Establishing a ½ cent sales tax for visitors as well as residents will raise urgently needed funding to protect, preserve, and clean up Clear Lake – our most precious and treasured resource. Measure E requires a fiscally responsible expenditure plan that limits the use of funds for three specific lake programs:
· Funding for the Nuisance W**d and Algae Abatement Program to reduce the severe negat
ive impact that nuisance aquatic weeds and noxious algae blooms have on local residents and our local economy.
· Funding for the Invasive Species Prevention Program to strengthen efforts to prevent the infestation of zebra and quagga mussels which would destroy the lake’s ecology, and devastate our economy.
· Funding for Water Quality Programs to comply with State and Federal regulatory conditions to protect and improve Clear Lake’s water quality, and drinking water supplies. Measure E mandates transparency by requiring a local Citizen’s Oversight Committee and annual independent audit. Measure E sunsets in 10 years. The revenues are locked-in and cannot be used for any other purpose. The revenues stay local and do not go to Sacramento. A vote for Measure E will protect air quality, enhance county wide property values, encourage new investments in our community, and induce job growth. A ½ cent sales tax is equivalent to only 5 cents on a $10 dollar purchase, 10 cents on a $20 dollar purchase, and 50 cents on a $100 hundred dollar purchase. Food products are exempt pursuant to state law. We ask that you join the many residents and business owners from every community who recognize that Clear Lake is the life blood of our economy.
