We would like to give thanks to the anonymous donor which provided 21 meals at Mr Jim's Pizza for all Keene Public Works Department personnel and city staff who office at the Keene Municipal Complex.

The donor arranged for give certificates valued at $15 each to be distributed to each member of public works and city personnel.

Last week, another anonymous donor provided meals at Keene City Station for each member of the Keene Fire Rescue and Keene, TX Police Department.

In the photo below are, from left, Mr Jim's co-owner Suzanne Stricklin, Keene Economic Development Corporation Director Molly Martin and City Manager Mike Boese. They are holding the gift certificates.

The Keene Police Department has received several calls in the past three weeks about raccoons acting odd in the daylight hours.

We have been in contact with Game Wardens from the Texas Parks and Wildlife Division and confirmed the cases are Distemper. Distemper can be transferred to dogs, cats, and possibly humans. We would like to remind everyone to make sure that your animals are up to date on their shots.

Please call us and do not approach these animals, especially if they are acting strange.

The City of Keene is pleased to welcome Chief Bradford (Brad) Hunt to the team and we look forward to working with him. Once the restrictions from Johnson County and the State of Texas get lifted, the city will host our residents to a meet and greet our new Police Chief.

The Keene Police Department would like to welcome and introduce the new Chief of Police Bradford (Brad) Hunt.

Chief Brad Hunt is a 25-year veteran of the Temple Police Department where he served as the Division Commander over Special Operations, which included Community Police, Traffic, School Resource, Violent Crimes, SWAT, Hostage Negotiators, and Honor Guard.

Chief Hunt was the Program Manager for the Department’s successful endeavor to attain Recognized status in the Texas Police Chief’s Association Best Practices Program in 2019. He is an experienced supervisor with extensive fieldwork and communication-oriented assignments.

Chief Hunt has been active in many units and functions at the Temple Police Department including Administration, Investigations, K-9, Patrol, and Animal Services, to name a few. He also was the first full-time Public Information Officer for Temple PD and charted the course for that function. As a result he has a great deal of experience in dealing with the media and being on camera.

Chief Hunt has a Bachelor’s Degree in Criminal Justice with a minor in Psychology, from Stephen F. Austin State University and instructed at the Basic Police Academy at Central Texas College and Temple College from 1999 to 2012. He graduated from Session 269 of the FBI National Academy in Quantico, Virginia, in 2017.

Chief Hunt continually seeks opportunities to teach others and interact with members of the community, intending to improve and sustain positive relations with community stakeholders, citizens, leaders, the media and regional law enforcement members.

Chief Hunt is blessed with children ages 1 to 21 and spends his free time coaching youth sports, mentoring area youth, supporting Special Olympics, and relaxing with his family.

Mayor Statement – Declaration of State of Disaster due to a Public Health Emergency

As Mayor of the City of Keene, I want our community to know that from the onset of this threat, the city council and city staff have been monitoring the threat posed to our community by the Coronavirus.

As national timelines have been moved until the end of April highlighting the need to maintain social distancing, I, Mayor Gary Heinrich issued a declaration of disaster related to a public health emergency to ensure the city maintains readiness to assist our citizens and reduce the spread of this virus.

The City of Keene will continue to comply with all regulations set by Johnson County Commissioners Court.

City Hall has been closed to the public for the time being, but rest assure that our staff is still here and ready to assist our citizens. If you lost your job or lost some portion of your income, please contact the utility department by phone at 817-641-3336 option 2, for assistance regarding your utility bill.

City staff will continue to communicate with the public as the situation changes. Our residents are encouraged to visit our website, www.keenetx.com or follow our city’s official social media page to remain connected.

Community members are encouraged to follow the CDC’s tips for stopping the spread of germs. These include avoiding close contact with people who are sick, covering coughs and sneezes with a tissue, avoiding touching your face, clean and disinfect frequently touched objects and surfaces, staying home when you are sick except to get medical care, and washing your hands often with soap and water for 20 seconds.

Those who are sick and think they have been exposed to COVID-19 and develop a fever and symptoms such as a cough or difficulty breathing should call their healthcare provider or local hospital for medical advice, as recommended by the CDC.

As of 2:30 p.m., Johnson County Commissioners Court passed a fourth amendment to “Declaration of Local State of Disaster Due to Public Health Emergency.” To promote health and suppress the virus, this amendment orders Johnson County residents to stay at their place of residence except as permitted in this Declaration. For detailed information please read the attached link to the declaration.

The City of Keene services and emergency services will continue to operate as normal and our City Hall staff will remain available to assist our citizens.

Earlier today, Governor Greg Abbott issued several Executive Orders regarding the COVID-19.

Attached are pictures of the full transcript but below are the 4 Executive Orders passed by the Governor.

Order No. 1: In accordance with the Guidelines from the President and the CDC, every person in Texas shall avoid social gatherings in groups of more than 10 people.

Order No. 2: In accordance with the Guidelines from the President and the CDC, people shall avoid eating or drinking at bars, restaurants, and food courts, or visiting gyms or massage parlors; provided, however, that the use of drive-thru, pickup, or delivery options is allowed and highly encouraged throughout the limited duration of this executive order.

Order No. 3: In accordance with the Guidelines from the President and the CDC, people shall not visit nursing homes or retirement or long-term care facilities unless to provide critical assistance.

Order No. 4: In accordance with Guidelines from the President and the CDC, schools shall temporarily close.

These orders will be effective on a statewide basis starting at 11:59 PM on March 20, 2020 and will end at 11:59 PM on April 3, 2020, subject to extension thereafter based on the status of COVID-19 in Texas and the recommendations of the CDC.

Small businesses, small agricultural cooperatives and some private non-profit organizations that have suffered substantial economic injury due to COVID-19 may be eligible for an Economic Injury Disaster Loan (EIDL) of up to $2 million, which will provide the necessary working capital to help businesses survive until normal operations resume after a disaster. EIDL assistance will only be available to small businesses when the SBA determines they are unable to obtain credit elsewhere.

Here's the latest on what you can expect across North & Central TX tonight and Wednesday. The threat for strong to severe storms is expected to increase across Central TX after 3 AM. The main hazard with these storms will be large hail, though damaging winds and a tornado or two can not be ruled out. Heavy rain may also result in isolated flash flooding and river flooding thru Wednesday. Thunderstorms that develop across North Texas are expected to remain sub-severe. Widespread showers and isolated thunderstorms will continue through Wednesday.
