Supervisor Geary Higgins Welcome to the Supervisor Higgins' page, your source for Loudoun County updates and feedback.

Geary M. Higgins was elected to represent the Catoctin District on the Board of Supervisors in November 2011. He serves on the Board's Transportation/Land Use Committee and the Joint Board of Supervisors - School Board Committee. He represents Loudoun County on the Potomac Watershed Roundtable and serves as the Board's representative on the Loudoun County Agricultural District Advisory Committee and the Annexation Area Development Policy Committee. He is the Vice President of Labor Relations for NECA, Inc. in Bethesda, Maryland. In that capacity, he serves on numerous industry-related educational and training boards and as a healthcare and pension trustee. He is also an arbitrator for the Industrial Relations Council. He served as the Catoctin Representative on the Loudoun County School Board from 2000 to 2004 and was the Chairman of the Personnel Services Committee. He also served on the Discipline Committee and the Legislative and Policy Committee. A graduate of Clarion University in Clarion, Pennsylvania, he received a Business Administration degree, with a double major in management and marketing. He attended college on an athletic scholarship for wrestling. He has been a Board Member for the Loudoun Museum since 1998. He has served as the Vice President, Treasurer and as Chairman of the Education Committee. He was born in Baltimore and grew up in Montgomery County, Maryland. He and his wife Gail moved to Loudoun County in1977 and live near Waterford. They are members of the Hamilton Baptist Church. They have three daughters who graduated from Loudoun Valley High School - Melissa, Megan, and Molly. They have two grandsons; Noah and Nathan.

Comprehensive Plan Update: A long but productive work session today. I was able to get a number of amendments adopted this morning for Western Loudoun on rural broadband, the rural economy, and preservation of existing tree stands along existing roadways. We are also working on language supporting our historic community schools and removal of 'highly-controlled at grade access" language in the CTP for Route 15. More to come ....

Tonight we adopted the FY2020 budget for Loudoun County. We successfully reduced the tax rate this year by FOUR CENTS and increased the school budget by $76.3 million over FY 2019 funding. This includes $41.6 million for the next phase of the teacher salary scale, $3.2 million for Elementary School class size reduction from 23 to 22, and $3.0 million for High School class size reduction from 24.2 to 23.7. Proud of our budgetary accomplishments on the Board. We have reduced the tax rate on Loudoun residents a full TWENTY-FOUR CENTS since my election as Catoctin District Supervisor.

Residents: If your rural business has been impacted by sign violations along the Route 9 corridor, please let me know and send me your contact information ([email protected]). My understanding is that one individual has filed complaints against all the businesses with signs along the corridor, which has resulted in zoning enforcement follow-up. We are working with zoning staff to try to correct the situation in the zoning ordinance. My office will be hosting a meeting with staff next week to find a solution to the problem. Please let me know if you are an impacted business and would like to attend. If we cannot solve this issue administratively then I will offer a Board Member Initiative to rectify the situation and change the zoning ordinance. Our rural businesses are the backbone of Loudoun's rural economy. It is important to me that government work to support our residents and not work against them.

GREAT NEWS! We confirmed at our Board meeting tonight that the authorization language for the State Park remains in the State budget. We were able to meet with Senator Hanger, Senator Ruff and Senator Boysko last Friday to talk about the benefits of the park and the fact that the Blue Ridge Center is able to operate the park until the State is ready to take it over. A special thanks to Senator Black, Senator Vogel, Delegate LaRock for working on this for the Catoctin District and our County.

Heading down to Richmond tomorrow to save our state park. Meeting with Senate Budget Conferees to encourage adoption of the House language authorizing the Commonwealth to accept 281-acre parcel containing the Blue Ridge Center. This is a win-win for the Commonwealth because the county paid for the parcel, it already contains infrastructure and the Blue Ridge Center is prepared to manage the parcel until it is accepted by the State. Let's get this park open!

I am pleased to announce that Route 7 Eastbound improvements are coming! This week VDOT agreed to extend the eastbound Route 7 merge lane (at Route 9). This is a much-needed improvement that I have been working on with VDOT and the County since last year. The greater distance is estimated to reduce the current queue of approximately 1,200 vehicles traveling Route 7 eastbound down to 350 vehicles and allow for a smoother merge from Route 9 onto Route 7. As I mentioned in last week's newsletter, the CTB will host a fall transportation public meeting that will begin with an open house followed by a public comment period.

