📘 How to File an Open Records Request in Wisconsin 📘

A simple guide for taxpayers and a template you can copy and paste

Wisconsin’s Open Records Law exists to protect your right to know what your government is doing. If you pay taxes, you have the right to see how decisions are made, how money is spent, and what information public officials are using.

Most people think the process is complicated. It is not. You do not need a lawyer. You do not need a reason. You only need to ask.
Here is a clear explanation and a ready to use template.

🔍 When you can file a request 🔍
Any time you want to see:
• Emails about a decision
• Contracts or invoices
• Presentations or reports
• Policies or internal documents
• Communications related to a public issue

‼️ REMEMBER‼️
You do not need to explain why you want the records.
You do not need to be a board member.
You do not need special permission.
You are a taxpayer. That is enough.

📝 Open Records Request Template 📝
This version includes the required quoted lines from your uploaded document.

**Sample**
Subject: Open Records Request
Hello,

Under Wisconsin’s Open Records Law, Wis. Stat. 19.31 through 19.39, I am requesting access to the following records.
[Describe the records you want. Include dates or keywords if possible.]

“If you deny my request, the law requires you to do so in writing and state what part of the law you believe entitles you to deny my request. Wis. Stat. 19.35(4)(a).”

The law allows you to charge only for the actual, necessary and direct cost of locating records if that cost exceeds fifty dollars. You may also charge for photocopies. The Wisconsin Department of Justice advises that copying fees should be around fifteen cents per page and that anything above twenty five cents may be suspect. Please notify me in advance if the total cost will exceed twenty dollars.

“As you know, the law requires you to respond to this request as soon as practicable and without delay.”

If you are not the records custodian for these materials, please forward this request to the appropriate person. I am willing to clarify or narrow the request if needed.

Thank you for your time.
[Your Name]
Citizen and taxpayer in Wisconsin

💫 Tips for faster responses 💫
• Be specific about what you want
• Include a date range
• Ask for electronic copies to avoid fees
• Request cost approval before they begin
• Follow up politely if they delay

⁉️ Why this matters ⁉️
Transparency is not optional. It is a legal requirement. Open records requests are one of the strongest tools citizens have to hold government accountable and ensure decisions are made in the open.

💫 The Heart of MHS: Our Tech Ed Teachers 💫

These skills are showcased every year at SkillsUSA, welding, carpentry, engineering, design, construction, and so much more. But what most people never see are the countless hours our instructors pour into preparing students for those competitions. Early mornings. Late nights. Weekends. Coaching. Mentoring. Rebuilding confidence. Re‑teaching skills. Guiding students through real‑world challenges.

Yes, the programs themselves are incredible.
Yes, the opportunities are life‑changing.
But ultimately, it is the teachers who make these programs what they are.

Their passion.
Their mentorship.
Their commitment to excellence.
Their belief in every student who walks into that shop.

That’s what transforms a program into a pathway.
That’s what turns a classroom into a future.
That’s what gives students the confidence to build, design, and lead.

And here’s the hard truth: our district does not value the Tech Ed program the way it deserves to be valued.
It’s disappointing, especially when you’ve seen firsthand how powerful these programs are, how many students they reach, and how deeply they impact our community’s workforce and future.

But even when the district falls short, these teachers never do.
They show up.
They push forward.
They give everything they have so students can succeed.

❤️ A Massive, Well‑Deserved Shout‑Out to Our Tech Ed Instructors ❤️

A huge thank‑you to Troy Kumm Caleb Henderson, Ben Will, and Aaron Scheuer. These four aren’t just instructors, they are the backbone of the entire Tech Ed department.

Their dedication is unmatched.
Their passion is unmistakable.
Their impact is undeniable.

They stay late.
They open early.
They mentor, they motivate, they challenge, and they inspire.
They create opportunities that change lives, opportunities many students would never have without them.

These instructors don’t just teach skills.
They build confidence.
They build character.
They build futures.

Though Mr. Will and Mr. Kumm are no longer in our district, their presence and contributions were *instrumental* to the success of our program. Their legacy continues to shape the opportunities our students have today.

I’m deeply grateful for everything they do, and have done, and I encourage our entire community to take a moment to appreciate these unsung heroes. Our students, and our district, are stronger because of them.
