Considering COVID-19 in 2020 property tax assessments

By Jeff Prang, Los Angeles County Assessor I’ve been thinking lately about the stress caused by COVID-19 and how we all deal with it. Needless to say, it’s been a traumatic experience for everybody, especially for those that have suffered firsthand with the virus. I want to extend my deepest con...

Many businesses in California are required to file an Annual Business Property Statement identifying all equipment, machinery, and furniture in the business. Law requires that a 1% tax be applied to all business property valued (in total) of $5,000 or more. These statements are due on May 7th.

A 10% penalty will apply to late payments. Assessors have no authority to waive penalties, not even in the wake of COVID-19, but I am working diligently with leaders in Sacramento to provide relief to those who are unable to meet the May 7th deadline due to COVID-19; but nothing is agreed to yet. If you can file on-time, I strongly urge you to do so.

Visit https://assessor.lacounty.gov/ for more information on filing requirements and resources. The Assessor's Office remains ready to assist taxpayers and answer questions, so please contact us if you need assistance.

Scammers are taking advantage of fears surrounding coronavirus. They’re setting up websites to sell bogus products, and using fake emails, texts, and social media posts as a ruse to take your money and get your personal information. Protect yourself and others. As we work our way through this public health challenge of COVID-19, especially with the accelerated practice of social distancing where we keep a 6-foot distance between each other, I want to echo what many have already said and that’s to remain calm. We will be well-stocked with all the necessary supplies. We will learn a new way of interacting as we shy away from places people gather. Although quarantine measures may be required at times for some of us, we are never that alone. Technology connects us in ways we never imagined. Yes, we’re at our best, our strongest, when we act with deliberation, poise and calm. No question about it.

America has traveled a long way toward racial equality and yet there’s still miles to go.
The month of February is an example of that journey because it’s Black History Month, also known as African American History Month. It’s a time when we honor the achievements of African Americans who have shaped American history. And make no mistake about, African Americans have helped shape this great nation’s history from its inception.
This journey to such a special designation began back in 1926 by historian Carter G. Woodson and other prominent African American figures of his day. In fact, the second week in February of that year was selected as “Negro History Week” because of the birthdays of Abraham Lincoln and Frederick Douglass. Lincoln’s birthday is Feb. 12 while Douglass’s is Feb. 14. Both dates had been celebrated together by black communities since the 19th Century.
This February 2020 takes on a special meaning because it’s the 100-year anniversary of the Nineteenth Amendment, which granted women the right to vote, and the 150th anniversary of the Fifteenth Amendment, which granted black men the right to vote.
Martin Luther King, Jr. summed up the journey this way when he said, “I refuse to accept the view that mankind is so tragically bound to the starless midnight of racism and war that the bright daybreak of peace and brotherhood can never become a reality…. I believe that unarmed truth and unconditional love will have the final word.”
Yes, we’ve come a long way and yet there’s still miles to go. Let’s honor a great nation by honoring the achievements of African Americans.

Tis the holiday season and I must remind everyone about scams. Property owners should closely examine any official-looking mailers and beware of deed scams and unsolicited mailers designed to look as if they’ve been issued by a government agency. Check out the recent L.A. times article where we are quoted about this issue as well as my website, ‪assessor.lacounty.gov‬.”

Congratulations County Assessor Jeffrey Prang. I still treasure your following quote: “Animals need to be regarded as more than material property of an owner. Changing the title of animal ‘owner’ to animal ‘guardian’ is a symbolic move toward recognizing the importance and rights of animals. The term ‘owner’ denotes an apathetic relationship to material and inanimate things. The term ‘guardian’ denotes a positive and mutually beneficial relationship between two living beings whose constant care, attention and affection are necessary for prosperity. The term ‘guardian’ instills respect for and appreciation of our animal companions.” Jeffrey Prang, Former Mayor of West Hollywood, CA Be well. Elliot M.