The CTB is considering Loudoun County Smart Scale applications filed for two Catoctin District projects:

1) Route 15 from Whites Ferry Road to Point of Rocks Bridge ($110,681,486)

2) Route 7 from Route 9 to the Dulles Greenway ($127,000,000)

YOUR INPUT IS IMPORTANT

The CTB will factor in public input as they allocate public funds to transportation projects over six-fiscal years, comprising the CTB Six-Year Improvement Program (SYIP). The CTB updates the SYIP each fiscal year. As revenue estimates are updated, new priorities are identified and existing projects advance. The fiscal year starts July 1 and ends June 30.

Every fall, public meetings are held across the state on project priorities and the SYIP. Public input is taken into consideration as the next update of the SYIP is drafted and presented to the CTB in the spring. Public meetings are held on the draft SYIP and the CTB adopts the final program in June.

Loudoun will now be home to an 880-acre state park. Last night the Board of Supervisors inked the deal to purchase the 280-acres parcel containing the Blue Ridge Center for Environmental Stewardship to add to the existing 600 acres already dedicated for the State Park. We have been working on this deal for a long time. The county's purchase of this parcel is a game changer for Loudoun, our rural economy and the region.

Full of hiking, horse trails, meadows, valley streams and mountainsides, the park will also provide an important connection to Harper’s Ferry National Park, the Appalachian Trail and the Potomac Heritage Trail and will also preserve a considerable piece of history as this land includes the route Mosby’s Rangers took to attack the federal camp of Cole’s Cavalry one-hundred and fifty years ago on January 10, 1864.

Next steps will involve the County working with the State and the General Assembly in the upcoming general session to formally transfer the site to the Commonwealth. The Virginia Department of Conservation and Recreation, who manage the state park system, will work to develop master plans for the Loudoun County property once the transfer is completed.

Sunday, Oct. 14, 2018 at 2:00 p.m., the Lovettsville Historical Society will host a discussion of Willard Hall, the intriguing brick building on Pennsylvania Avenue, which is one of the oldest houses in Lovettsville, and perhaps the most architecturally sophisticated. Presented by Cookie Anagnoson, owner of Willard Hall, & Michael Zapf, LHS Researcher.

The lecture will be held at St. James United Church of Christ, 10 East Broad Way, Lovettsville, VA 20180. The program will be followed by questions and discussion. Admission is free, but donations and are welcome to defray expenses of the program and to support the activities of the Lovettsville Historical Society and Museum .

Loudoun County Board of Supervisors votes to take action on Rockwool Insulation Facility. Given the great amount of concern about impacts on Western Loudoun, my colleagues and I requested an additional air monitoring station in Western Loudoun and continued collaboration and dialogue with state and federal agencies to ensure proper air quality monitoring relating to Loudoun County and to address any potential future concerns impacting Loudoun County once the Rockwool site is operational.

Supervisor Higgins, the residents on Gleedsville Road and Stone Fox Court are OPPOSED to the application for an exception to zoning rules to allow a very loud DOG KENNEL in a RESIDENTIAL area. Please vote AGAINST this application and urge your fellow board members to do the same. Thank you!

Wow. Last night we filed our campaign quarterly financial report. I am so proud to announce that after just four weeks of being in the race, we reported contributions and receipts of over $138,000. Not only that, but we out raised everyone in the race for the 13th District. That is what momentum looks like! Hi Geary! I’ve seen other Supervisors already tell their constituents that they will be holding a town hall on the 2040 Comp Plan to hear directly from the public. I hope you plan to do the same. Part of your District is severely impacted by the draft turned over to you and your colleagues. Hi Geary Michael Higgins - homeowners in Raspberry Falls received an 8 page letter yesterday advising our zoning will be changing from AR-1 to... something else.... to comport with density/development in other parts of the county. The letter states there is a public input session at the BOS on 3/26 at 6 pm. Do you have some KEY TAKEAWAYS regarding what this really means to the community? Thank you!!! 🙏🏻
Geary - thanks for efforts to get VDOT to fix Montressor Road. Its the best I've seen it in a long time. The ditches are still not done so next big storm it will be a mess again but for now thanks for reminding them of their responsibilities.
