For this Shoutout Sunday, we’re shining a light on a crucial part of the justice system in Clay County and the entire region: The Heart of America Regional Computer Forensics Laboratory (HARCFL).

HARCFL’s Service Area spans 171 counties across Kansas and Missouri, and they perform digital forensic exams on evidence seized during criminal investigations. Digital evidence from cell phones, computers, and other electronic devices can be critical in prosecuting a wide variety of crimes. The team of professionals at HARCFL are highly skilled and trained at accurately collecting digital evidence while preserving the integrity of the data.

The evidence collected at the HARFCL often makes the difference between a victim getting justice or an offender escaping the consequences of their criminal conduct. These professionals not only uncover and catalogue vital evidence, they also appear in court and testify as experts in their field.

Our office is deeply appreciative of the work that is done at HARCFL. In a world where so much danger hides behind screens, this team works tirelessly to extract the evidence needed to deliver justice for victims and survivors.

It’s Cybersecurity Awareness Month!

Protecting the integrity of our digital infrastructure is just as important as our work for the community. Whether we are preparing files in our offices or presenting cases in the courtroom, we handle sensitive data and critical information every single day. That is why our team is committed to staying ahead of digital threats.

This month, our staff has been hard at work completing up-to-date cybersecurity training. From recognizing sophisticated phishing attempts to mastering secure data handling, we are constantly sharpening our skills to keep our office secure.

A big shoutout to our team members who are currently working hard to wrap up their annual training and earn their certifications!

On Thursday, Victim Advocate Laura Castillo was able to attend the Domestic Violence Conference hosted by the Mattie Rhodes Center.

Laura was invited to represent our office by speaking on a panel of professionals. The panel discussed ways to offer support and safety for survivors, how to make support accessible, and the role she has in the legal system as a Victim Advocate.

Our office is proud to work with the Mattie Rhodes Center to better serve survivors and the community as a whole. For over 130 years, Mattie Rhodes has improved the community through behavioral health services, youth development, and public safety.

While Domestic Violence Awareness Month is coming to a close, our work doesn’t stop. We are committed to fighting for justice for survivors and creating a safer community for all.

On this Thankful Thursday, we’re shouting out Child Support Caseworker Elizabeth (Lizzy) Romay!

From day one, Lizzy’s friendliness and welcoming energy has brought a positive spirit to our office. She blew us away during her interview and has continued to amaze us ever since. Lizzy recently stepped into a new role, taking on more responsibilities in handling all of the child support modification cases. She has taken all of this in stride, impressing us with how quickly she’s learning, how hard she works, and how confident she has been in taking on this new role.

Beyond her sharp skills at her job, Lizzy also brings so much joy to our office. She knows just how to boost morale by coming up with creative ideas and turning an ordinary day into a little adventure. Her positive energy and eagerness to make work more fun are truly appreciated by those around her.

Dangerous Decision Ends in Prison

On Tuesday, a Clay County Judge sentenced Defendant Trenton Parker to 2 years in prison for the felony of Aggravated Fleeing (Valentine’s Law).

The sentence comes after a chase last August when a Missouri State Highway Patrol Trooper tried to pull over a red Chevrolet Cavalier being driven by Parker westbound on Missouri 210. The Cavalier did not have any vehicle registration and had a tinted license plate cover concealing a piece of paper that read, “Kiss My A**”. Instead of stopping for the Trooper, Parker began passing other cars on the shoulder of the road, driving toward oncoming traffic, and accelerating to speeds of 110 mph.

Parker continued to flee on Missouri 210 while endangering other motorists by driving on the shoulder and through two red lights. Parker eventually stopped near Kimball Avenue where a Clay County Sheriff’s Deputy was deploying stop sticks. He was arrested without further incident.

Although no one was hurt, Parker’s decision to run from law enforcement needlessly placed innocent motorists and law enforcement officers in real danger.

