Clay County Sheriff, Patrick Robinson, reports that on 05/03/2026 Deputy Walter Marker received a call about a male subject at Advent Health in Clay County, Kentucky with a gun shot wound to the head. After an interview with the victim, Deputy Marker discovered the shooter may be at an address on Ham Hollow Road in Clay County, Kentucky. Upon arrival at the address on Ham Hollow, Deputy Marker spoke with a male subject, Tracy Smith, and advised him of his miranda rights. After waiving his rights, Smith advised the victim came to his residence and pawned a gun for money off his debit card. Smith advised the subject came back, very drunk and aggressive, and demanded his gun back. A verbal argument ensued leading to the victim being shot in the back of the head as he was walking out the back door. After finding the firearm used in the residence, the spent shell casing was found in the bedroom, removed from the revolver used in the assault.
Deputy Sgt. Wes Brumley and KSP Trooper Weaver also assisted in the arrest.

Tracy Smith, 48, of Manchester was arrested for:
-ASSAULT, 1ST DEGREE
-TAMPERING WITH PHYSICAL EVIDENCE
-CONTEMPT OF COURT

Clay County Sheriff, Patrick Robinson, reports that on 04/29/2026 the Clay County Sheriff’s Office was investigating information regarding an individual who had failed to comply with his conditions as a s*x offender. Sheriff Patrick Robinson, Chief Deputy Clifton Jones, Deputy Dewey Grubb, Deputy Paul Michael Whitehead and Deputy Darrell Goins were able to locate the individual and place him, and a female subject, under arrest.

Earl Burkhart, 48, of Manchester was arrested for:
- SERVING PROBATION/PAROLE VIOLATION WARRANT

Debbie Sizemore, 44, of Manchester was arrested for:
- FAILURE TO APPEAR, CITATION FOR MISDEMEANOR
- TBUT OR DISP ALL OTHERS $10,000 < $1,000,000
- CRIMINAL MISCHIEF, 1ST DEGREE
- POSSESSION OF BURGLARY TOOLS
- ENGAGING IN ORGANIZED CRIME-CRIMINAL SYNDICATE

‼️Property Tax Announcement‼️

Reminder: the last day to pay 2025 Clay County Property Taxes is Wednesday, April 15th, 2026, by end of business day. After April 15th any unpaid property taxes will become delinquent and will be turned over to the Clerk’s office.

*Please note that beginning Monday April 10th we will stop accepting personal check payments in office for 2025 taxes. Only cash, certified check or money order will be accepted.*

Clay County Sheriff, Patrick Robinson, reports that on 04/03/2026 Deputy Dustin Henson responded to a vehicle being parked in the middle of the roadway with a subject passed out in the driver seat about a mile up Portersburg Road in Clay County. Upon arrival Deputy Henson made contact with the vehicle in mention and observed it was partially in the roadway. Deputy Henson located a female, Linda Williams, in the driver seat passed out with the vehicle in park, the ignition on and vehicle idling. After numerous attempts to wake Williams Deputy Henson was able to finally wake her up. Williams had glossy blood shot eyes and slurred speech. After asking her to step out of the vehicle and began conducting SFST's she refused to do walk and turn and one leg stand.
After placing Williams under arrest and during search incident to arrest, Deputy Henson located a small empty plastic baggy which looked to have had small crystallized substance inside of the baggy and also located a glass pipe with residue on it.
Also, after running Williams’ vehicle information through Clay County Dispatch it was determined that the vehicle was title only and the registration had been expired since November of 2024 and no proof of insurance was provided on the vehicle.

-OPER MR VEHICLE U/INFL CONT SUB (189A.010(1D) - 1ST
-DRUG PARAPHERNALIA - BUY/POSSESS
-PRESCRIPTION CONT SUB NOT PROPER CONTAIN 1ST OFF
-NO REGISTRATION RECEIPT
-NO REGISTRATION PLATES
-FAILURE OF OWNER TO MAINTAIN REQUIRED INS/SEC, 1ST OFF

🚨 Stolen 4-Wheeler 🚨

A 4-wheeler was stolen last Saturday night from the Sizerock area. We have reason to believe it may have been taken toward Chop Bottom in Clay County.
The individuals involved were reportedly driving a light brown Chevrolet Malibu.
