Virginia sets higher fuel taxes, registration fees to fund improvements, especially on 81

During this past Session, the General Assembly tried, but failed to develop a comprehensive strategy to fund much needed I-81 Improvements. Developing a workable and fair road funding strategy and getting that strategy approved legislatively is incredibly difficult. I found that out firsthand when I lead efforts to pass the 2013 Transportation Bill.

But, on I-81 funding, after the General Assembly could not agree upon a funding solution, the Governor attached an amendment into another bill providing an increment of I-81 funding that everyone knows will not really do the job. That amendment was ruled germane and it passed without any hearings, cost-benefit analyses, public input, or review by the House Transportation and Finance Committees.

So, this half-measure is now on the books as described in the Freightwaves article below. My concern is that adoption of this half-measure will lead many legislators to raise the “Mission Accomplished” flag and claim that they have “fixed” the I-81 problem. As such, approval of this Governor’s amendment could forestall development of a superior solution.

Loudoun State Park Expansion Restored in Budget Negotiations

I have been working on establishing a new Virginia State Park in Loudoun for about 10 years and was pleased to read a recent Virginia Tech College of Business study that details the outstanding economic impacts of of state parks upon local economies.
In a nutshell, the report details that every $1.00 appropriated to our Virginia State Parks generates $1.26 in state and local revenues. More importantly, for every $1.00 appropriated to our state parks, $14.06 in new “fresh money” is generated that would have not been generated in the absence of the park system. The Loudoun Board of Supervisors’ leadership on this new state park was superb and was a great win for conservation, recreation, and economic development.

Tanker turns over, blocks Inner Loop traffic into Md. | WTOP

As any of you who were near the Capital Beltway between Rt. 50 and the American Legion Bridge yesterday know well, we learned (again) what one accident on that Bridge can do to an entire region. This mess was not cleaned up until 3:00 am this morning.

I serve on The Northern Virginia Transportation Authority and have advocated for real solutions to this recurring problem for years. While the NVTA has been able to address many of our region’s transportation needs since passage of the landmark 2013 McDonnell Transportation Bill, this nut requires Maryland and Federal cooperation and will be the toughest one to crack.

But, I see progress such as the good work by the Loudoun County Board of Supervisors in commissioning a detailed examination of possible solutions.
