3. Why should voters select you on May 5?

I love serving and giving back to residents of Wayne township. As trustee along with my advisory board consisting of Jim Dazey, Heidi Speelman and David VanderKaay, we create budgets annually that determine how much money is allocated for residents in need of township assistance, fire protection, parks and recreation and community enhancement projects. It is imperative that the decisions to spend tax dollars is carefully thought out as to not raise taxes unnecessarily. I carefully discuss these decisions with the board and only budget for what is needed. This careful consideration of taxpayer’s money is why the voters should vote for me on May 5th. I am a good steward of township funds and I appreciate your vote.

What is the top issue facing Wayne Township and how would you address it?
I believe there are two issues facing Wayne Township and township government throughout Indiana as a whole:
1. Declining budgets and revenues in the cities and townships: due to recent legislation and the expiration of emergency federal assistance known as the CARES Act, (pandemic-era funding) that buffered city and town finances, revenues for Kendallville are in decline. Also, part of the decline is due to rising operational costs in maintenance, labor and healthcare benefits. In addition, the state of Indiana has restricted the ability of local city and town governments to increase taxes or explore new revenue sources, forcing them to operate within tight constraints and tighter budgets. What this means is that in the future, the city of Kendallville will depend on all of the revenue and then some that Wayne Township provides through the Fire Department, Recreation and Parks and Lakeview Cemetery contracts. This will require budget requests from the township that are balanced and intentional to aid in the operation expenses of Kendallville and Wayne Township and not increases taxes.
2. Township Mergers: the second issue facing Wayne Township is the recently enacted legislation signed by Governor Braun on March 5, 2026 that calls for the forced merger by 2029 of inefficient townships based on failing townships that don’t provide their residents:
• Emergency services.
• Township assistance to for rent, utilities, food, prescription needs, and burial assistance.
• Failures and citations during annual audits.
• Not submitting the required annual budget approved by the Township Board.

As I have previously stated, I provide township and emergency services to township residents, don’t have audit failures and submit carefully thought out annual budget requests. However, this must continue for the next four years so that Wayne Township doesn’t merge with another Noble county township and risk the city of Kendallville losing all of the money and support provided by me and the Wayne Township Advisory board.

What life experiences/work history make you qualified for this position:

As the Wayne Township Trustee for the last 28 years consecutively, I have always operated with a balanced budget, proving responsible fiscal conservative stewardship of taxpayer dollars and full compliance with Indiana law. In doing so, I have successfully funded many projects for the city of Kendallville and Wayne Township including:
• The Kendallville Park Department, providing matching grants for playground builds, additional seasonal staff and to help sponsor summer activities and events. Bixler Lake Park and Campground including a new dump station and septic line.
• All of the Practice fields and fencing, storage barn, batting cage facility and fencing improvements on the ball fields at the Kendallville Outdoor Recreation Complex.
• Total restoration and ongoing maintenance of Kammerer, Weston Chapel, Perseverance, and Lakeview cemeteries including equipment and facility upgrades for cemetery care.
• Installation of a hitching post in downtown Kendallville to accommodate our Amish residents.
• And new for 2026, the paving of the roads at Lakeview Cemetery. We will begin paving the west side of Lakeview this summer and have the project completed within three years without raising taxes.
These accomplishments are in part a result of a very good working relationship with Mayor Waters and past mayors, Suzanne Handshoe and Larry McGahen and myself.
Each year, I am responsible for providing township assistance to more than 160 local households and families who are unable to meet basic needs. Assistance includes rent, utilities, food, prescription needs, and burial assistance — delivered efficiently, fairly, and according to Indiana guidelines and requirements.
While benefitting Wayne Township, I have made significant investments in fire protection with the Kendallville Fire Department, including:
• Funding and loan payments toward a $1.6 million new aerial ladder truck.
• Replacement of aging fire trucks and rural response vehicles.
• Repairs and maintenance for tankers and equipment.
• New structural fire boots for firefighters.
• Support for tornado sirens protecting township residents.
Public safety for the residents of Wayne Township is and remains a top priority of mine.
My wife Lori and I have raised our three children (Zach, Meghann and Nick) in Kendallville attending East Noble Schools, K through 12 grade. I have a Bachelor of Science degree in Public Administration (SPEA) from Indiana University, Bloomington and 40 years of experience working as a Human Resources Manager in the Tier 1 Automotive and Banking industries. With my experience as Wayne Township Trustee, I also mentor, advise and train other township trustees across the region on how to balance budgets, provide proper township assistance distribution, and demonstrate how to maintain legal compliance for Indiana State Audits.

This is one of our veteran's graves and I am proud and honored to be responsible for the care and restoration of these abandoned cemeteries.

Paving the roads at Lakeview Cemetery will be another huge blessing to the families that I am proud to be apart of!

Presenting Dawn McGahan and Jason Meade with the Wayne Township 2026 Parks and Recreation budgeted contract money.
The park relies on the township to assist with operating funds. Over the years, the township funds have been used in matching grants for playground builds, additional seasonal staff and to help sponsor activities and events, etc.

In the past, I have provided additional funding for the Baseball Complex including the practice fields, batting cages, ball field equipment, campground new dump station and septic line.

According to Dawn McGahan, “with the townships support, the Kendallville Parks Departments goal is to continue to maintain and improve grounds as well as offer activities for families to enjoy.
Wayne Township Trustee has always been a big part of making these goals come to fruition”.
