We need greater efficiency and urgency in our criminal court system to address the impacts of bail reform. We need full time justice in Lewis County.

I have spent nearly my whole career fighting for the community. I have a plan to fight back against the dangers of bail reform.
Justice delayed is justice denied.
The community deserves that criminal cases be resolved efficiently and effectively. Cases should be scheduled in a timely manner not at the convenience of defense attorneys.
Right now Lewis county has more than six cases that have been indicted for over a year. These cases involve violent sexual assaults, home invasions,theft of property, and illegal possession of fi****ms.
None of these cases have trial dates scheduled.
Lewis county needs to hold court more than two mornings a month.
Had an amazing time “running” this morning to support the Up Coalition of Lewis County. This is a fantastic zombie run. The kids were incredible.

I cannot imagine the trauma endured by victims of violent sexual assault.
I have seen the difficulties that delays in the criminal justice cause these victims.
A judge should do everything in their power to prevent any unnecessary delays, especially in cases involving violent sexual assaults.

I’m running for Judge in order to improve our court systems.
Bail reform has overall made our community less safe. However, Judges are not without options.
As your County Court Judge, I will hold criminal court four or more times per week, addressing each case and each defendant promptly. We need to improve the efficiency of our court system. Especially our criminal court system. We cannot and should not allow our County to endure another ten years of only holding criminal court two mornings a month.

I’m running to increase the efficiency of Lewis County criminal court.
Currently, Lewis County criminal court is only scheduled two times a month. If elected I will be holding criminal court 4-5 times a week. This change is absolutely necessary.
Criminal case must be moved as effectively as possible to protect the community, victims, and those accused of crimes.
After the legislature passed bail reform it is more important than ever to hold court as often as possible to resolve cases to protect the community.

Brenda Roth allowed children to use her dangerous prescription narcotics in her home. Refused to contact medical help when it was needed and prevented children from calling 911. She then attempted to cover up evidence to hide her crimes.
It is critical we elect a judge focused on following the law and applying it equally to all defendants.
I will continue to protect the community as judge, faithfully uphold the law, and do everything I can to make sure those who would allow children access to dangerous narcotics are held accountable.

I’m running to restore fairness and efficiency to the court system in Lewis county.
I believe that a judge must serve the community. A judge must be faithful to the law and the Constitution, not the desires of a political party or politicians.
Our Constitution guarantees the right to a speedy trial. This protects the accused, the victims and the public.
We are well over halfway through 2022, and the Lewis County Court has issued only one written decision (a case from March 2020).
Cases cannot go to trial until written decisions are issued. These delays impact the community, victims, and the accused.
As a prosecutor I have spent my entire career responding to motions quickly and efficiently. I will continue that as county court judge.
It’s time for change.

I believe that a judge must efficiently move cases and not cause any unnecessary delays, especially in our post bail reform era.
Described below is yet another example of these types of unnecessary delays.
On September 17, 2021 the Lewis County Grand Jury handed down an Indictment charging an individual with sexual contact with a victim by forcible compulsion. The victim was 15 years old at the time of the attack. The court did not schedule an arraignment until October 15, 2021.
After three more months, on January 25, 2022, the Lewis County Court finally issued a letter requiring the defendant’s lawyer to file his motions by May 25, 2022.
What this means is that this case involving a violent sexual crime is over eight months old and the court has not ruled on any pre-trial matters. This case does not have a date for trial. This is not fair to the victim and it is not fair to the community. The only one benefiting from the delay is the defendant who was released by the court on his own recognizance.
These delays do not need to happen. Violent crime needs to be taken seriously and it needs to be addressed expeditiously. There is no reason this defendant should have been given over 150 extra days to file motions.
This community deserves a judge who follows the Criminal Procedure Law.
It’s time for change.
New York Criminal Procedure Law Section 255.20(1) requires that “all pre-trial motions shall be served or filed within forty-five days. . . .”
On July 2, 2021 the Lewis County Grand Jury handed down an Indictment charging an individual with entering a victim’s home at night with intent to commit a crime and having sexual contact with the victim by forcible compulsion.
After nearly seven months, on January 25, 2022, the Lewis County Court finally issued a letter requiring the defendant’s lawyer to file his motions by July 15, 2022.
What this means is that this case involving a violent sexual crime and a home invasion will be over one year old before the Court even considers any pre-trial matters. That is not fair to the victim and it is not fair to the community. The only one benefiting from the delay is the defendant who was released by the court to pre-trial supervision. These delays do not need to happen. Violent crime needs to be taken seriously and it needs to be addressed expeditiously. There is no reason this defendant should have been given over 300 extra days to file motions.
This community deserves a judge who follows the Criminal Procedure Law regardless of the defendant’s occupation, his lawyer, or that lawyer’s political party.
It’s time for change.

As a prosecutor I uniquely understand the challenges which bail reform has created. When elected I will lobby our state legislature to adopt common sense amendments to the current bail reform law.
First.. that a judge is required to consider the nature and seriousness of the danger to any person or the community posed by the person’s release.
Federal judges are required to consider this factor. New York judges should have the same requirement.
Our community deserves a judge who is willing to advocate on their behalf and who has real solutions.

I knew gathering signatures would be a huge task. I knew I would enjoy meeting the incredible citizens of this county. I knew the weather would range from warm and sunny to cold and snowy throughout the month of March. What I did not anticipate is the overwhelming amount of support that I’d receive from the community… or that my mom would let me share a picture of us publicly.

A Lewis County Court jury has found Shawn Exford guilty of murder and arson. Exford set a Lowville apartment building on fire, killing two women inside.
