Julie Boehm has worked as a dispatcher in the Communications Division of HCSO for 18 years. In addition to working at Harris County’s 911 call center, Boehm is trained as a tactical dispatcher who can work in the field.
"I like to be the calm voice for the deputies,” said Boehm. “When they’ve got something going on that’s tragic. Or they’re fighting with somebody and they hear that voice on the radio that’s calm, it helps keep them calm and lets them know that somebody’s listening and somebody’s getting help to them.”

The governor wrote in a letter Friday to Secretary of State Mike Pompeo that Texas “cannot consent to initial refugee resettlement” for fiscal year 2020.
Since fiscal year 2010, “more refugees have been received in Texas than in any other state,” he wrote.
“In addition to accepting refugees all these years, Texas has been left by Congress to deal with disproportionate migration issues resulting from a broken federal immigration system,” he wrote.
The governor wrote that Texas and nonprofit organizations had a “responsibility to dedicate available resources to those who are already here.”
2020 COST HIKES FOR KEY IMMIGRATION PROCESSES - CHANGES IN CITIZENSHIP TEST, AND NEW REASONS FOR DENIALS
USCIS plans to increase its fees this year, including an 83% increase for a U.S. citizenship through naturalization application — from $640 to $1,170.
In an unprecedented move, it will also charge $50 to asylum seekers for their application. That will make the United States one of only four countries around the world that charge a fee for humanitarian protection.
Other increases will hit petitions for employment authorization — Form I-765, which will go up by 20% to $490 — and for removing conditions on permanent residence obtained through marriage (Form I-751), which will go up by 28% to $760.
USCIS is expected to soon publish a final rule with all the new fees.

A federal judge in Boston ruled Wednesday that it's unconstitutional for the federal government to place the burden of proof on undocumented immigrants in bond hearings. The decision from U.S. District Court Judge Patti Saris will usher in sweeping changes to the way bond hearings are administered in Boston immigration court.
Saris ruled that asking an undocumented immigrant who is eligible for bond to prove why they are neither a flight risk nor a threat to the community violates the individual's due process.
"This case was about protecting a fundamental constitutional principle that the government cannot jail people without showing a reason," he said Wednesday. "I think if the due process clause means anything, it has to mean that."
U.S. District Court Judge Patti Saris ruled that asking an undocumented immigrant who is eligible for bond to prove why they are neither a flight risk nor a threat to the community violates the individual's due process.

The rule authorizes asylum officers in expedited removal proceedings and immigration judges in regular removal proceedings to conduct a threshold screening to determine whether an alien is barred by a Safe Third Country agreement from applying for asylum. Aliens who are barred will have to choose between applying for asylum in a Safe Third Country and going home (unless they have some other basis for lawful status in the United States).
Those would be the only choices: apply elsewhere or go home.
The United States currently has Safe Third Country agreements with El Salvador, Guatemala, Honduras, and Canada; the agreement with Canada, however, is subject to different rules.
The new rule applies prospectively to aliens who arrive at a United States port of entry - or who enter or attempt to enter the United States between ports of entry - on or after Nov. 19, 2019.
Those would be the only choices: apply for asylum elsewhere or go home.
One less hurdle for immigrants who got green cards through marriage — even after divorce
Immigrants who have conditional residence green cards through marriage can now adjust their status without an immigration judge order even in case of divorce. Foreigners now apply directly to USCIS to change.
New policy guidance in the USCIS Policy Manual announced Thursday puts an end to some of that uncertainty in certain circumstances, clarifying when the agency may adjust the status of a foreign national whose CPR has been canceled.
The policy update establishes that an immigration judge “does not need to affirm the termination of CPR status before the alien can file a new adjustment of status application,” USCIS said in a news release.