We thank the Missouri State Highway Patrol, Clay County, Missouri Sheriff's Office, the Court, and our Assistant Prosecutors for their work and collaboration in ensuring our roadways remain safe for all.

Increased Consequences for Driving Impaired

House Bill 1740 (Melanie’s Law) is now in effect, creating stricter penalties for those who drive while impaired.

Melanie’s Law increases jail sentences for impaired driving and requires an ignition interlock device for first-time offenders with a BAC of .15 or higher. This law also increases the penalty for an impaired driver who takes the life of a person to a Class A or Class B felony. Offenders will face a minimum of 5 years in prison before parole eligibility on a Class B felony, and a minimum of 10 years on a Class A felony. If an offender seriously injures a person, the charge increases from a class D felony to a class C felony.

We will continue to track these changes to ensure you stay informed on how new state legislation impacts our community.

Defendant Added to Most Wanted List

We are adding a new defendant to our Top Ten Most Wanted List as we continue our series asking for the public's help locating defendants with active arrest warrants. The goal is to locate individuals who are legally required to appear in court and have not, so the legal process can move forward.

The Court has issued an arrest warrant for Defendant Danny Baker in case 15CY-CR00700-01 where he is charged with Domestic Assault 2nd Degree.

This photo is the most recent available to us and Baker’s appearance may have changed.

If you have any information about the whereabouts of Baker, please contact Greater Kansas City Crime Stoppers to submit an anonymous tip or contact your local law enforcement agency. To be eligible for the $3,000 reward, tips must be submitted through Crime Stoppers.

For this week’s Shoutout Sunday, we want to show our appreciation to Clay County CASA and put the spotlight on the remarkable work they do in bringing justice to the most vulnerable members of our community.

CASA volunteers are Court Appointed Special Advocates for children. Volunteers aid in making sure young survivors of abuse and neglect have an advocate keeping their best interests in mind. A CASA volunteer will typically spend time visiting the child and family members and learning about the child. The volunteer also investigates the case by interviewing relevant people including medical professionals, school personnel, neighbors, and anyone else who may have knowledge of the situation. They also prepare written reports for the court and appear at all hearings. CASAs also complete yearly training.

Clay County CASA makes a direct impact in the lives of the children they work with. While the nature of their work is difficult, they work diligently and relentlessly to advocate for and bring justice to the children they work with.

Today, we’re excited to share that Assistant Prosecutor Ashley Flood has been accepted to the Missouri Bar 2026-2027 Leadership Academy Class!

Developed in 2000, the Leadership Academy recruits young lawyers (those recently admitted to the bar under the age of 40 or those admitted for 10 years or fewer) who have demonstrated leadership skills within their communities. About a dozen lawyers are selected for each class.

The Leadership Academy class will attend the Annual Meeting of The Missouri Bar, make a presentation to The Missouri Bar Board of Governors, and participate in workshops throughout the year to learn more about the bar, develop leadership skills, and complete a service project.

At the end of the bar year, the class will commit to serving the bar in an active capacity for two years.

Prison Time for Fleeing

On Tuesday, Assistant Prosecutor Alyssa Benjamin secured a 3-year prison sentence for Defendant Cody Holcomb, for the felony of Aggravated Fleeing (Valentine’s Law).

The sentence comes after an incident that began last October. Clay County Sheriff’s Deputies attempted to pull over a maroon Chevrolet Trax that matched the description of a vehicle that had resisted another law enforcement agency earlier the same day. When deputies activated their lights and sirens, the Trax sped away heading south on I-35. The Trax reached speeds above 90 MPH in a 70 MPH zone.

The pursuit continued south, with the Trax endangering several other drivers by passing too closely in the rain, and reaching a speed of approximately 98 MPH in a 65 MPH zone, before exiting onto NE Vivion road. The Trax then turned into a residential neighborhood, without stopping at stop signs or a red light. Near the intersection of N Oakley Avenue and NE 48th Street, officers initiated a Tactical Vehicle Intervention (TVI) and ended the pursuit. Holcomb was taken into custody without further incident.
