I personally experienced Mr. Prehn's negative position on DNR PFAS rule making at a Natural Resources Board hearing. Fortunately, a majority of the Board recommended approval of the rule. Later that rule was gutted by the Legislature's Joint Committee for the Review of Administrative Rules (JCRAR). The JCRAR literally did everything the Wisconsin Manufacturers and Commerce (WMC) asked them to do to gut the rule.

An update on Tyco's Ground Water Extraction System (GETS) construction. The road into the wetlands area next to Ditch B on Pierce Ave is being completed. Three extraction wells will be located there.

Construction on the groundwater treatment facility continues south of the high school practice field. Not shown in the photos are large stacks of pipe that will be used for the extraction pipeline stored next to the construction site.

At Tuesday's City Council meeting, I passed out the annotated chart below from the Wisconsin Department of Health Services. During a discussion to require face masks for meetings, Alderperson Rick Polzin challenged an interpretation of statistics by a "layperson" by which he meant me. Apparently, like so much else in the public square, we are not to believe our own eyes when the graph clearly shows the rate of infections is worse right now than it was when mask mandates were issued in July a year ago.

He prevailed in amending my motion to require masks whenever meetings were conducted within city buildings for visitors and employees to wear masks to change that to a recommendation to the Mayor. Because of the way the agenda item was listed, I was prevented from offering a more comprehensive mask requirement for anyone entering a city government building.

WORSE THAN LAST YEAR!
Marinette County infection rate for Covid-19 is worse than last year and there are no face mask mandates. Last year the City of Marinette instituted a mask requirement in City Government buildings on July 7, 2020. The Governor of Wisconsin issued a statewide mask mandate that took effect August 1, 2020. THERE ARE NO MANDATES NOW.

On July 7, 2020, the Mayor announced a mask mandate for all people entering City government buildings. Later in July, the Governor announced a statewide mask mandate that would take effect on August 1, 2020. Note in the image below what the average daily rate of new infections of Covid-19 were in July of 2020 for Marinette County and where they are today.

If you want mask mandates in city, county, and school district buildings you must speak out and contact your elected officials. The contagion is at least twice as bad as last year and nothing is being done!

Marinette County: If you're not worried about the Delta Variant, you're not paying attention. The week ending Friday Sept. 10th saw an increase of 49 new confirmed cases of Covid, the week ending Friday Sept. 17th saw an increase of 112, the week ending today, Friday Sept 24th saw another increase of 175 since last Friday.

Compare the chart from 9/17/2021 I posted last week to today 9/24/2021. The hospital is running out of space! Wear a face mask, get vaccinated now!

Here is a comparison of the average daily cases of new Covid infections. Wisconsin as a whole, Marinette County, and then Marinette County with a line drawn across to show our current infection rate to last year. IT IS WORSE NOW!

Just like last year, we are doing worse than the State overall.

From Friday 9/10 to Friday 9/17 there were 112 new confirmed cases of Covid in Marinette County. Some of this may be due to some delays in updating the data by DHS. But no matter if the timing is off by a little, YIKES!!!

Tyco's Groundwater Extraction and Treatment System (GETS) UPDATE. Tyco is preparing the construction site next to the High School athletic fields for the facility that will house the equipment that will treat contaminated groundwater to remove the PFAS before returning it to Ditch B. Just south of the ditch on Pierce Ave. a path is being cut to install three groundwater extraction pumps. The land is supposed to be acquired from Joe Barley by Tyco.

From Friday 9/3 to Friday 9/10 there were 49 new confirmed cases of Covid in Marinette County. The total population of the county that is fully vaccinated is 43.4%, the adult population 18 years and older that is fully vaccinated is 51.8%. This isn't going away anytime soon because of the unvaccinated.

We basically had 200 new confirmed cases of Covid in Marinette County during the month of August 2021. The total confirmed cases since the beginning is now 4,492. Confirmed deaths increased by 1 to 69 and probable deaths also increased by 1 to 8. If you compare the graph of the seven day daily average of new cases during last summer and this summer, the trend is amazingly similar. But last year, the Governor issued a statewide mask mandate at the end of August. That power was taken away from him. Last year, the City of Marinette issued a a mask mandate for inside its buildings as did the County. This year: nothing. Please wear a mask indoors in public places and get vaccinated!

Three people from the the Wisconsin Department of Health Services visited Marinette yesterday to better understand where the locations for PFAS warning signs should be added along Ditch B. I was able to show them recommendations along the Ditch from the mouth of the ditch by the University to the baseball fields at the high school. The DHS and DNR are working to redesign the warning signs with graphics that will help children and adults understand the dangers of of PFAS in the water. While they were here, they got to see foam on the shoreline at Runnoe Park.

PFAS contaminated groundwater is being pumped out of the surrounding construction sites (called "dewatering") on the Prairie Street and Edwin Street reconstruction projects. The gooey stuff you see in these photos is PFAS foam. DO NOT TOUCH IT! PFAS foam has extremely high concentrations of the poison in it. Much higher than the concentrations in the groundwater in liquid form.

I have lodged my complaint with the DNR that they are permitting this groundwater to be discharged into the sanitary and storm sewers without treatment to remove the PFAS. The City is following the direction of the DNR but Tyco should be bringing equipment to remove the PFAS. THIS IS TYCO'S RESPONSIBILITY!
