Two updates from the Loudoun County Sheriff’s Office (LCSO):

LCSO is issuing a warning after responding to two fatal overdoses that are suspected to involve opioids. If you believe a person is experiencing an overdose or in need of services, call 911 immediately. If you have information regarding suspected narcotics activity in Loudoun County, contact the LCSO Narcotics Hotline by calling 703-779-0552.

LCSO reminds residents to remain vigilant and to never click on a link when unsure about the text’s legitimacy. Instead, directly contact the company or service the text is allegedly from to verify its legitimacy.

Hundreds of mulch fires are reported every year. The Loudoun County Fire Marshal’s investigations have repeatedly shown that these mulch fires often result from improperly discarded smoking materials. Frequently lit smoking materials are discarded onto landscaped areas as smokers enter or exit a building. Smoking materials are also commonly discarded from elevated balconies on mulch covered grounds. To reduce the potential for a fire in landscaping mulch, follow Loudoun County Fire and Rescue's guidelines below.

The Board has updated the boundaries of the Airport Impact Overlay District (AIOD) and approved changes to the county’s land use policies and zoning regulations affecting development in areas affected by airport noise. In addition to these changes, the Board also voted in favor of opening dialogue with the FAA to better understand future options that would address community concerns regarding airplane noise.

The updated plans and regulations:

• Do not add previously approved residential developments into the area designated with the highest noise impact (Ldn 65 or higher). However, some existing homes may move into different AIOD designations.
• Prohibit new residential development in the area with the highest noise impact.
• Require home sellers to disclose the property is within an AIOD at the time of the sale.
• Require specific disclosure language for homeowner association declarations in new developments, which must clearly state that the community is located near an airport, may be impacted by overflight noise, and is subject to the regulation of the AIOD of the Loudoun County zoning ordinance.

At its January 17th meeting, the Board approved a resolution identifying social and racial equity as fundamental values for Loudoun County government. The resolution in part, calls for the county to promote fairness and justice as it develops and implements its priorities, policies and programs. The resolution also calls for a collaborative effort among community partners to intentionally promote equity.

Through this equity resolution, County staff will:
• Provide an annual report to the Board on the county’s equity initiatives.
• Present to the Board a framework and Equity Plan for Loudoun County that identifies objectives for making and assessing progress on addressing social and racial inequities.
• Develop an implementation plan that outlines how an equity lens and tools will be used to embed equity principles in the county’s work. Identify within each county department an analysis to be used in decision-making.

Broad Run, I want to share a few exciting events that have occurred in the District over the past several weeks:

This past Thursday I was in Richmond for the Virginia Association of Counties’ (VACo) annual Local Government Day. I had the pleasure of meeting with several of Loudoun County’s Delegates and Senators, advocating for various Loudoun priorities for the 2023 Legislative Session, including a request to receive funding for the construction of a new regional Crisis Receiving and Stabilization Facility that would provide much needed mental health and crisis services in the county and nearby localities.

Also this past week, a ribbon cutting was held for the grand opening of Embark Behavioral Health in the Broad Run District. Embark is an exceptional network of treatment and therapy programs that specializes in mental health and substance abuse issues in preteens, teens, and young adults. A ribbon cutting was held on Saturday to celebrate the opening of South Block in One Loudoun. South Block focuses on creating healthy products (acai bowls, smoothies, cold pressed juice, and more) from whole fruits and vegetables with no additional sugars. Finally, I participated in a tour earlier this month with the Metropolitan Washington Airports Authority of Dulles Airport’s Ramp Tower and Operations Center in order to get a better understanding of the AIOD item that came before the Board last week. This tour was helpful in better understanding the airport’s plans with regard to future expansion and FAA flight operations over Loudoun and surrounding areas.

Loudoun’s Commissioner of the Revenue is mailing notification of 2023 personal property filing requirements to all owners of automobiles, trucks, motorcycles, campers, trailers, boats, motorhomes, aircraft and mobile homes currently on the county’s tax rolls. Residents will soon begin receiving notices in the mail with an account number and instructions that they will use to review and update their personal property tax records for the 2023 tax year. Residents can access their 2023 personal property information online at loudoun.gov/efile utilizing their social security or tax identification number, mailing address ZIP code and unique account number, which is displayed on the notice. On January 3, 2023, the Board of Supervisors authorized the use of unassigned General Fund balance from the Loudoun County Adopted Fiscal Year (FY) 2022 Budget. The $114,561,290 fund balance includes revenue collected during the fiscal year that was not anticipated and therefore not assigned to budgetary items and expenditure savings. The largest portions of the balance were set aside for one-time needs of the county’s capital budget. The Board directed $40 million to the FY 2024 Capital Improvement Program, Capital Asset Presentation Program and the Debt Service Fund. The Spotted Lanternfly (SLF) is still a threat, even despite the chill of winter. Knowing the SLF life cycle and understanding 200 Growing Degree Days (GDD) helps us determine how to proactively target the SLF. Provided is an overview and update on the Farmwell Road Intersection Improvements project. This project funds the design, land acquisition, and construction of intersection improvements along Farmwell Road from Ashburn Road to Smith Switch Road. The project includes the installation of sidewalks and trails on both sides of Farmwell Road down the entire corridor, as well as additional turn lanes at several intersections. Due to delays in utility identification, completion of the 100% design plan has been delayed to winter 2023. Construction of these improvements are not expected to begin until winter of 2025 and completed until fall of 2026. I just read the article that the Supervisors were hearing arguments about taking control of the Library System. I am staunchly opposed to this proposition. Our Library System is a gem in Loudoun County used to educate our children at a time where parents are doing most of that, engage our citizens at a time where individuals need it, and broaden horizons during a time where we desperately need more of that. The Supervisors have shown in the past to not understand nor value these needs by closing our local library. As your constituent, I am voicing my support of the Loudoun Library Board of Trustees to keep them in control of the library system and to limit Supervisor involvement with the running of it.
