays cheer team. Great news for TexasđŸ‘đŸ» This court ruling protects K-12 girls in Texas schools. Furthermore, it protects teachers and students from being required to use pronouns based on gender identity rather than biological s*x. This ruling is consistent with, and confirms, the policies enacted by our Katy ISD board in August of last year.

Texas Attorney General Ken Paxton has won a major victory against the Biden Administration’s Department of Education (“DOE”), stopping its attempt to rewrite Title IX to force Texas schools to adopt radical “transgender” policies in violation of state and federal law.

On Monday night the Katy ISD Board came together for a Special Workshop Board meeting. (One of three meetings this month).

The focus was on the district’s capital projects procurement process. It is important for board members to increase their understanding of laws and best practices for the evaluation and selection of contractors for projects such as new construction and facility renovations.

Hey parents and educators! This is your opportunity. Submit feedback to the State Board of Education or come to their meetings. This is the beginning of the public comment period for the new instructional materials review and approval process as established by House Bill 1605.

The new Instructional Materials Review and Approval (IMRA) process was enacted under House Bill (HB) 1605 (88th Texas Legislature, Regular Session, 2023) and brings new components to a single, SBOE-governed review of instructional materials.

Last week we had the pleasure of attending the Tays Junior High 6th grade awards ceremony for my granddaughter. Although starting junior high can be intimidating, she has had the best experience at Tays. Hats off to principal Tara Haworth, 6th grade AP James Cook, and the many teachers at this school who pour into the kids daily. They are making this school a place the kids love!

I want to address concerns about raises for district employees not being on this past meeting’s agenda. I also received an email from a teacher today with this same concern. I would like to share my response here. It is inappropriate to discuss specifics on compensation prior to the board having the opportunity to review and discuss the budget projection. Teacher and other staff raises are a huge priority for me dependent upon the district’s financial position.
