Earlier this year, VA removed Disability Benefits Questionnaires (DBQs) from its public websites. Some VA employees wrongly interpreted that move to mean that a DBQ filled out by a private medical provider could no longer be used as evidence in a Veteran's claim.

Thanks to a new law, VA will be required to begin republishing DBQs on their website and accept them as evidence when completed by non-VA medical providers. H.R. 7105 passed the House and Senate and is awaiting the president's signature (after differences in each version are resolved). Here's the section pertaining to DBQs:

The Secretary shall publish in a central location on
the internet website of the Department—
‘‘(A) the disability benefit questionnaire forms of the
Department for the submittal of evidence from non-Department
medical providers regarding a disability of a claimant, including
any form or process that replaces any such disability benefit
questionnaire form; and
‘‘(B) details about the process used by the Department
for submittal of evidence described in subparagraph (A).
‘‘(2) Subject to section 6103 of this title, if the Secretary updates
a form described in paragraph (1)(A), the Secretary shall—
‘‘(A) accept the previous version of the form filed by a
claimant if—
‘‘(i) the claimant provided to the non-Department medical
provider the previous version of the form before the
date on which the updated version of the form was made
available; and
‘‘(ii) the claimant files the previous version of the form
during the one-year period following the date the form
was completed by the non-Department medical provider;
‘‘(B) request from the claimant (or from a non-Department
medical provider if the claimant has authorized the provider
to share health information with the Secretary) any other
information that the updated version of the form requires;
and
‘‘(C) apply the laws and regulations required to adjudicate
the claim as if the claimant filed the updated version of the
form.

Wisconsin Department of Veterans Affairs Wisconsin Veteran Student Assistance Grant

The State of Wisconsin has added a new education benefit. This benefit allows veterans and dependents of veterans who have at least a 30% service connected disability to now go to private colleges and have part of their tuition paid for. Previously, the Wisconsin GI Bill was only approved for UW or Technical Schools in the state. If you have questions, please give our office a call to discuss!

72 Hour Hospital Notification Process

Beginning June 8, 2020, the Office of Community Care (OCC) is requesting that all Veterans, Community Hospitals and/or Community Providers notify Department of Veterans Affairs (VA) of a Veteran who self-presents to an emergency department within 72 hours of the start of the episode of care. This notification should take place through one national location, the Community Care Centralized Call Center. Veterans, Community Hospitals and Providers should use the following modality to notify VA:

Phone: 1-844-72HRVHA or (844-724-7842)

Previously, Veterans had to call their provider within 72-hours of an Emergency Room visit.

Kewaunee County offices reopen to the public on Monday, June 8, 2020 at 8AM after a nearly three month closure due to COVID-19. Those in need of in-person services or who wish to attend Kewaunee County committee meetings will be required to undergo a COVID-19 screening.

Last night the Wisconsin Veterans Museum's outside was tagged with graffiti. One of the tags asked, "Where is our museum?" We hear you, and the answer is, Right Here!

The Wisconsin Veterans Museum tells the story of ALL Wisconsin Veterans from the Civil War to the present. We highlight African-American servicemembers in our exhibits, and have quite a few collections in our Archives and Oral History Collections. Was a very difficult decision, but it is for the safety of our residents. We will be honoring the veterans that have passed this last year in our 2021 Memorial Day Ceremony.

Memorial Day will be somber and silent in Kewaunee County as COVID-19 concerns have cancelled this year’s wreath laying ceremony at the Kewaunee County Courthouse by the War Memorial as well as the Kewaunee parade, according to the Kewaunee County Veterans Service Office.

If you did not file taxes for 2018 or 2019, you will need to do an extra step to add on your beneficiary payment to your stimulus check.

Ref: COVID-19 Virus related changes to Kewaunee County Sheriff’s Department Operations

As of March 18, 2020 and continuing until further notice, the following measures will be in place regarding the response and protocols of the Kewaunee County Sheriff’s Department. These measures are being taken to minimize the risk of exposure to both our staff as well as to the community as a whole.

1. Access to the Kewaunee County Safety Building is being restricted to essential personnel only. There will be no visitation, fingerprinting, or prescription medication drop off services provided during this time. Those wishing to deposit funds into an inmate’s account can utilize www.smartdeposit.com
2. All public presentations from Sheriff’s Department Staff are also being cancelled and postponed for later dates.
3. Unless life savings measures are necessary or if requested by EMS personnel, Deputies will not be responding to Rescue Calls.
4. Most minor damage property reports will be handled by phone
5. Non-Reportable accidents (under $1,000.00) may be asked to be self reported through the DOT Website.

We ask that when contacting the Kewaunee County Dispatch Center for response to your emergency, in addition to the standard information, you provide the Dispatcher with any information on any persons exhibiting flu like symptoms at the location of the incident.

Thank you for your patience and understanding during this time. These measures will be evaluated continually and any changes will be announced as soon as they become available.

In response to the National Emergency in regards to COVID-19 (Coronavirus), the Kewaunee County Veteran Services Office is acting parallel to the federal, state, and local health office recommendations.

We are no longer making in person appointments. We will be conducting phone appointments as much as possible (exceptions can be made for certain situations). All non-urgent appointments will be rescheduled for a later date.

As much as we love having visitors, please avoid "dropping into the office," to minimize contact. Please call our office because we more than likely can answer the question over the phone.

We are here to serve our veterans and their families, but this is a unique situation we are placed in as a nation. We hope you understand and respect the difficult decisions we have had to make.
These are temporary changes that may be modified as the situation changes.
