Kim Hollowell Crittenden County Assessor

Kim Hollowell Crittenden County Assessor Kim Hollowell Assessor Kim Hollowell is running for Crittenden County Tax Assessor. Primary Election is May 20, 2014.

Please don't forget to vote, your vote is very IMPORTANT to me!!!! As a candidate for Crittenden County Tax Assessor, I pray that the citizens of Crittenden County will put their confidence in me to serve them and the county. I have earned a bachelor's degree in management and have experience managing others. I have the organizational skills and work ethic it takes to hold this office. I have live

d in Crittenden County for twenty years and have served on many different boards as President, vice-President, secretary, etc. I have chaired Relay for Life for two years and served on the committee for seven years. My working career has included mortgage real estate and banking, which will be beneficial as assessor. My work ethic is very strong, which means I will work extremely hard to; at minimum maintain the assessor's office as is, but will continue to expand on the accomplishments that have been implemented to date. I have prided myself in having an open door policy in my current career and will extend that to those I serve as assessor. It is important to me to be available to my constituents at all times. As a Rotary member, I live by its motto, "service above self." Those who know me, know that I will give my very best and will work extremely hard to make sure the job is done right.

In light of the notices going out and there being so much talk let me see if I can once again help clarify our process

We do mass appraisal which is very different from fee appraisal that everyone is talking about. Fee appraisal
Is specific to individual homes. Where mass appraisals value properties over neighborhoods. Valuations for Crittenden county has been done every 5 years, but legislature just passed a law to reduce it to every 4 years. That being said the values are based on sales primarily from 2022-2023-2024. Back when you didn’t put a for sale sign in a yard —-they sold before you could! The values were out on in 2025 hence the notice. ALSO, please note that property taxes will only go up 10% for properties that are not your primary residence and only 5% for primary residence per year . Remember there is a homestead credit and freeze that may be applied if you have completed the form and appropriate documentation.

UPDATE: I have seen a lot of static over this valuation cycle. Let me explain. The last values were based from the 2018,2019&2020 years. This year is based on 22,23&24 years of market values. We all know what happened in the housing industry in those years. So, that being said. In the next three- four years IF the market cools down and the values go back down it will show up in the reappraisal cycle in 2029. IF it continues to go up…..well ….what can I say, but I’m right there with y’all. I have several pieces of property and I’m in the same boat as all of you!!!
Yes you can dispute your value but this is how it works: you call us, if we can’t come to an agreement we will set a date and time to go before the equalization board. You will present your documents to my office as to why you think your value is too high 5 days prior to the meeting date. At the meeting we will give our case to why the value is what it is You will give your case and present your documents and we can rebutt. But then the EQ board makes the decision either immediately or at a later date up to them. You can appeal to county court/then circuit court/ then Supreme Court if you so desire.
That is the process via Arkansas Law.

Hello all. Help me spread the word.
1- values are going up. Unfortunately everything is going up. You have seen it in the grocery stores/clothing stores/auto dealers/ etc… home values are no exception. Let me say that if you just bought/built a home in 2024 your value will set or reset for 2025. If you have owned your property prior to 2024, then you will have caps, meaning your tax base will not go up more than 5% or 10% per year depending on if it is your primary residence or not. You will receive a notice if your values went up. The notice will show the values as well as estimated taxes.
2- make sure you have your homestead credit applied to your primary residence and 65 freeze if you are 65 or older!
As always call us if you have any questions at the assessor’s office 8707393606 and choose option3
